S. NAVAL A!A]IDNITION AJ..'D NET DEPOT FACILITIES FOR NATIONAL SEOURITl. VIH.e:.HEAS, the U. S. Naval Ammu.n1tion and Net Depot has since its inception in 1943 been associated with and partly incorporated " withtn bhe"CitJ 'of Seal BeaQh, and WHEREAS, a number of Seal Beach residents are employed within the Naval Dopot, and WHGREAS, any decision to continue, revise or abandon the Naval Depot would have great significance to and be of tremendous importance to the City of Seal Beach and its citizens, and ~~H6AS, the Westminster Chamber of Commerce has recently adopted a resolutIon calling for the abandonment of the Naval Base with a transfer of its facilities to the Naval establishment at Fallbrook, and WHEREAS, the aforesaid resolution asserted that the Naval Depot should be abandoned because (1) the holding of 5000 acres of Government-owned land from the tax rolls "imposes additional burdens on an already heavily taxed public", (2) the original need of 1~8e areas for storage of gun ammunition is "greatly diminished . and is now approaching elimination" because of "newly developed weapons systems", (3) IItorpedo nets may now be classed obsolescent, if not in fact obsolete", and thus should not require large amounts of land which might be put to better public or private use, and (4) the Net Depot is "detrimental to the general public welfare in that: it closes Bolsa Avenue, formerly one ot the main east-west thorou6hfares ot Orange County; it denies use by the general public ot a former ~arine recreational area, namely Ananeim Bay Landing; it restricts to a prol1ibitive degree access to and transit fram inland waterways of ::estern Orange County; it restricts and retards development of inland areas located in waterways and in other ~ner," and -1- ~ I I 1 -. ..... WHEREAS, the af~resai~ resolution bas been widely publicized, has focused public attention on the Naval Depot, and has inspired considerable controversy over the military value of this base to the people of the ~nited States: NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Seal Beach that the Defense Department of the United States and in particular the Secretary of the Navy be urged to investigate these and other related matters concerning the U.S. Naval Ammunition and Net Depot at Seal Beach at the earliest possible date with a view toward determining the value and need of said facilities for the defense of this nation and eliminating any unnecessary use of land, facilities or public funds consistent with the requirements of national security, and BE IT FURTHER RESOLVED that widespread publicity be given to the investigation and its findings, and that the press be permitted wide scope in reporting sald investigation; and FINALLY BE IT RESOLVED that copies of this resolution shall be forwarded by the City Clerk to the Secretary of Defense, Secretary of the Navy, Commandant of the -neventh Naval District and Commandant of the U.S. Naval Ammunition and Net Depot at Seal Beach.
