I~ ~ElR~S, there are growing upon the stre~ts or sidewalks or upon 'private property within the City of Seal Beach, weeds which bear .seeds of a wingy or downy nature, or attain such large growth as to become a fire menace when dry or which are otherwise noxious ox: dangerous upon the streets or sidewalks in front of. or upon the property bereinafter described, which the City Co'uncil of the CUy of B.eal Beach do declare to be a public nuisance. NOW... SECTION 2: That the Street Department of the City of Seal Beach shaLL cause to be conspiciously posted on or in front of the property on which or in front of which such nuisance exists, one notice to each parcel of property in separate ownership of not over 50 foot frontage, or not more than two notices to any piece or parcel of property in separate ownership with a frontage of lOO feet or less. If the frontage or any piece or parcel of propert in separate ownership is greater than 100 feet, notices shall be posted at not more than 100 feet apart. Such notice shaLL be headed IINotice to Destroy Weeds,lI such heading to be in words not less than one inch in height and substantially in the following form: , "NOTICE TO DESTROY WEEDS" Notice is hereby given that on the 1st day of March, 1960 the City Council of the City of Seal Beach'passed a resolution declaring that noxious or dangerous weeds were growing upon or in front of the property on this street, and more particu- larly described in said resolution, and that the same consti- tutes a public nuisance which must be abated by the removal of said noxious weeds, otherwise they will be removed and the nuisance will be abated by the municipal autborities. in which case the cost of such removal shall be assessed upon the lots and lands from which or in front of which such weeds are removed, and such costs will constitute a lien upon such lots or lands until paid. Reference is hereby made to said resolution for further particulars. All property owners having any objections to tbe proposed removal of such weeds are hereby notified to attend a meeting of the City Council of the City of Seal Beach to be held on the 18th day of April, ~r, 1960, at the hour of 7:30 P.M.. o'clock, when their objections will be heard and given consideration. Any property owner shall have the right to have any such weeds, removed at his own expense p'roviding the same is done prio: to the arrival of the Street Superintendent or such other public officer so designated-or his representative to do the same, SECTION I): That the Street Superintendent or such other public officer so designated shall keep an account of the cost of abating such nuisanc in front of or 011 each separate lot or parcel of land where the work is done by him or ~iS deputies, and shall render an itemized report in writing to the' City Council of the City of Seal Beach showing the cost of removing, such weed on each separate lot, or in front thereof, Or both; provided, that before such report is subD?-itted to said City Counc}l a copy of the same shall'be posted for , " , at least three days prior thereto on or near the bulletin board located on the first floor of the City Hall, together with a notice of the time when Said report shall be submitted to said City Council for confirmation..
