CALIFORNIA, CALLING A SPECIAL ELECTION
TO BE HELD ON THE 27th DAY,OF AUGUST,
1928, IN CERTAIN TERRITORY IN THE COUNTY
OF ORANGE, AND CONTIGUOUS TO THE CI'l'Y OF
SEAL BEACH PROPOSED TO BE ANNEXED TO SAlD
CITY OF SEAL BEACH, PROVIDING FOR AND GIV-
ING NOTICE FOR THE HOLDING OF SUCH ELECTION
AND SUBMITTING TO THE ELECTORS RESIDING IN
SUCH TERRITORY THE QUESTION WHETHER SUCH
TERRITORY SHALL BE ANNEXED TO, INCORPORATED
IN AND MADE A :PART OF SAID CI'l'Y OF SEAL
BEACH; DESIGNATDlG SUCH TERRITORY AS EAST,
SEAL BEACH ANNEXATION; ESTABLISHING AN !LEC-

WHEREAS, the City Council and Trustees of the
City of Seal Beach, did, on June 21st, 1928, receive a written
Petition asking ~hat certain new territory, described in said
petition, be annexed to said City ot Seal Beach; and,
WHEREAS, said territory proposed to be annexed to
said City of Beal Beach, is situated in the County of Orange,
State of ca1irornia, and is conti~ous to the City of Seal Beach,
and said petition contains a description of said territory in

words and figures as hereinarter in this Ordinance described;

and,
WHEREAS, said Petition is signed by one-fourth (1/4)
and more in number of the qualified electors residing within
the aforesaid territory, described in the said Petition, as
ahown by registration of voters of said orange County; and,
WHEREAS, said new territory so proposed to be annex-
ed to said City ot Seal Beach does not form a part of any muni-

cipal corporation; and it appears that said territory is
inhabited, and that the occupants thereof ere bona fide residents
of said new territory; and,
WHEREAS, said petition contains a request that the
City Council of the City of Seal Besch call a apecial electicn
to be held in aaid territory thereby proposed to be annexed to

said City, giving the Notice thereof required by law and
submit to the electors in said territory the question whether
said. new territory shall be annexed to, incorporated in and
made a' part or said City ot Seal Beach;
NOW, THEREFORE, the City Council and Trustees of
the City ot Seal Beach, do ordain as follows:
Sec. 1. That a special election be and the same
is hereby called to be held on Monday the 27th day ot August,
1928, in said new territory hereinbefore mentioned and in the
aforesaid Petition described and proposed to be annexed to
the City ot Seal Beach, tor the purpose of submitting to the
electors residing in said new territory the question whether
said new territory shall be annexed to, incorporated in and

made a part of said City of Seal Beach; and the new territory
in which such special election is hereby called and shall be
held is situated in the County ot Orange, State of California,
and is more particularly bounded and described as follows,
to-wit:

Beginning on the easterly boundry line ot
the City of Seal Beach, California, at it's inter-
section with the Westerly line of the Coast
Highway, thence southerly along said Westerly
line or the Coast Highway to it's intersection
with the Southerly line (Prolonged) of Electric
Lane, thence along said Southerly line of
Electric Lane to it's intersection with the said
Easterly boundry line of the City of Seal Beach,
California, thence Northerly along said Easterly
boundry line to the point of beginning, contain-
ing all of Lots 39-52-53-54-55-56-57-58 and por-
tions of Lots 35-36-37-38~49-50-51 and Easterly
portions of Bay Lane, Electric Lane and a portion
of Section 13 T. 5. s. r. 12. W.S.B.B.M. as
shown on map ot Tract number 400 as -recorded in
Map Book 16 rage 27 records ot Orange County,
California.'

Sec. 2. Said new territory hereinbefore and in
said Petition described is hereby designated as "East
Seal Beach Annexation"; and said territory shall be indicated
and referred to by the name of East Seal Beach Annexation
upon the ballots to be used at said speeial' election at which
the question of such annexation of said territory to the

city of Seal BeaCh, submitted to the electors of said terri-
tory; and the name of East Seal Beach Annexation whenever used
in the Notice of said special election hereby called in said
territory, and in any and all proceedings ror the annexation
of said territory to the City of Seal Beach shall mean and be
construed to mean the territory hereinbefore and in said Peti-
tion described and so proposed by said Petition to be annexed
to said City of Seal Beach.
upon the ballots to be used at said special elec-
tion, and in addition to the other matters required by law,
shall be printed the following propostion:
"Shall East Seal Beach Annexation be annexed to the City
of Seal Beach? - yes."
"Shall East Seal Beach Annexation be annexed to the City
of Seal Beach? - No."
There shall be a voting square to the right of and opposite each
proposition.

Sec. 3. For the purpose of holding and conducting
said special election hereby called, one voting precinct,
denominated as East Seal Beach Annexation Election Precinct,
and the boundaries of said precinct shsll be the boundaries of
the territory proposed to be annexed to said city as is more
particularly described hereinbefore and in the aforesaid Peti-
tion reterred to; that the persons hereinafter named, being
competent and qualified electors of the territory proposed to be
annexed to said city and of such election precinct are hereby
appointed officers of election tor such election precinct and
they shall hold said election and make return thereof in the
manner provided by law, and the polling place for said election
precinct, are hereby respectivel~ designated as follows:

Sec. 4. That the pOlls for said election shall be
opened at six o'clock A. M., of the day ot said election and
shall be kept open until seven o'clock P. M., of the same day
when the polls shall be closed, and the holding and conduoting
of said special election shall be in conformity, as near as may
be, with the laws of the State of California concerning general
elections except as otherwise prescribed in an act of the leg-
islature of the State of Calitornia, entitled, IIAn Act to pro-
vide for the alteration of the boundaries of and for the
annexation of territory to municipal corporations, for the

incorporation of such territory in and as a yart thereof, and
for the districting, government and municipal control of such
annexed territory", approved June II, 1913, and all acts amendatary
thereof and supplementary thereto. The qualified electors re-
siding in said new territory, so proposed to be annexed to said
City ot Seal Beaoh, are hereby directed to vote upon the ques-
tion ot the annexation of sai~ territory to said City of
Seal Beach by stamping a cross (x) in the voting square after
the printed word lIyesll on the ballots to be used at said speo-
ial election, or by stamping a cross (x) in the voting square
after the printed word IINO" on suoh ballots. If an elector
shall stamp a cross (x) in the voting square after the printed
word lIyesll, the vote of such elector shall be counted in favor
of the annexation of said new territory to the City of"Seal
Beach; and if an elector shall s5mp a cross (xl in the voting
square after the printed word lINoll, the vote of such elector
shall be counted against such an annexation; and, such elector
is further instructed to mark a cross (x) in the voting square on
such ballot only with a rubber stamp and never use pen or

pencil.

Sec. 5.
The City Clerk is hereby directed to

give notice of said special election by publication of notice
thereof in the Santa Ana Register , a newspaper of general
circulation, printed and published outside of the City of
Seal Beach but 'in Orange County and such notice shall be pUb-
lished once a week for four successive weeks next preceding
the date of said special election. Said notice shall distinct-
ly state the date of said special election, and the proposition
to be submitted at such special election, to-wit: That it is
proposed to annex to, incorporate in and make a part ot the

City of Seal Beach the atoresaid territory sought to be an-
nexed and shall specifically describe the boundaries thereof.
In addition to said description of said new territory so pro-
posed to be annexed to said Oity ot Seal Beach, said notice
shall designate said new territory as East SealBeach Annexation,
as hereinbefore provided and there shell be designated in said
notice the election precinct and the place at which the polls
will be open for said election in said new territory, as ea-
tablished by this ordinance. In said notice the qualified
electors residing in said new territory, so proposed to be an-
nexed, shall be directed to vote upon the question of such an-
nexation as hereinbefore described, to the City of Seal Beach,
as hereinbefore provided.
Sec. 6. The proceedings for the annexation of such
new territory, hereinbefore described, to the City of Seal
Beach, have been commenced, and shall be had and taken, under

for the alteration ot the boundaries of and for the annexation
of territory to municipal corporations, for the incorporation
of such territory in and as a part thereof, and for the dis-

Sec. 7. The City Clerk shal~~ertify to the pass-
age and adoption of this ordinance by the City Council and
Trustees of the City of Seal Beach at a regular meeting of
