A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SEAL BEACH, CALIFORNIA, FIXING
AND ESTABLISHING THE RATES OF PAY AND
COMPENSATION FOR VARIOUS Mm~ICIPAL
OFFICERS AND EMPLOYEES OF SAID CITY;
AND REPEALING RESOLUTION NO. '636 OF
SAID COUNCIL AND ALL AMENDMENTS THEREOF
AND ALL ORDERS AND ACTIONS OF SAID
commIL IN CONFLICT THEREWITH.
The City Council of the City of Seal Beaoh, Ca1ifo~nia
does ~esolve, deolare, determine and order as follows:
That effective as of on and after the fi~st
day of August 1949, and until the fu~ther
o~de~ of the City Council of the City of Seal Beach,Califo~nia,
SECTION 1.
the ~espeotive offioe~s, depar~ment heads and employees of
sald City whose respeotive offioes, positions or employments
are hereinafter respeotively set forth in this resolution,
shall, subjeot to any other provisions oontained in this reso-
lution, respeotively receive for their respective services to
be rende~ed said City in conneotion therewith, the oompensation
remuneration or pay hereinafter in this resolution set forth,
indioated, stated and provided tor their respective offices,
positions or employments.
SECTION 2.
ELECTIVE OFFICIALS.
The elective offioials of sald City as suoh
shall reoeive the respective salaries, com-
pensations or amounts attaohed to their respeotive offioes as
29 provided by law, whioh said salaries, oompensations or amounte,
30 at the present time, under the law and ordinanoes of said City,

Said rates of compensation herelnabove set forth, elected
off1cials excepted, shall be pald seml-month1y at 12;00 o'clock
noon on the 5th and 20th day of each month; Fractional parts
of a month shall be tlgured on the basis of a thlrty (30) day
month.

Section 3. In addition to the po~ers and duties
generally attached to the respectlve positlons llsted ln
Sectlon 2 hereot, the followlng shall be respectively included:

(a) POLIOE DEPARTMENT; The Department of Police
of said Clty shall be under the dlrection and control of a
Ohlef of Pollce apPolnted by the Oity Council and shall hold
such otfice at the pleasure of sald Councl1. It shall be the
duty ot the Ohlet ot Pollce to prosecute, before the City Oourt,
all breaches and violations of or the non-compliance wlth any

17 ordinance of said City which shall come to hls knowledge. The

Ohiet of Police, ln addition to euch duties, shall collect all
01ty Llcenses, excepting Contractor's Llcenses, and shall de-
posit said amount so collected in the otfice of the Oity Trea-
surer monthly and shall perform all duties required by Law and
Statutes of the State of Oallfornia. He shall appoint, subject
to the approval and contirmation ot the City Council, a Captain
of Police and Police Sergeant and may appoint, subject to the
approval and confirmation of the City Oouncil, additional Police
Offlcers who shall perform such other servlces as the General
Laws of the State, Ordinances, Resolutlons and Motlons of the
Oity Councll may from time to time requ1re. Before enterlng
upon the dutles of Chief of Police, he shall furnish to the
City a bond tor faithfull performance of hls dutles as such
Ohief of Police, whlch bond ehall be in the penal sum of ONE
THOUSAND DOLLARS (81,000.00) and shall be flrst approved by
the Mayor and Oity Oouncll of said City.

(b) FIRE DEPARTMENT: The Chief of the Fire
Department shall perform such duties ae are provided by the
laws of the State of California and such other duties ae may
be prescrlbed by the City Council from time to time; such Chief
of the Fire Department shall perform the duties of Ualntenance
ot all electrical 11ghting equlpment belonging to the City of
Seal Beach located on Maln Street in said Clty and in addition
thereto shall do all necessary painting on the curbs and
streets of the City, including the palntlng of signs upon curbs
and streets and street strlping, and such Flre Chlef shall be
directly responsible to the City Council for the care and main-
tenance of the aforesaid. He shall also be Deputy Electrical
Inspector and make all electrical inspectlons necessary to be
performed withln said Clty. The members of the Fire Department
shall attend fires, fire drllls and meetlngs and be governed
by such rulee and regulations as may be from time to time pro-
vlded by the City Council. In additlon to hls duties enumer-
ated above, he shall perform all the duties of Purchasing Agent
in the purchase ot all supplies as provided for at the dlrectio
20 of the City Council. He shall make all purchases of supplies,

materials and equipment by or on behalf of sald Oity of Seal
Beach ln an amount not to exceed TWO HUNDRED DOLLARS ($200.00),
except upOn the authorization of the City Councllj he shall
check and approve all demands for the payment ot the same and
no purchase shall be made in an amount in excess of ONE THOU~
AND DOLLARS ($1,000.00) wlthout advertising for bids as pro-
vided by law. The Purchasing Agent shall keep an accurate
account of all supplies and materials on hand and render an
29 annual account or inventory of the same at the close of the
30 tiscal year.

(c) MAINTENANCE DEPARTMENT: The Maintenance
32 Foreman shall supervise all street and construction work in
and about the Oity, the collection and-dlsposal of all garbage
and refuse, the operation of the water and sewer plants and

systems, and shall direct all laborers engaged in occupations
ln connection therewith; reservlng, however, to the 01ty
Council the right to deslgnate the number of laborers to be
employed and sald Maintenanoe Foreman shall perform such other
duties as may be presoribed by the Clty Counoll.
(d) OITY ATTORNEY: The City Attorney shall ad-
vise the Clty Authorities and Offlcials ot sald C1ty ln all
legal matters pertaining to the business of said City, to frame
all ordinances and resolutions required by the Clty Council and
shall perform such other legal serv1ces as said City Councl1
may requlre from time to time, provided, that in addition to
the salary of the City Attorney he shall receive such addltlona
compensatlon for the proseoution and defense of all actions on
behalt of the City ln Court and for other matters of a speclal
nature as may be allowed by the Clty Council.
(e) DEPUTY CITY CLERK: The Deputy City Clerk,
shall serve at the pleasure of the City Clerk, and shall per-
form such duties as may from time to time be prescrlbed to her
by the City Clerk.
(f) CITY ASSESSOR, TAX COLLECTOR, WATER SUPERIN-
TENDENT AND AFFILIATED OFFICES: The City Assessor, Tax Collec-
tor, Water Superintendent and Affillated Offlces shall also be
Deputy Clty Clerk, only, as provided under Ordinance 154, De-
puty Marshal and Ex-Offlcio Tax Colleotor of said City and
shall collect and pay all real and pereonal property taxes of
the said Clty 1nto the oftice of the City Treasurer monthly.
In addition to the above he shall also perform such other dutle
in respect to such offices as may be from time to time provided
for by the Ordinancee of said City, Resolutlons and Orders of
the City Counoil. The Water and Street Superlntendent in
addltlon to the above and foregoing duties as City Assessor and
Tax Collector shall compute and mail all monthly bills to water

1 consumers and collect the same as provlded by Ordinances of the

City, paying the same monthly lnto the office of the City Trea-
surer. He shall be authorlzed to make sworn statements in the
4 matter of tax withheld as requlred by the United States Treasur
5 Department and shall act as the agent for the City in insurance
6 matters.

(g) DEPUTY OITY ASSESSOR, TAX COLLEOTOR, WATER
8 SUPERINTENDENT STENOGRAPHER AND AFFILIATED OFFIOES: The Deputy
9 Oity Assessor, T~x Collector, Water Superintendent Stenographer
10 and Afflllated Offlces shall perform the eame dut1es as the
II City Assessor, Tax Collector, Water Superlntendent and Afflll-
12 ated Otfices under hls dlrection and such other and further
l3 dutles as may from tlme to time be provided for by resolutlon

or ordlnance. He shall keep ledger and warrant records for the
City Olerk. keep wlthholding ta~ records, compensation insuranc

16 employee records and prepare demande for the purchaslng agent.
(h) CLERK OF THE WATER AND TAX DEPARTMENT: The
18 Clerk of the Water and Tax Department shall pertorm such duties
19 as may trom time to time be prescribed for her by the head of
20 the Department.

(i) BUILDING, SEWER, ELEOTRICAL, PLUMBING, AND
22 PLASTERING INSPECTOR: The Bulldlng, Sewer, Electrical, Plumb-
23 ing, and Plastering Inspector shall perform euch dutles as from
24 time to time shall be provided for by resolution or ordinances.

Fees due the Clty and pay the same into the office of the Oity
Treasurer monthly. All inspection fees collected by the sald
Inspeotor shall be paid monthly into the otfice of the Clty
Treasurer.
(j) OITY JUDGE: The Oity Judge shall be Judge
of the Oity Oourt and shall have the power to pertorm the dut1e
of a Magistrate. He may administer and certify oaths ot atfir-
mation and take and certify acknowledgments. A Just1ce of the

Peace may, at the same time, hold the offlce of Clty Judge.
(k) LIFE GUARDS: The Chlef of Police may
appoint, subject to the approval and conflrmation of the City
Councll, one or more Life Guards, who shall perform such dutles
as ma~ be designated by the Chief of Police.
(1) PARKING LOT ATTENDANTS AND FIRE RING
ATTENDANTS: The Chlef of Police may appolnt, subject to the
approval and confirmation ot the City Council, one or more,
Parking Lot Attendants and Fire Ring Attendants.
Section 4. That all Resolutions ln conflict with
thls Resolutlon, are hereby speciflcally repealed and declared
ot no further force or effect for any purpose whatsoever.
I hereby certify that the above and foregoing
Resolution was duly and regularly passed and adopted by the
Clty Councll of the City of Seal Beach at a regular meeting
