~~EREAS, there is every reason to believe that the Congres~
of the United States will pass legislation during the coming
session to restore to the States their rightful ownership in the
off-sbore tidelands and the revenues derived therefrom, and
~~IEREAS, the California State Legislature has recognized
the need for development of Beaches and Parks by allocating, during
the past several years, to the Beaches and Parks fund the major
portion of the royalties receive~ by the State from oil production
from tidelands. and
tHEREAS. the population of California has doubled in the
last ten years and there io every expectation that the increase
will be greater in the next several years, and
~~EREAS, it is important that Beach and Park areas, part-
icularly those such as Seal Beach, for the use and benefit of all
citizens of California and those who will continue to come to Cal-
ifornia, be developed, and
~HEREAS, because of the foregoing it is important that beach
and park areas be acquired as rapidly as possible While the lands
are still available;
Na1, THEREFORE, the City Council of the City of Seal Beach
does resolve as follm1s:-
SECTION 1: The representatives from Oange County in the
California State Legislature are requested to introduce, during the
1953 session, measures to eliminate the matching provisions in the
Division of Beaches and Parks Act, allowing the funds to be used

requested, autho~ized and directed to fon~ard a certified copy of
this Resolution to each representative in the State Leg~slature
from Orange County.
The above and foregoing Resolution No. 494 was introduced
and passed at a regular meeting of the Seal Beach Ci:y Council held
on the 17th day of r-c~ruary, 1953, by the follo~in9 vote:
