RESOLUTION NO. 742
\'mERFAS, the City of 3eal Beach is a municipal corporation
4 located in Orange County, California, which said City lies adjacent
5 to the Pacific Ocean, ~d
6 ~mEREAS, for the past several years the beach along the
7 Pacific Ocean within the City limits of the City and in,the area

8 easterly of the municipal pier to the United States Ammunition and
9 Net Depot jetty extending oceanward at the easterly limits of the
10 City has become eroded to an appreciable degree and because of the
11 action of the waters of t~e Pacific Ocean the above described beach
12 has greatly diminished in area, and
13
v~IEREAS, because of the erosion of the beach at the above
14 location the waters of the Pacific Ocean have greatly damaged the
15 municipal parking lot adjacent to the ocean and the real property
16 belonging to the City and real property owned by the citizens of the
17 City adjacent to the Pacific Ocean have suffer~d appreciable damage
18 because the waters of the Pacific Ocean have caused the beach to
19 become washed away from its former location, and
20
vffiEREAS, at the season of high tides of the Pacific Ocean
21 the waters of said ocean now reach the homes of the citizens of the
22 City which are located adjacent to the Pacific Ocean, and that at
23 such times as t~e ocean reaches high,tide, it is necessary that the
24 City and the owners of the adjacent property construct ditches or
25 trenches along the front portion of the above described property in
26 order that the waters of the ocean can be drained away from the
27
dwelling houses, and

WHTIREAS, especially during high tides of the Pacific Ocean
29 the adjacent homes of the citizens have been flooded and damaged, it
30
is the opinion of the City Council that it is imperative that imT.ed-
31
iate measures be taken to fill or re-fill the beaches in order to
32
prevent the waters of the Pacific Ocean from floodin~ the above

WHEREAS, the City of Seal Beach does not have sufficient
3 funds with which to defray the cost of such remedial workt and
41 llHEREAS,' it is the opinion of the City Council, based upon
5 the opinions of engineers, that the above erosion has been largely
6 caused py the construction of the jetty extending oceanward on the
7 easterlyvportion of the City by the Federal Government for the use
8 of the United States Ammunition and Net Depot, and

~mEREAS, the City Council respectfully and earnestly soli-
cits Federal aid to remedy the condition which now exists ~dthin
our City,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL that the
City Clerk certify a true copy of this Resolution to be Signed by
the Mayor of the City and the City Clerk and immediately forwarded
to Honorable John Phillips, Congressman from Orange County, Calif-
ornia, with the request that he use his best efforts to help the
City of Seal Beach, and its citizens, by obtaining Federal aid to
remedy the erosion of the aforesaid beaches and to prevent further
damage thereto, and to prevent further damage to the homes and prop
arty of the citizens of the City of Seal Beach.

29 City of Seal Beach at a regular meeting of the City Council"held on
