THE CITY 011' SEAL BEACH, CALIFORNIA, PROVIDING FOR THE SUPERINTENDANCE, RmULATION AND CONTROL OF THE USE OF THE PUBLIC WHARF OR MUNICIPAL PLEASURE PIER AT THE SOUTHERLY END OF MAIN STREET IN THE CITY 011' SEAL BEACH, REPEALING ALL ORDINANCES IN OONFLICT WITH THIS ORDINANCE AND FIXING PENALTIES FOR THE VIOLATION HEREOF. The Clty Council of the Oity of Seal BeaCh, Oellfornia. do ordain; as tollows: SECTION 1. Sabject to the provlslons of this o~dinance and such v other ordlnances as the Clty Oouncil may adopt from time to t1me; lt shall be the duty ot the Police Dopartment under the direction of the Ch1ef of Pol1ce of 8ald Clty to superintend, regulate and control the use of the public wharf 01' Munlcipal Pleasure Pie7 at the Southerly end of Main Street in sdd 01ty. SECTION I.' No person shall ride or drlve any horse, 01' other animal, or anT b:*cycle, motorcycle, automobile 01' other vehicle upon sald muni- cipal pier, without the written permit so to do bOlD the Ohlef of Pol1ce; and the Ohiet of Police shall issue permits for said purposes only for the hauling of freight and other matreials tor pe:rsons occupying places of business 01' concesslons on sald pier, or for tbe repair or improve- ment of the same; except and provlded, however, t1:at persons may ride 1n wheel chairs thereon and the grantee ot 8.D1' flolnchiae 01' les8ee of any lease upon sald pler may transport and convey persons and other materials to and from the outer end of sdd pler bJ trams or similar devlces. SECTION 3. No person as prlncipal, asent 01' employee, shall. sol1clt custom 01" trade for 8.D1' business or occupation upon said pier or upon the approaches thereto; except that any such person operating under ant grantee of aDf floanch1se, or lessee ot 8.D1' lease, on said pier 01' ln ' connection therewith may solicit trade floom their reipectlve places of busines8 in moderate tones of vo1ce, but not 10 loud, bolsterous or ottensive tones. SECTION 5. No person, as prloclpal, asent or emplOJ'ee, IIhall peddle 01' sell' goods, wares 01' merchandlse on said pier or on any approach thereto, except floom booths or storercoms constructed thereon tor such purppse8. , , SECTION 6. No person shall' write 01' mark upon, deface; break 01' . otherwise injUre sdd pier, Or any part thereof 01' aDf of the buildingS, structures, posts; standarde; seats, tables, 01' other equipment or things constructed 01' placed thereon 01' in connection with any of the approaches thereto. _ SECTION 7. No person shall breaki de8trOT, demol1sh~ de~ace 01' in. any manner tamper with any electrlc 1JU1bs; light globes, l1gbtss posts, light standarde, l1ghts, w1ring; switch\)oards, switches- 01' other things constructed 01' used In .connection with the l1ghting of said pier or the approaches thereto. . SmTION 8. No person, tirm or corporation in charge ot any boat; vessel 01' other,cratt, shall permit, cause or allow any such boat, vessel or other cratt ot which he i8 the owner or in chlll"ge of, to stand o~ remain at any landing along the east side of said pier, at any one t1me longer than is reasonably necessary' for the convenience of' landing, loading and unloading any such boat, vessel 01' other oratt; and upon completion of such operation shall move sutticiently tar away floom such landing to enable any other boat, vessel or other craft that de- sires to use said pier for such purposes. -1- -_/ ~- Ordinance Number . . ::: :" Sl!CTION 9. No person having the care, charge, control, custody or possession of any dog shall allow or permit such ,dog to go tree or run at large upon said pier. SB:TION 10. No person shall throw, deposit, tipe, drain or othe1!-,/ wise placet - or cause to be thrown, deposited, piped; drained or other- wise placedi upon such pier or into the,waters of the Pacitic Ocean adjacent thereto, any dead animal, dead towl, iudmal or vegetable matte;, dead tish, t1sh refUse, "buthchers of tal, bones, f.Lesh, tood, fruit, ' garbage, rubbish, trash; dirtJ, ashesi cinders; bl'oken glass, crockery, tins, soap suds, oil, asphaltum, or distillate, and shall deposit aDJ and all such in the receptllcles provided for. the same., . Sl!C'l'ION 12. No person shall delll; play; or carry on, open, or cause to be opened, 01' conanct, either as owner ar emplOfee, whether fcr hire or not, any game ot faro, monte, ~lette, lansquenet, rouge- et-noir, rondo; tan; fan-tan, strJd-horse poker, seven-and-a-half', twenty-one, ~*87-P'okey, 01' any banking or pergcentage game played with cards, dice, or any device, tor money, cireCllS, credit, or other representative ot value, and no person shall plllJ 01' bet at 01" against. aDJ of said prohibited games, upon said :\lier. No person as principal; agent Clr employee, shall transport directly 01' indirectly by boat, vsssel or other craft, any person or persons to 01' from said pier, whether for hire or tree passage, to a boat, barge, vessel or place, Where the prohibited games enumerated in the preceeding Section 12 ~ carried on or conducted. . . SECTION 14. Nc person as principal, agent or employee, Bhall sell, serve or otherwise dispose of any alcoholic beverage I except beer wht.ch may be sold, served ~r disposed ot, upon such p1e~. Sl!CTION 16. All ordinances or parts ot or4inances in cOD!lict with this ord.1nance are hereby repealed. Sl!CTION 17. The City Clerk shall cause"this ord.1nance to be published once in the Seal BeaCh Post &: Wave, a newspaper ot general cirCUlation, printed and publ1sbed in the Oity of Seal Beach and it shall thereupon take etf'eot.
