AN ORDINANOE OF THE OITY OF SEAL BEACH,
OALI~ORrrIA, OREATING A LOOAL DEFENSE COUf!CIL
AliD PR~SORIBING ITS DUTIES AND RESPONSIBILITIES,
I
WHEREAS, on Day 2g, 19~0, the President of the United
States created a Oouncil of National Defense and an Advisory
Oommission thereto for the purpose of assisting in the ooordina-
tion of the various governmental, industrial, agrioultural,
economic, and other activities essential to preparing for the de-
fense of the United States; and
UHEREAS, the Counoil of National Defense and its
Advisory Commission have recommended that the National Defense
Program and activities related thereto be carried on through
regular governmental channels in so far as possible; and
UHEREAS, the Oity of Beal Beach, California desires to
assist in the program of National Defense by coordinating all of
its facilities, resources and activities with the program afore-
said;
llO'.1, THEREFORE :
The Oity Council of the Oity of Seal Beach does ordain
as follows:

Seotion 1. There is hereby oreated the Seal Beach
Defense Council.
Seotion 2. The Defense Oouncil shall be oomposed of the
~yor,who shall be ex officio chairman of the Oouncil, ~ ~
~''HA ~ who shall be ex officio secretary of the Council
and such other local officials and oitizens as may be appointed
thereto by the l~yor with the approval of the City Oouncil. The
~ayor shall designate one of the members of the Local Defense
Council as vice-chair~~n, who shall preside at all meetings of sai
Council in the absence of the ~yor. The Secretary, subject to
the ~yorls direction, shall be responsible for coordinating its

activities, keeping its records, conducting its oorrespondence
and performing such other duties as the said Oouncil may from time

to time require of him.
Section 3. The members of said Defense Counoil shall
serve for a term of one year and until their successors are ap-
pointed and qualified. A four-fifths vote of all the members of
the City Oounoil will be required to remove any member of said
Defense C~uncil from office prior to the expiration of his term
of offioe. Vaoancies on the Defense Council shall be filled by
appointment by the Uayor, with the approval of the Oity Council.
Section 4. It shall be the duty and responsibility of
the Defense Oouncil to encourage and promote proper coordination
between the activities of governmental and private agencies, co-
'operating in ~he defense effort; to consider and reoommend means
for public defen~and security for the betterment and preservation
of publio health, for the protection of consumer interest, for the
providing of housing, for the preservation of civil liberties, for
the suppression of sabotage and subversive aotivities through law
enforcement offici81~,for the planning of a major disaster program,
capable of funotioning in a defense emergenoy; and to perform such
other advisory functions as may from time to time be requested of
it by offioials of the city or by State and Federal Agencies en-
gaged in the defense effort.
Said Oouncil shall reoeive, aoknowledge and appraise
proffers of facilities, services and ideas orginating within the
community and make appropriate disposition of same, olear informa-
tion concerning defense programs and objectives among cooperating
agenoies; recomm~~adjustments or arrangements neoessary for prompt
assimilation of government programs for defense to the appropriate
officers, departments or agencies; receive requests for assistanoe
from the State Oouncil of Defense and from Federal defense author i-

agencies; accumulate or assist in the aocumulation of information
regarding local governmental, financial, economic, industrial and
human facilities and resouroes and transmit any suoh facts, as
well as other necessary information, to the state Oouncil of
Defense and to Federal defense authorities.
Seotion ~. The Oity Oouncil by resolution shall create
such permanent and temporary oommittees of the Defense Council as
the Oity Counoil deems necessary, shall define their duties within
the purpose of this ordinanoe and may abolish any suoh committee.
The chairman of the permanent committees of the Defense Oouncil
shall be designated by the Defense Oouncil Chairman from among the
members of the, Defense Council appointed as provided in Section 2
of this Ordinance. Members of permanent committees other than the
chairman and all members of temporary committees shall be appointe
by the ohairman of the Defense Oouncil and need not be members of
the Defense Council.
Section 6. This Ordinance is hereby deolared to be an
emergency measure neoessary for the immediate preservation of the
public peace, health and safety, and shall take effeot and be in
foroe from and after its passage and publication as required by
law. The following is a speoific statement showing the urgency of
this Ordinanoe.
An emergency exists in the United States and in this
State in providing adequate National and Looal Defense. It is
neoessary that all information be gathered relating to National
Defense and to provide for the proper cooperation and coordination
of public and private agencies 80 that adequate Local Defense may
be provided for at as early a date as possible.
