FROM: Orange County and C~t~es C~v~l Defense Plann~ng Board. SUBJECT, Orange County C~v~l Defense Operational Area Resolution. The d~str~but~on of the M~nutes for the May 9, 1963 meet~ng of the Orange County and C~t~es C~v~l Defense Plann1ng Board has been 1n- tentionally delayed pend1ng the f1na11z~ng of the attached Resolut10n. Th1S Resolut~on ~s the s1mp11f1ed means of legally re-estab11shing the Orange County Operat~onal Area. Unfortunately the Ord~nances and Resolut10ns passed by the then-ex~st~ng c1t1es 1n 1951 are no longer of value, 1n that they named the Area Coord~nator by name, Mr. W1111S Warner, then Cha1rman of the Orange County Board of Sup- erv~sors. ~~, Warner ret~red from the Board 1n January, 1963. In add~t10n the number of c~t~es has grown from th1rteen 1n 1951 to the present twenty-four. The Ca11forn~a D~saster Off1ce has approved the Resolut~on as wr1tten and the Orange County Bpard of 3uperv1sors adopted 1t by Resolut~on on June 25, 1963 - (No,_ 63-896). The Orange County D1v- ~S10n of the Ca11fornia League of Cit~es has also endorsed the Re- solut~on. Attent~on 1S espec1ally ~nv~ted to the prov1s~ons of Sect~on 2, b of the Resolut10n, The Operat~onal Area w~ll ~n no way affect the day- to-day operat~ons or pol~cies of any C~ty C~v11 Defense program. It only comes ~nto be~ng dur~ng a war-caused State of Extreme and for test purposes dur~ng a scheduled excerC1se. It ~s requested that each c~ty take the necessary legal act~on to adopt this Resolut1on, Cop1es of the act10n taken are requested for th~s off1ce and the Ca11forn1a D1saster Off~ce. Russell, duly seconded and carried, the following Resolution was adopted: WHEREAS, the State of California ha~by the California State Operations Plan, designated Orange County as the location for an Operational Area Organization, which is defined thereia as follows: '~n Operational Area organizatioa is aa iatermediate uait of the State of California Civil Defense Orgaai- zaUon FOR A WAR-CAUSED STATE OF EXTREME EMERGENCY, coasisting of a county government and all of the city governments ia the couaty area; and it is established for the purpose of coordinating emergency operatioas conducted by the several local governments in the area aad to serve as a wartime liak ia the system of cammuaicatioa aad coordination betweea the regional emergency operating ceater and the local governmeats comprising the Operational Area." and, WHEREAS, this Board desires to approve such designation aad to obtain approval thereof by the County aad the various cities in Orange County; NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. Said designation by the State of California of Orange County as an "Operational Area" under the Civil Defense laws and regulations of California is hereby approved. 2. That this Board hereby adopts the following statement of policies concerning its status and operations and requests ratification of same by said County and cities: 1. That the Orange County and Cities Civil Defense Planning Board shall act as the over-all Civil Defense policy-making body as representing all local juris- dictions in Orange County. b. That the Operational Area Organization shall be activated for operations only during a war-caused "state of extreme emergency", and will participate in National, State and countywide test exercises and training programs. c. That the County of Orange shall provide the operating staff for the Operational Area, augmented by representation from the professions, business and indus- try as the participating jurisdictions consider necessary and appropriate. d. That the Orange County Emergency Operating Center shall be the Operational Area Headquarters. e. That the Chairman of the Board of Supervisors sha 11 be the Operational Area Coordinator for the Orange County Operational Area. f. That in the absence of the Chairman of the Board of Supervisors, or in the event of his inability to function, he shall be succeeded as Operational Area Coordinator by the next senior member of the Board of Supervisors in terms of total service on said Board, and in the event of equal length of such service, by seniority in age.
