RESOLUTION NO. 1252
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH REAFFIRMING A MUNICIPAL POLICY
ON CIVIL RIGHTS.
The City Council of the City of Seal Beach does hereby
resolve:
WHEREAS, during this period of national civil unrest this
City Council believes that it 1S their civic duty to take
responsible civil action to fill any vacuum that might exist
resulting in irresponsible action. Therefore, the following
proclamation is promulgated:
I
1. The City of Seal Beach as an employer, does not, has
not, and will not discriminate ~ecause of race, religious creed,
color, national origin or ancestry of any person~ to refuse to
hire or employ him or to bar or to discharge from employment
such person or to discriminate against such person in compensa-
tion or in terms of oonditions or privileges of employment.
2. The laws of this State adequately prohibit discrimina-
tion because of race, color, religion, national origin, or
ancestry in any pub1ioly assisted housing accommodations,
declaring such discrimination to be against public policy. This
Council reaffirms and endorses the State law regarding discrimina-
tion in publicly assisted housing.
3. This Council has not and will not enact any legislation
which would prohibit the free use of all public facilities to
any persons regardless of race, religious creed, color, national
origin, or ancestry.
4. The people of this community have indicated by their
own actions that people of all races, color, religious creeds,
national origins, or ancestry can and do live together in a
harmonious manner.
The Civil Rights issue is not one merely for minority
groups, but is an issue involving the rights of all men, and
to this end this City Council ,is dedicated.

It is a matter of basic principle and public policy that
all public facilities and public employment supported by tax
monies shall be operated on a basis which is in no way
disoriminatory for or against individuals because of race,
color, religious creed, national origin, or ancestry.
It is not within the proper scope of this councilor any
other legislative body to attempt to legislate those matters of
individual conscience or morality which deal with the inalien-
able rights of ownership of personal or real property.
