1 EMERGENCY RESOLUTION NO. ~10
2 WHEBEAS, the water supply ot the City of Seal Beach has
3 been suddenly and completely endangered by salt water 1nt11trat10n
4 to the underground bas1n trom wh10h sa1d supply 1s der1ved; as w1l
5 more fully appear by reterence to the report of J. A. Woolley.
6 C1ty Eng1neer ot the C1ty ot Seal Beach on t1le w1th the C1ty
7 Clerk ct said Cl ty; and
8 WHEREAS, the C1ty of Seal Beach aontemplates the torm1ng ot
9 a water distr1ct aorporat10n,in oonneot10n with other cit1es ot
lO Orange County, tor the purpose of applying tor water from the
11 Metropo~1tan Water Dlstrlot, 1n acoordanoe w1th 1nstruct10ns from
12 the Metropolitan Water Dl str1 at; and
l3 WHEREAS, 1t 1s contemplated that 1t will take upwards ot a
14 year bet ore all plans can be completed 1n accordance w1 th the law
15 for the optain1ng of water from the Metropol1tan Water D1strict;
16 and
l7 WHEREAS, the supply ot water now furn1shed the Clty of
18 Seal Beach by the C1ty of Long Beach 1s uncertain and 1nsuft1cient
19 tor the needs ot the commun1ty and of exoeedingly high cost to the
20 C1 ty ot Seal Beach; and
21 WHEREAS, a locat10n,wh1ch 1t is believed by the City Eng1-
22 neeI', as well as other water consultant,,1s at present sate for
23 the dr1ll1ng of ad.d1 tlonal water wells, has been obtained from
24 the Un1 ted States Government, Department of United States Navy; and
WHEREAS, the City Council of the Oity of Seal Beach bel1eves
that by reason ot the shortage of water that a great publ1c calam-
1ty exists 1n the Oity ot Seal Beach;
NOW THEREFORE, BE IT RESOLVED: that the City Council ot the
C1ty at Seal Beach declares and determ1nes that publlc interests
and necess1ty demand the 1mmediate expenditure ot publ1c money for
31 the dr1l11ng of water to obtain a new water supply in order to
32 sateguerd Ufe, health and ]lroperty; and

1 BE IT FURTHER RESOLVED, that publlc interest and necesslty
2 demand that a contract be entered into immediately, lnvol v1ng the

3 expenditure of at least the sum ot OJ U.O 00 .- 1n the emer-
4 gency whioh 1s now faced by the Clty of Seal Beach 1n reterenoe to
5 its water supply; and
6 BE IT FURTHER RESOLVED, that the sum of $ ro. IJObf!!!..., be
7 set as1de for the purpose ot meet1ng the emergenoy hereln part1ou-
8 larly descr1bed, and that the Mayor and City Clerk bo- authorized,
9 directed and instruoted to 1mmediately enter into a oontraot tor
lO the dr1ll1ng of addit10nal wells and the transportation ot water
II trom said wells to the reserv01rs ot sa1d 01ty; all 1n aooordanoe
12 with the plans and speo1t1oat10ns of the C1ty Engineer ot the
13 C1ty of Seal Beach; and

14 BE IT FURTHER RESOLVED, that the plans and specif1oations
15 submitted by the C1ty Eng1neer tor the 1mmediate drilling ot
16 addi t10nal water wells and the transportat10n of said water to
17 publ1c reservoirs belong1ng to said 01 ty, be and the same are here-
18 by approved and ordered f1led.

21 was duly and regularly passed and adopted by the C1ty Counc1l ot
22 the Cl ty of Seal Beach at a reguler meetlng of the C1 ty Counc1l-
23 held on the 6th day ot June, 1949 , by the followlng vote, to-wit:
