I decl~l ih~e~itI~0~~8~~ ~~~e~g~~s6i~~~rc: ~ 1951 was heretofore filed in the of~ice of the City Clerlt of the City of Seal Beach and that said petition was duly signed by the required number of qualified signers, and WHEREAS the City Council ~inds, determines and declares that the pubiic interest and necessity requires the acquisi- tion and improvement described in the petition and that the property proposed to be acquired is necessary for the purpose of a vehicle parking district, NCM, THEREFORE, BE IT RESOLVED: 1. That the City Council of the Ci ty o~ Seal Beach hereby declares its intention to ~orm a parking district. I 12. That the name o~ the propo!,ed ,parking district shall be "Parking District No. 1 o~ the City of Seal Beach". 3. That the bounA-ries o~ said district shall consist of the ~ollowing lots in Bay City Tract, Block 8, Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 13, 15, 17, 19, 21, 23, 25, 27, 29, 31, 33. 35, 37, 39, 41, 43, 45, 47; Block 9: Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 12, 14, 16, 18, 20, 22, 24, 26, 28, 30, 32. 34, 36, 38, 40, 42. 44, 46. and 48. The City Manager has caused to be filed with the City Clerk a map showing the boundaries of said proposed district. 4. That in general the property to be acquired is as :follows: Bay City Tract, Block 9, Lots 17, 19, 20. 21, and 22, in the City of Seal Beach. 5. That the general improvements proposed to be made or constructed are as follows: The City Council intends to acquire and improve certain properties wi thin and adjacent to said district to be developed into off-street parking lots to be furthe:r: improved by grading, placing of base and pavement, lighting, signing, and placing of meters. Ingress and egress shall be by the existing public ways: I4ain Street, Tenth Street, Eighth Street, Ocean Avenue, Central Avenue. and any alley within said district. The City r~ger has caused to be filed with the City Clerk of the City of Seal Beach a map showing the location of the contemplated acquisition. I 6. That the estimated costs, expenses. and revenues and assessed values of real property in the proposed district as set forth in the report of the City l.fana.ger, filed pur- suant to Section 35257 of the Government Code of the State of California. are as follows:y Estimated Cost Estimated Annual Expenses Estimated Annual Revenue f:r:om said district Estimated Assessed Valuation of real property wi thin the district $ 90.000.00 1.276.00 6,550.00 160,000.00 -1- Resolution Number I 7. That the amount to be contributed by the City of Seal Beach as proposed by the petition and agreed to by the Ci ty Council of the City of Seal Beach shall not exceed $1,200.00 per year. 8 That the estimated amount of the bonds ~~OSed to be Issued is the sum of $90,000.00; that the IIlWIl number of years the bonds are to run is thirty (30), and that maxilllWll rate of interest to be payable thereon shall not be in excess of six per cent (6%) a year. 9. That the ad valorem assessments which may be levied upon taxable property in the district shall not exceed seventy-five cents (759) per one-hundred dollars ($100.00) of assessed valuation and that said ad valorem levy shall not continue for a period of time to exceed thirty (30) years. 10. That the City of Seal Beach shall install and maintain parking meters in the following public ways: Main Street between the centerline of Ocean Avenue and the centerline of Central Avenue; Ocean Avenue between the center- line of Eighth Street and the centerline of Tenth Street; Central Avenue adjacent to Lot 47, Block 8, and Lot 48, Bloclt 9, Bay City Tract. That all net revenues from the above placed meters shall be allocated and pledged to the retirement of any bonded indebtedness of said district. That said parking meters shall remain on said public ways so long as any bonded indebtedness in District Number One is outstand;Lng. I 11. The 16th day of September, 1963, in the Council Chambers of the City Hall, Seal Beach, California, at 8:00 p.m. shall be the time and place for the public hear- ~ng necessary for the proposed formation of said district. Any person interested and/or objecting to the formation of the parking district, the ex1:ent thereof, the inclusion of' his property therein, the proposed acquisition, the imP!,"""- ments, the issuance of bonds, or to any other pro~o.al 1n this Resolution of In1:en1>:i..on may file a written protest with the Clerk of the LegiSlative Body at any time prior to the time fixed for said hearing. 12. That the City l-lanager has prepared two reports which are on file in the Office of the City Clerk. That one report is entitled "City Manager's aeport As Required By Section 35257 of the Streets and Highways Code, Parking District Law of 1951", dated June 28, 1963. That the second report consists of a map indicating the district boundaries shown in hatched ma.:rludd red I\Dd the;! proposed acquisitions in solid green. 13 The City Cleric of the City of Seal Beach is directeA to cause this resolution to be published pursuant to Section 35259 of the Streets and Highways Code and Section 6066 of the Government Code in a newspaper of general ciroulation, the first publioation not less than thirty days prior to the date set for the publio hearing of protests.
