The secretary, subject to the ~ayor's direction, shall be responsibl for coordinating its activities, keeping it s records conducting its correspondence, and performing such other duties as the said Council may from time to time require of him. Ordinance Number . . 1 said Defense Council fro~ office prior to the expira- tion of his term of office, provided that nothing herein contained shall prevent any member of the Defense Council from resigning from said Defense Council. Vacancies on the Defense Council shall be filled by appointment by the Mayor wi th the approval of the City Council. Secti on 4: It shall be the duty and responsi bility of the Defense Council to encourage and pro- mote proper coordination be~ween the activities of governmental and private agencies, cooperating in the defense effort; to consider and recommend means for public defense and seourity for the betterment and preservation of pUblic health, for the protection of consumer interest, for the providing ot housing, for the preservation of oivil liberties, for the suppres- sion of sabotage and subversive activities through law enforcement officials, for the planning of a major disaster program, oapable of functioning in a defense emergency; and to perform such other advisory funotions as may from time to time be requested of it by off icials of the city or by State and Fe deral Agencies engaged in the defense effort. LONG BEACH, CALlI". l Ordinance Number 1 from the State Council of Defense and from Federal defense authorities and transmi t these requests to the proper city authorities or agencies; accumulate or assist in the accumulation of information regardin local governmental financial, economio, industrial and human faoilities and resources and transmit any such facts, as well as other necessary information, to the State Council of Defense and to Federal defens authorities. Seotion 5: The City Council by resolution shall create such permanent and temporary committees of the Defense Council as the City Council deems necessary, shall define their duties within the pur- pose of this ordinance and may abolish any such com- mittee. The chairman of the permanent committees of the Defense Council shall be design~,ted by the Defens Council Chairman from among the members of the Defens Council appointed as provided in Section 2 of this Ordinance. Members of per~anent committees other than the chairman and all members of temporary commit tees shall be appointed by the Chairman of the Defens Council and need not be members of the Defense Counci . Seotion 6: The Defense Council shall hold meetings whenever necessary to carry out the intent and purposes of this Ordinance, suoh meetings shall not be open to the general public, provided however, that such meetin~ shall be open to committee members vote. and the press, and by a majority^of the members of the Defense Council other persons may be requested to attend such meetings. Section 8: if any section, subsection, sen- tence, olause or phrase of this Ordinance is for any reason held to be unconstitutional or invalid, such decision shall not effeot the validity or constitu- tionality,of the remaining portions of this Ordinance The City Council hereby declares that it would have passed this Ordinance and each section, SUbsection, sentence, clause and phrase thereof irrespective of the fact that one or more of the seotions, subsection, sentences, clauses and phrases thereof be declared unconstitutional or invalid. Section 9: This ordinance is hereby deolared to be an emergency measure necessary for the immediat preservation of the public peace, health and safety and shall take effect and be in force from and after its passage and publication, as required by law. The following is a specific statement showing the urgenoy of this Ordinance. An emergency exists in the United Statesand in this State in providing adequate national and local defense. It is necessary that all information be gathered relating to national defense and to pro- vide for the proper cooperation and coordina~ion of public and private agencies, so that adequate local defense may be provided for at as early a date as possible.
