A RESOLUTION PROVIDING FOR THill PRO-
TECTION OF THE CITY STRgET KNO~N AS
ELECTRIC LANE IN THE CITY OF SEAL
BEACH BETWEEN 20th STREET AND THE
EASTERLY TERMINUS OF THE VEHICULAR
BRIDGE ACROSS ANAHEIM BAYi DECLARING
SUCH PROTECTIOK I,i:EASURES TO BE FOR
THE HEALTH MJD SAFETY OF THE CITIZENS
OF SEAL BEACE AND PROVIDING FOR THE

BY CITY OFFICIALS AS PROVIDED BY
SECTION 874 OF THE MUNICIPAL CORPO-
RATIONS:ACT OF TEill STATE OF CALIFORNIA
AND DECLARIKG AN EMERGENCY THEREFOR. '
Yffi:REAS, by reason of extra-ordinary flood
due to recent storms, Electric Lane within the
13 City Dimits of the City of Seal Beach and the city
14 sewer and water lines extending along the north side
15 of Electric Lane and across Anaheim Bridge are in
16 grave and serious danger of being damaged and des-
17 troyed; and,

WHEREAS, the City Council of the City of
Seal Beach deems that it would be detrimental, injur-
ious, harmful and damaging to the health and safety
of the citizens of the City of Seal Beach should said
Electric Lane and said water and sewer lines be not
immediately protected and preserved; and,
\VH~REAS, it is deemed by the City Council
of the City of Seal Beach for the protection of
national and local defense that immediate action be
taken by the City to protect the hea~th and safety
of the citizens of Seal Beach by taking immediate
action to protect and preserve Electric Lane and said
~ater and sewer lines; and,
WHERTI:AS, because of tt.e necessi ty of immed-
iate action as reconmended by the City Engineer, it

1 is found by the City Council th~t it is necessary
2 that the immedi~te expenditure of public funds be
3 made, to safeguard life, health and property of the
4 citizens of Seal Beach;
5 NOW, TI{~REFOR~, BE IT RESOLVED by the City
6 Council of the City of Seal Beach that:
7 The City Council and duly constituted City
8 Officials of the City saall im~edi~tely proceed to
9 enter into such contracts as may be necessary to safe-
10 guard and protect said Electric Lane and said uater
11 and sewer lines by building a rip rap along the edge
12 of the uaters of Anaheim Bay as has been designated
13 by the City Engineer, and to expend such funds as may
14 be necessary to properly safeguard and protect said
15 public works, as provided by Section 874 of the
16 Municipal Corporations Act of the State of California,
17 and without the necessity of advertizing for bids for
18 such construction uork.
