'T" ~ FFICIAL COpy TAKEN FI.OM LERK'S OFFICE RESOLUTION NO. tOt.} RESOLUTION OF THE CITY COUNCIL OF THE ClTY OF SEAL BEACH EXPRESSING OPPOSI- TION TO ASSEMBLY BILL NO. 286~ OR ANY OTHER STATE STATUTE WHICH WOULD A UTHORIZE OR ENCOURAGE THE USE OF :QOMESTIC WA TER SUPPLY RESERVOIRS WHEREAS, it has become increasingly apparent down through the years 7 that those responsible for the operation and maintenance of domestic water 8 supply systems, whether under private or public ownership, have tbe grave 9! responsibility of ma,intaining t~e water supply pure and uncontaminated as the 10 I only means of protecting the health of the men, women and children using the 11 water, and WHEREAS, it is well established that domestic water supplies are most dangerously polluted by human contacts and by introduction of trasb and contaminants through. carelessness or indifference of those engaged in recrea- tionaL activities on or near domestic water supply reservoirs, and WHEREAS, the chemical treatment and filtration of water polluted by human contacts ad,ds greatly to the cost of the water to the consumer, and cannot kuaraa:teelthat all contamination actually has been removed, and WHEREAS, The Metropolitan Water District of Southern California is delivering water to Southern California from the Colorado River, and this water, in its natural state, is remarkably free from all forms of organic contamination for the reason that it originates in the sparsely settled western 23 slopes of the Rocky Mountains, and WHEREAS, it has been the established policy of The Metropolitan Wate District of Southern California since it began the operation of the Colorado River Aqueduct to keep all aqueduct reservoirs closed to hunting" fishing and other recreational uses, and WHEREAS, the City of Seal Beach is a part of The Metropolitan Water District of Southern California and is vitally concerned in protecting Colorado , River Aqueduct water from polluti.on by contacts with those engaged in fillhing and other recreational a~tivities, and WHEREAS, the general nationwide recognition of the itnportance of 1. .' d " I, ~ . I' Resolution Number '!OIo . ~. 1 protecting domestic water supplies from pollution by recreational uses' is well 2 exemplified by' the repeated action of the American Water Works Association 3 in opposing recreational use of domestic water supply reservoirs, and 4 WHEREAS, the American Water Works Association, with its member- 5 ship including engineers Ilnd technicians engaged in the planning, building and 6 operation of water supply works, at its national convention in New York City, 7 January 26-28, 1958, adopted a statement of policy in which it declared: 8 I "The American Water Works Association registers its opposition 9 to legislation permitting or requiring the opening of domestic water supply 10 reservoirs and adjacent lands to recreational use, Control of water supply reservoirs must remain the prerogative of the water purveyor", 11 121 13,1 141 NOW, THEREFORE~ BE IT RESOLVED that the City Council of the City of Seal Beach is strongly opposed to A. B. 286, or to the adoption of any 15 other statute by the California State Legislature which would autborize or 16 ,ancourage the use of domestic water suppLy reservoirs for recreational 18 purposes, and BE IT FURTHER RESOLVED, 'that copies of this resolution be sent to 19 tbe Speaker of the California State Assembly and the President of the Senate and 20 to Assemblyman Richard T, Hanna and State Senator John Murdy, Jr.. 21 PASSED~ APPROVED AND ADOPTED by the City Council of the City of Seal B(;!ach at a regular meeting thereof held on the 7th day of April, 1959. ;/;;7# /--? . ~/f:~ ~h-~ 1'llo,nw, 7, PAGE 32 2. . ...~- , '" " ..).
