RESOLUTION NO. q 7 t,
RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SEAL BEACHI CALIFORNIA,
CALLING FOR METROPLITAN AREA
RECOGNITION OF ORANGE COUNTY BY THE
FEDERAL GOVERNMENT .
WHEREAS, Orange County, California, has grown into a
great metropo11tan area w1th a population of more than 600,000,
and
WHEREAS, there are now three adjoining cities - Santa
Ana, Anaheim and Garden Grove - each having more than 50,000
population, and
WHEREAS, a total population ot approximately 500,000
now lives within an area with a radius ot only 12 miles, and
WHEREAS, Census Tracts now on tile with the Federal
Government verity the urban character ot Orange County, and
WHEREAS, surveys by the Calitornia State Department ot
Employment show urban employment in the cOllnty to be more than
125,000. and
WHEREAS, the Calitornia State Department ot Employment
has seen tit to recognize Orange County as part of what it now
describes as the "Los Angeles-Long Beach-Orange County Labor
Market Area", and
WHEREAS, Orange County has grown trom a population ot
216.000 at the time ot the last country-wide Federal Census in
1950 to more than 600,000 today - as proven by more recent

Federal Censllses taken city-by-city and reasonable estimates of
the population in unincorporated county area. thus making Orange
County the "tastest growing county in our Nation1s tastest
growing State"l and
\ffiEREAS, the designation of "Standard Metropolitan
Areas" across the country started with the 1950 Federal Census

and the list has been added to, year by year, as areas qualified
for such recognition, and
WHEREAS, Orange County is now included as part of the
"Los Angeles-Long Beach" Metropolitan Area without being mention-
ed as part ot that area in official Federal Government reports,
and
7 WHEREAS, business and industry look to the Federal
8 Metropolitan Area reports tor valuable information on markets,
9 production and employment, and
10 WHEREAS, Orange County's growth and advantages as a
11 site tor industrial and trade expansion would be better known
12 across the country if the Federal Government would give recognit-
ion to Orange County as a Metropolitan Area in its frequent re-
ports on such areas,

AND WHEREAS, the City ot Seal Beach is located in
Orange County and the City Counoil, as the legislative body of
said City, recognizes that the growth and advantages ot the
County would be better known it the Federal Government would
give recognition to Orange County as a Metropolitan Area in
its frequent reports on such area;
NOW, THEREFORE, the City Council of the City of Seal

Beach does resolve as tol10ws: The City Council of the City
of Seal Beach, County ot Orange, as the legislative bodies ot
said City, calls upon the Committee on Standard Metropolitan
Areas, Bureau ot the Budget, Office of the President ot the
United States, to recognize the development that has taken
place in Orange County in the past 7 years by otticial1y
designating Orange County as one ot the "Standard Metropolitan
Areas" of the nation; and the City Council ot the City ot Seal
Beach does hereby compliment the Honorable Thomas H. Kuchel,
United States Senator, for his torthright stand in urging such
recognition tor Orange County; the City Council of the City ot

Seal Beach does hereby compliment the Honorable Goodwin J. Knight.
Governor of California, for his action in including mentioning
of our oounty in the designation of the "Los Angeles-Long Beach-
Orange County Metropolitan Area" in Department of Labor reports;
the City of Seal Beach does hereby compliment the Honorable
James M. Utt, Representative in Congress. for his stand in favor
of separate statistical reporting for Orange County; the City of
Seal Beach does hereby compliment the Honorable William F.
Know1and. United States Senator, for the action he has taken in
forwarding to the Committee on Standard Metropolitan Areas up-
to-date information o~ Orange County.
The City Council of the City of Seal Beach further
resolves that it. through copies of this Resolution, urges our
elected representatives in the House of Representatives and
Senate of the United States, and the Viee-President and President
of the United States, to assist in securing for Orange County
the recognition to which it is entitled as a "Standard Metropol-
itan Area".
PASSED. APPROVED AND ADOPTED by the City Council of
The City ot Seal Beach at a regular meeting thereof called on
the 7th day of January. 1958.
