If the frontage or any piece or parcel of property in separate ownership is greater than 100 feet, notices shall be posted at not more than 100 feet ~part. Such notices shall be headed "Notice to Destroy Weeds," such heading to be in words not less than one inch in he1ght and substantially in the following form: "NOTICE TO DESTROY WEEDS" Notice is hereby given that on the 20th day of May, 1963, the City Council of the City of Seal Beach passed a resolution declar1ng that noxious or dangerous weeds were growing upon or in front of the property on this street, and more particularly described in said resolut1on, and that the same constitutes a public nuisance wh1ch must be abated by the removal of sa1d noxious weeds, otherwise they will be removed and the nuisance will be abated by the municipal authorities, in which case the cost of such removal shall be assessed upon the lots and lands from which or in front of which , . I I I Resolut10n Number . . such weeds are removed, and such costs will con- stitute a lien upon such lots or lands until pa1d, Reference is hereby made to said resolution for further particulars, All property owners having any object1ons to the proposed removal of such weeds are hereby notified to attend a meet1ng of the City Council of the City of Seal Beach to be held on the 27th day of May, 1963, at the hour of 8:00 p.m. o'clock, when their obJections w111 be heard and given considerat1on, DATED: This 20th day of May, 1963. Street Department of the City of Seal Beach, Said notices shall be posted at least five (5) days prior to the time for hearing of the obJections by the City Council of the City of Seal Beach. SECTION 31 That the proceed1ngs herein prov1ded for shall be had and taken llnder and in accordance with an Aot of the legis- lature of the State of California, entitled "Government Code, State of California," Chapter 13, Section 39501 through Section 39587 and as otherwise amended. SECTION 4: That after final act10n has been taken by the City Council on the disposition of any protests or objections, or in case no protests or objections have been received, the C1ty Council of the City of Seal Beach, by motion or resolution, shall order the Street Superintendent, or such other public officer as the City Council shall designate, to abate sa1d nuisance by having the weeds referred to removed, and he or his ass1stants or deputies are hereby expressly authorized to enter upon private property for that purpose. Any property owner shall have the right to have any such weeds removed at his own expense providing the same is done prior to the arrival of the Street Superintendent or any other public officer so designated or his representative to do the same. SECTION 5: That the Street Superintendent or such other public officer so des1gnated shall keep an account of the cost of abating such nuisance in front of or on each separate lot or parcel of land where the work 1S done by him or his deputies, and shall render an itemized report in writing to the City Council of the City of Seal Beach showing the cost of removing such weeds on each separate lot, or in front thereof, or both' prov1ded, that before such report is submitted to said City Council a copy of the same shall be posted for at least three (3) days prior thereto on or near the bulletin board located on the first floor of the City Hall, together with a not1ce of the time when sa1d report shall be submitted to said City Counc11 for confirmation, I I I I Resolut10n Number . . .; PASSED, APPROVED AND ADOPTED at a regular meet1ng or the City Councilor the City or Seal Beach on the 20th day or May, 1963.
