A RESC1UTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEAOi RELATING TO THE PROPOSED ORANGE
COUNTY MUNICIPAL WATER DISTRICT AND ANNEXATION
TO THE METROPOLITAN WATER DISTRICT.

5 \'lHEREAS, for oveJ;' a year last past, representatives of the
6 Cities of Seal Beach, Huntington Beach, Orange, La Habra and Plac-
7 entia in Committe~ have met with each other and with representatives
8 of the activities concerned to develop some plan for maintaining
9 and acquiring an adequate water supply, and conferred with represent
10 atives of The Metropolitan Water District of Southern California,
11 and
12 WHEREAS, as a result of such conferences and studies, said
13 Committee has reached an agreement with the Farm Bureau Committee
14 ,and said Metropolitan District to the effect that a district is
15 I to be created under the name of Orange County Municipal Water
District of approximately two hundred million dollars assessed value
and be entirely within crange Cou~ty~ to be forme~_~nder the prov-

isions of the Municipal Water District Act of 1911, as amended, and
will be ultimately annexed to the Metropolitan District, and such
proposed district to ex~end from the Cities of Huntington Beach and
Seal Beach easterly to and including a major portion of the land of
the old Yorba allotment in the Santa Ana Canyon, and from the north-
erly line of the County, southerly to the vicinity of El Toro and
the Moulton ranch, including the Cities of Huntington Beach, Orange,
Seal Beach, La Habra, Placentia and Tustin, and also including the
County Water Districts commonly known as Buena Park, Westminster,
and Garden Grove, and likewise including the Santa Ana Valley Irrig-
ation Company, Anaheim Union Water Company, Yorba Linda Water Com-
pany, Orange County Water Distr~ct and a large a~ea of the Irving
Ranch, excludi~g, however, all cities and areas now in the Metro-
politan District, and .

WHEREAS, upon completion of the proposed district and its
annexation to Metropolitan District, said Metropolitan District
. ,
proposes the construction of a'feeder line, including a tunnel, fro
Lake Mathews to a point in Santiago Canyon below the intake of the
Santa Ana Valley Irrigation Company, and thence to Santiago Reser-
voir; the construction of a lateral from said feeder line down to
a and across the Santa Ana River, with three meters, neter boxes and
9 outlets, being one each for Orange County Water District, Santa
10 Ana Valley Irrigation Company, and Alllaheim Union Water Company; the
11 construction of a feeder line for treated water into the westerly
12 part of Orange County, to run easterly from Victoria Street in Los
13 Angeles County north of Long Beach for approximately 14 miles to
14 the vicinity of Orangethorpe and Stant6n Avenues, thence southerly
15 approximately 4 miles to the vicinity of Katella Road and Stanton
16 Avenue, including one meter, meter box amd outlet at Santiago Res-
17 ervoir; and including, with the feeder line for tre~~ed water, one
18 meter, meter,box and outlet; permit the Cities of La Habra, Placent-
19 ia and Orange to connect with the present Orange County feeder line
20 of Metropolitan District; to assist in repealing those certain pro-
21 visions of the Orange County Water District Act which require areas
22 annexed to the Metropolitan District to be exc!uded from Orange
23 County Water Di~trict, with the commitment on the part of Metropol-
24 itan District, so far as lawful, that the annexation of the p~oposed
25 district will not take place until this has been done, the fore-
26 gping proposals to cost some thirteen million dollars, to be expend-
27 ed by the Metropolitan District, and
28 WHEREAS, the City Council feels that the proposed distric~
2~ should be formed and annexation made to the Metropolitam District
30 at as early a date as pOSSible,
31 NOW, THEREFORE, the City Council of the City of Seal Beach
32 does resolve as follows:

1 Section 1. The City Council of the City of Seal Beach deems
II 2 it advisable to investigate the desirability of joint action with
3 the 'Cities of Huntington Beach, Orange, La Habra and Placentia to
4 acquire and maintain a water supply by the creation of the Orange
5 County Municipal Water District to be ultimately annexed to The
6 Metropolitan Water District of Southern California.
7 Section 2. With the advice and consent of the City Council,

e the Mayor shall appoint three commissioners to confer with like
9 commissioners from said Cities.
10 Section 3. The commissioners shall meet with the commission-
11 ers from the other said Cities and consider the desirability of
12 the joint action stated in Section'l hereof, and the plans and terms
13 they deem feasible and equitable, and if they agree upon such plans
14 and terms, said commissioners shall report them to the City Council.
15 Section 4~ The Mayor shall signify his approval or d~sapp-
16 roval hereof.
17 Section 5. The City Clerk shall certify to the passage of
