--the City of Seal Beach approving amendments to the
Classification Plan and amending the classification specification
of the positions of Director of Public Works/City Engineer and
Assistant City Engineer to separately establish the classifications
of Director of Public Works and City Engineer, and to eliminate
the classification of Assistant City Engineer_
SUMMARY OF REQUEST:

The purpose of this report is to request Council adoption of a resolution approving amendments
to the Classification Plan and job specification of the positions of Director of Public Works/City
Engineer and Assistant City Engineer to separately establish the classifications of Director of
Public Works and City Engineer, and to eliminate the classification of Assistant City Engineer.
BACKGROUND:
With the recent vacancies in the positions of Director of Public Works/City Engineer, Assistant
City Engineer, and Associate Engineer, the Appointing Authority (City Manager) took the
opportunity to evaluate the position specifications and distribution of labor for the three
positions.
The City's Public Works Department is a department with a recent high volume of work in
different areas such as engineering, streets, water, sewer, and landscape. In the near term future
the volume of capital projects will decline and, for that reason, we intend to not immediately fill
the Associate Engineer position while the workload is further evaluated. In addition to the day-
to-day operation and maintenance of public works services, time, effort, commitment, and
diligence is also required in addressing issues that needs Coastal Commission approval.
It was detennined that the Department would be better served by splitting the duties of the
Director of Public Works/City Engineer into two positions, Director of Public Works and City
Engineer, including the duties of the Assistant City Engineer position in the City Engineer
position, and eliminating the position of Assistant City Engineer. This would assist the Director

engineering services would be enhanced consolidating the duties and leadership of the
Engineering Division to a dedicated position.
FINANCIAL IMPACT:
There is no fiscal impact for the amendments.
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:

Beach approving amendments to the Classification Plan and amending the classification
specification of the positions of Director of Public Works/City Engineer and Assistant City
Engineer to separately establish the classifications of Director of Public Works and City

SEAL BEACH APPROVING AMENDMENTS TO THE
CLASSIFICATION PLAN AND AMENDING THE
CLASSIFICATION SPECIFICATION OF THE POSITIONS OF
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER AND
ASSISTANT CITY ENGINEER TO SEPARATELY ESTABLISH
THE CLASSIFICATIONS OF DIRECTOR OF PUBLIC WORKS
AND CITY ENGINEER, AND TO ELIMINATE THE
CLASSIFICATION OF ASSISTANT CITY ENGINEER
WHEREAS, the Personnel Officer evaluated the distribution of 1abor of the Public
Works Department; and
WHEREAS, amending the classification specifications for certain positions improves
the distribution of labor; and
WHEREAS, the amendments and changes have no fiscal impact.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Seal
Beach does hereby approve the following amendments and additions to position titles in
the classification plan:

The title of Assistant City Engineer is hereby amended to City Engineer.
The title of Director of Public Works/City Engineer is hereby amended to
Director of Public Works.
The Classification Specification for the position of Director of Public Works,
attacbed hereto as Exbibit "A", is hereby approved.
The Classification Specification for the position of City Engineer, attached hereto
as Exhibit "B", is hereby approved.
The position of Assistant City Engineer is hereby eliminated from the
Classification Plan, Wherever any reference is made to "Assistant City Engineer"
in the Classification Plan, it shall hereinafter mean and refer to the City Engineer.
PASSED, APPROVED and ADOPTED by the City Council of the City of Seal Beach at
a regular meeting held on the 10th day of December. 2007 by the following vote:

Class specifications are intended to present a descriptive list of the range of duties perfonned by
employees in the class. Specifications are not intended to reflect all duties performed within the
job.
DEFINITION:
To plan, direct; manage and oversee the activities and operations of the Public Works
Department including engineering services and inspections, building, street and sewer
maintenance activities and contract administration; to coordinate assigned activities with other
departments and outside agencies; and to provide highly responsible and complex administrative
support to the City Manager.
SUPERVISION RECEIVED AND EXERCISED:
· Receives general administrative direction from the City Manager.
· Exercises direct supervision over supervisory, professional, technical and clerical staff,
ESSENTIAL FUNCTION STATEMENTS
Essential responsibilities and duties may include, but are not limited to the following:
Essential Functions:
· Assume full management responsibility for all department services and activities including
engineering services and inspections, building, street and sewer maintenance activities and
contract administration; recommend and administer policies and procedures.
· Manage the development and implementation of departmental goals, objectives, policies and
priorities for each assigned service.
· Establish, within City policy, appropriate service and staffing levels; monitor and evaluate
the efficiency and effectiveness of service delivery methods and procedures; 'allocate
resources accordingly.
· Plan, direct and coordinate, through subordinate level staff, the Public Works Department's
work plan; assign projects and programmatic areas of responsibility; review and evaluate
work methods and procedures; meet with key staff to identify and resolve problems.
· Effectively articulate city visions, mission and goals with team members, co-workers and
customers; support a clear, customer-focused vision.
· Prepare a variety of reports, contracts and correspondence.
· Assess and monitor workload, administrative and support systems, and internal reporting
relationships; identify opportunities for improvement; direct and implement changes.

Works Department; to administer all aspects of the design and construction of capital
improvement projects in the City; oversee professional services contracts and maintenance
contracts; and to provide highly responsible and complex support to the Director of Public
Works.

· Administer design and construction contracts for capital improvement projects, including
negotiation of contracts, presentations before boards and commissions, project inspection and
oversight of project expenditures.
· Develop and implement proactive management systems, procedures and standards for
program evaluation,
· Recommend and participate in setting policy, prioritizing projects and implementing related
decisions.
· Manage the development and implementation of goals, objectives, policies and priorities for
assigned service area, review and evaluate work methods and procedures.
· Manage professional, operational, and clerical staff as well as technical and skilled workers
· Direct the preparation and administration of the division budget, and monitor authorized
expenditures.
· Direct the preparation of a variety of studies and reports relating to current and future public
infrastructure, facility and utility operation needs; develop specific proposals and
recommendations to meet these needs; provide technical assistance to staff.
· Represent Public Works department to other departments and outside agencies, coordinate
assigned activities with those of other departments and outside agencies and organizations.
· Respond to and resolve difficult and sensitive citizen inquiries and complaints.

· Attend and participate in professional group meetings; stay abreast of new trends and
innovations in field of engineering and public works administration.
· Ensure compliance with pertinent Federal, State and local codes, laws and regulations.
· Serve as the City's traffic engineer.
· Review proposed private development projects for compliance with established
policies/regulations.
· Develops conditions of approval for private development projects.
· Perform other related duties as required.
QUALIFICATIONS:
Knowledl!e of:
. Contemporary methods, techniques, principles and practices of public administration and
local government operations related to public works and engineering operations.
. Construction principles and practices in the public works industry.
. Principles of organization, administration, budget, financial and personnel management.
Project management systems, purchasing procedures and inventory techniques.
. Research techniques, methods and procedures and report presentation; computer use and
techniques; proper interpretation and decision-making in accordance with laws, rules and
polices.
. Pertinent Federal, State and local laws, codes and regulations, such as CEQA, NPDES and
State/County water quality guidelines.

License or Certificate:
. Possession of registration as a Professional Civil Engineer in the State of California. If the
applicant does not possess the State registration, the applicant must have the ability to obtain,
and successfully obtain, registration as a Professional Civil Engineer in the State of
California within six months of initial hiring.
