RESOLUTION NO. ~76 RESOLUTION OF OITY OF SEAL BEAn~ ORANGE COUNTY, CALIFORNIA -"an~~y..: 7 ' 1943 On motion of C!8-<ut.~; ~.. ,,~J 7~. (City Counoilluan,-supervisor, Direotor and carried, the following Resolution was adopted: THAT WHEREAS, a state of war does now exist and the United , duly seconded or Trustee) states being involved therein as one of the Allied Nations, and that WHEREAS, the existenoe of an adequate and unfailing supply of water is vital to orange County and to eaoh and every COl~unity therein, and that WHEREAS, water works supplies, equipment and waterials are diffioult to seoure owing to wartime priorities or strategio materials, and that WHEREAS, the California state Council of Defense through its sub-oolmuittee on Water supply has caused the state of california to be subdivided into zones for the purpose of prowoting wutual aid a~ong water works operators in the event of a serious disaster in order that t:le war effort :!lay be furthered, said mutual aid to inolude the inter-exchange of the use of available material, equipment, trained personnel, and emergency water supply w~erever feasible, and that WHEREAS, there are many and various water oompanies both private and public water districts, water works distriots and other political subdivisions and agenoies in the County of orange having on hand or at their disposal oertain materials whioh might be desirable, neoessary and useable by another individual, district, oorporation or politioal subdivision in order that the water supply, both for domes- tic and irrigation purposes in the County of Orange be continued during the national e~ergenoy, and that WHEREAS, it cannot now be determined the exact material needed by any person, firm, corporation, district or political sub- division nor can due compensation for said nee~ now be detenained for the value of said Llaterial in the future. I I I .,~~ ... ..... - ~ , . ~Resolution ~Umb~~ . .... - ~ NOW, THEREFORE, BE IT RESOLVED that t~1.is (oorporation, County, District or political subdivision) does by these presents stand ready, able and willing at all tilues during this ewergency to supply wutual aid as defined above to whatever extent is possible, for the use of any person, firw or corporation, district or political subdivision needing said wutual aid ao a direot result of dawage oaused by a major disaster in order that tile water supply in the County of O~~nge and iwmediate adjaoent areas way not beco~e disrupted to the detri~ent of the inhabitants thereof. BE IT FURTHER RESOLVED that when requested by the Civilian Defense Council of the County of Orange through its duly authorized agent or represontative, the water superintendent or other person directly in charge of operations, and/or materials and supplies now and then on hand is hereby authorized, at his discretion, to deliver or otherwise release for use to any person, firw, corporation, district or political subdivision in need of said mutual aid in order to maintain a suffioient flow of water for the preservation of life and property, and that cOwpensation for said mutual aid shall be later deterillined and passed upon as to the reasonable value thereof or the replace,.lent in kind thereof as "lay then bs mutually agreed. BE IT FURTHER RESOLVED THAT this Resolution is made pur- suant to Chapter I of the First Extra-ordinary Legislative session of the year 1941-42 and in furtherance of tDe war effort.
