Al~ ORDIIUliCE OF THE OITY OF SEAL BEAOH, OALIFORNIA, ESTABLISHING AI~ El~RGErrOY OONTROL OERTER AND OREATING OERTAIN DIVIBIONS OF E~RGENOY SERVIOE IN SAID CITY. \THEREAS, the Oity Oouncil of the Oity of Seal Beach has heretofore adopted Ordinanoe No. 252, creating a Local Defense Oouncil and Ordinance No. 262, relating to Air Raid Precautions and Blackouts, and further desires to co-ordinate the efforts of various heads of Oity departments, auxiliary and volunteer workers, by the establishment of a Control Oenter for the base of emergency operations of various Divisions of Emergenoy Service created and to be created; NOW, THEREFORE, the Oity Council of the Oity of Seal Beach, does ordain, as follows: Seotion 1. There shall be established at some central, safe and enclosed place in this city a room, or rooms, which shall be known as the Oontrol Center, and which shall be used in times of imminent public danger as the center from which the Emergency Services hereinafter referred to shall be directed and co-ordinated. Section 2. There are hereby created the following Divisions of Emergency Service and said Divisions shall include the following emergency service organizations, whether volunteer or otherwise: (a) Division of Emergency Fire Servioe (1) Fire Department (2) Auxiliary Firemen (3) Resoue Bquads (4) Fire ~atchers (b) Division of Emergency Polioe Service (1) Police Department (2) Auxiliary Police (3) Bomb Squads (0) Division of \/ardens Service (1) Air Raid Wardens - 1 - Ordinance Number (2) Emergenoy Food and Housing Oorps (d) Division of Emergenoy Medioal Bervice I (1) lJedical Oorps (2) Nurses Aides Oorps (3) First Aid Posts (e) Division of Emergenoy Publio Works & Utility Service (1) Repair Squads for roads, sewers, and Water-mains (2) Demolition and Olearance Squads (3) Deoontamination Bquads for buildings and streets (4) Volunteer Utility Repair Squads Section 3. There is hereby created in eaoh Division of Emergency Service the position of Ohief of the Division. The Ohiefs of the several Divisions of Emergenoy Bervioe shall be the following: I (a) Division of Emergency Fire Bervice -Chief of the Fire Department. (b) Division of Emergency Polioe Bervioe - Chief of the Polioe Department. (0) Division of Wardens Service - Ohief Air Raid Warden Division of Emergency Medical Service - (1) Division of Emergenoy Publio Works & Utility Servioe - (2) (1) The Ohief of the Division of Uedioal Service shall be (d) (e) the following: I (a) Such oity offioer or other person or persons as may hereafter be appointed Chief of the Division of Emergenoy Medical Servioe by resolution of the Oity Oounoil. (2) Ohief of the Division of Emergenoy Publio Works & Utility Servioe shall be the following: (a) Superintendent of Streets (b) Suoh oity offioer or other person as may hereafter be appointed Chief of tne Division of Emergency Servioe by resolution of the Oity Oouncil. -2- ~ I I I Ordinance Number Beotion 4. The Ohiefs of the several divisions of Emergency Bervioe shall attend, either in person, or by their duly appointed alternates, at the Oontrol Oenter during periods of imminent public danger to direot as far as possible the emergency activities of their Divisions from the Oontrol Oenter. Seotion 5. The Oontrol Oenter shall be organized by the Mayor of the Oity of Seal Beach who, as chairman of the Looal Defense Oounoil, shall be designated for the purposes of this Ordinance as "co-ordinator", and in view of his absence or inability to serve as such co-ordinator, the Seoretary of the Looal Defense Oouncil shall act as oo-ordinator in his place and stead. The co-ordinator Shall during all periods of alert, air raid alarm, blackouts, and periods of imminent publio danger, superintend the activities of all Divisions of Emergenoy Bervice whioh shall be organized in the Oontrol Oenter. The oo-ordinator shall arrange for all Divisions of Emergenoy Service to have and send represent- atives to the Oontrol Oenter for the purpose of assisting in the emergenoy work thereof. Seotion 6. The Oo-ordinator shall arrange for the install- ation in the Oontrol Oenter of suoh communioation facilities as may be necessary to enable the several Ohiefs of the Divisions of Emergency Servioe to keep in touoh with and superintend the work of their respective Divisions during periods of imminent publio danger and to enable the Oontrol Oenter to keep in oonstant touoh with the Oounty Oontrol Oenter, or other Oontrol Oenter of any larger area in which this oity may be included, for purposes of regional co-ordination and mutual aid, or the Oontrol Oenter of any higher level of government, and to enable the Oontrol Osnter to reoeive the messages and warnings of the United States Air Raid ~arning System. The Oo-ordinator shall arrange for an adequate number of messengers to oarry meseages to and from the Control Center in the event of the failure of communication facilities or - 3 J "I 1 I Ordinance Number , other neoessity, and shall arrange for a properly protected room for them and for parking facilities for their vehioles as close to the Oontrol Oenter as possible. The Oo-ordinator shall arrange for an alternative Oontrol Oenter for use in oase the primary Oontrol Oenter is damaged or destroyed. Section 7. The Chief of each Division of Emergency Bervice shall install in the Oontrol Oenter suoh maps, files and office equipment and shall provide such assistants as may be necessary to carryon effioiently the work of his Division of Emergenoy Service during periods of imminent publio danger, and he shall maintain an accurate roll of the names and addresses of the members of the several Services included within his Division, shall supervise their training and shall designate the persons in his Division to whom equipment, and any offioial insignia provided or authorized for suoh Servioes by the United states Office of Oivilian Defense, shall be issued, and shall have the authority to dismiss any volunteer member of his Division and to require the surrender of equipment and insignia by suoh dismissed members. Section g. The Oo--ordinator and the several Ohiefs of the Division of Emergency Servioe shall designate Deputies to take their plaoes and perform their duties in the Oontrol Oenter in the event they are absent, beoome inoapacitated, or otherwise unable to aot. Seotion 9. During any period of imminent public danger the Oo-ordinator shall keep all Oontrol Oenters, referred to in Section6 hereof, fully informed ooncerning oonditions within the Oity and the necessity for and availability of personnel and equip- ment for mutual assistance. All requests to or from other commun- ities for assistance shall be oleared through such last mentioned Oontrol Oenters and shall be complied with to the fullest extent that ciroumstanoes will permit. - 4- .. . . In the event this city is inoluded in any plan for a larger or higher Oontrol Oenter, which plan oalls for the presence therein of a representative of any of tbe Divisions of Emergency Bervice of this Oity, the Chief of sucb Division may be authorized by resolution of the Oity oounoil to partioipate in suob plan and to arrange for suoh representation. Section 11. This Ordinance is required for the immediate preservation of the publio peace, bealth and safety and tbe follow- ing is the statement of facts oonstituting such urgenoy: The United States is at war and this Oity is in great and continuing danger of air and other attaok by the enemy, and as an emergenoy Ordinanoe shall take effeot and be in force from and after its passage and publioation as required by law.
