I , 'I" ,'I', , . .. ,Iii" ,- ~ ~ t> ; I" .. rl~ ~ . r- RESt)LUTION NO; 1~1f6 " A RESOLUTION OF THE CITY COUNCIL OF THE CITY' OF SEAL BEACH CONDEMNING FRIVOLOUS CIVIL D2FENSE ACTIVITIES AND URGING A DYNAMIC PROGRAM OF CIVIL DEFENSE. . WHEREAS, the people of the 'United States are tOday most deeply concerned with both the mil~tary and civilian 'defense of o\lr nation; and' WHEREAS, the lOth Annual Conference of the U.S. Civil Defense Council is to be held in the City of Los Angeles tor five days, October 16 through 20, 1961; and , . WHERE!S, this gathering of Civil Defenee Directors trom all parts of the nation could and should mark a significant stride forward in developIng and imple$enting an improved civil defense program vital to the welfare of the people of the ~nited States; and WHEREAS, we note that official oonference invitations and programs, provide for: , , 1. A conference fee for members in the amount of $2" "which includes two lunches and:tbe Annual Banquet at the Cocoanut Grove";' .' . 2. A conference fee for ladies accom~anying members in the amou~t of $20, 'which "includes one lunch and thfil Annual Banquet;" , 3. "An afternoon at world-famoue Disneyland" as an optional attraction planned rar Civil Defense Directors and their entourage; and 4. A post-conference invitation to a "Fabulous Tour of Hawaii" calling for 'Civil Defense Oirectors to spend eight days in the Hawaiian I,lands.' . " NOW, THEaEFORE, BE IT RESOLVED by the City Council of the City of Seal Beach: - 1. That frivolous prosr~s of entertainment, formal meal- takings and other Similar activities related to this conference be condemned as \lnworthy 4nd unthinkable at this time of world crisis in which this organization should and must play an important role; 2. That the responsible of riders of the U.S. Civil Defense Oouncil be and hereby are urged to cancel such activities of this conference as are not essential to the immediate improvement of Ame~lcan civil defense; , 3. That said officers re~schedule the agenda of this con- fe~ence of provide every possible opportunity for study and development of a new dynamic and'feasible civil defense progrem worthy of the best efforts of this nation; . 4. That said efficers establish a place on said agenda early in the co~erence for a representative ot the City of Seal Beach to present a spectrum of civil defense as seen by the people of this and n~erous other communities throughout the nation; and , 5. That copies of this resolution be forwarded immediately ~o t}:1e appropriate officials of the U.S. ,Civil Defense Council, federal, st~te and county officials, and the press.
