RESOLUTION NO. 1133
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH OPPOSING T~ PRESENTLY PROPOSED
EXTENSION OF THE SAN GABRIEL FREEWAY ROUT!!: SOUTH
OF GARDEN GROVE BOULDVARD ruiD URGING CONSIDERATION
OF ALTERNATIVES TO THE PROPOSED PROGRAM.
WHER~\S, The California State ~ighway Department has under
oonsideration the adoption of a route for extension of the San
Gabriel F~eeway south of Garden Grove BouliVard in Orange County,
and
lrrlEREAS. such proposed freeway would provide north and south
transporta~ion faoilities in Orange County. and
\iHllREAS, six north and south freeways or expressways, existing
or planned. are provided already in Orange County resulting in a
north and south freeway or expressway for approximately every seven
miles of ooastline, and
WHEREAS, suoh freeways every seven miles would appear to be
sufficient for traffic flow in Orange County unless and until per-
tinent 8eographioal ohanges take plaoe in the County. and
~niEREAS, freeways in excess of one in every seven miles in
Orange County would appear to be an unnecessary and unoconomioal
expenditure of public tax monies. and
WHEREAS. such inappropriate expenditures of public funds
on coastal freeways would deprive other areas of needed highway
construction, and
WHEREAS, the e:Ji.tenslon 01' the San Gabriel Freeway as presently
proposed would pass through land within the oity limits 01' the City
01' Seal Beach, and
WH~REAS, the proposed routing through the City 01' Seal Beaoh
will be disastrous eoonomically to this City, will seriously impede
or destroy the planned development of the City for its best use.
and will retard o~permanently Impair the natural growth of this City,

1~S, numerous possibilities for alternate routes do exist
and do offer superior solutions to the need for freeway service and
freeway feeder service, and
i'IFrEREAS, there exists partly within and contiguous to t he City
of Seal Beach, five thousnnd acres of Governnent-owned land, namely
the U. S. Naval Ammunition and Net Depot, and
WHEREAS, the United States Government has announced a policy
of decommissioning, declaring surplus, and disposing of Government-
owned facilities no longer needed, and
WHER~S, it is therefore most logioal to conclude that the
faaili ties of the Naval Ammunition:land Net Depot at Seal Beach,
California, will, within a reasonable time, no longer be needed, and
WHEREAS, it appears certain that all or a major portion of the
Unitod States Naval Ammunition and Net Depot will eve~tually be
declared eurplus, and
t~AS, such development of this large acreage will alter
the complexion of the whole immediate area, with a possible need
at that time for extension of the San Gabriel Freeway southward
of Garden Crove Freeway, and
~ vn~EAS, therefore, these five thousand acres should be considered
when planning for the San Gabriel Freeway, and
l-I:llEREAS, when available, this Government-owned land needed
for highway construction USing ~ederal aid can be obtained by the
California ~tate Highway Department at no cost to the taxpayers
of California, and
rnrEREAS, unwarranted waste of tax money will result if the
California State HiGhway )epartment plans call for acquisition of
high-priced land for riBht of way when free land will be available
for such rir~t of way:
NO~l, THEREFORE, BE IT RESOLVED by the City Council of the
City of Seal Beach, Orange County, Ca11fornia:
1. That the interests of the State of Oalifornia, the County
of Orange, and the City of Seal Beach will best be served it the

California State Highway Department plan construction of the San
Gabriel Freeway in two phases, namely, Phase One as far south as
Garden Grove Boulevard for construction as soon as possible,
and ~hase Two south of Garden ~rove Boulevard when land of the
Saal Beach Naval Armnunition and Net Depot becomes available for
such cons~ruction;
2. That the plannad route of the San Gabriel Freeway south
of Garden Grove Boulevard be contiguous to the Orange County Flood
Control channel presently existing wi~hin the boundaries of the
Seal Beach Naval Ammunition and Net Depot; and
3. That copies of this resolution be transmitted to the
State Highway Commission and State Highway Department for action,
and to the Orange County Board of Supervisors, the ~range County
Coast Association, the Associated Chambers of Commerce of Orange
County, local Chambers of Commerce and Municipal Governments,
all of wham are requested to pass appropriate resolutions and
transmit to appropriate authorities, in support of this City of
Seal Beach Resolution.
4. That the above-named and all other interested Orange
County organizations are urged to adopt resolutions sl~lar to
this one and to forward such resolutions to the appropriate
officials.
PASSED, APPROVED AND ADOPTED by the City Council of the
City of Seal Beach at a regular meeting thereof held on the
18th day of July, 1961.
