RESOLUTION NO.

3 WHEREAS, it has come to the attention of the, City Council
4 of 11e City of Seal Beach that 'the Marine Exploration Company has,

5 applied to the United States War Depart~ent for a permit to con-'
6 struct 'a temporary island for the drilling of three t est oil wells,
7 at a point located approximately 8100 teet off shore from the City
, ,
8 of Seal Beach, and
9 WHEREAS, the City Council is informed that a pul?lic hearing,
10 onmid subj!lct willle had on Monday, 'May 19, 1947, in the Orllnge
11 County Board of Supervisors', Council Chambers, a t Santa Ana, Calif-
12 ornia, and
13 WHERiwl, in the year 193f, the City of Sea~ Beach, adopted
14 an ordinance, prohibiting the drilling of oil wells within the
15 City boundaries of the City ot; Seal Beach, which included the area
16, extending oceanward :three miles from the'shore line in '!;he city of
17 Seal Beach, and which ordinance prohibited the drillin~ for oil
18 within such area, and

19 WHEREAS, during the month 01' August, 1946, a special
20 MUnicipal election was held in the City for the purpose of voting'
21 upon a proposed 1!IDendment to:the aforesaid ,ordinance, which amend-

22 ment would allow the drilling for oil upon islands constru~ted in
, ,
23 th~ Pacific Ocean :at the location approximat~ly 8100 feet off shore
24 from the, City o~ Seal Beach, and

WHEREAS, as a result Qf said election'the citizens of ,Seal
29 Beach were definitely opposed to drilling for oil ~ithin'the

31 NOW, THEREFORE, BE IT BESOLVED by the City Council of the
32 City of Seal Beach, that the City Council and th,e citizens of Seal

1. That if said oil wells are drilled, t~ere

3. In the event'sa~d oil or other debris was
allo!ed to contaminate the beaches, s aid beaches
would be ruined and the City of Seal Beach would
suffer irreparable loss.
4. That many persons enjoy fishing f~om the

Municipal Pier and from the beaches'or,the'City,
and if s aid oil wells were allowed' to be drilled
and oil and ot~er debris pollu~e the waters of the
Pacific Ocean, fishing activities would be ruined
and the Citizens of the ,City, as well',as other
Citizens would be deprived 01' sport fishing.

oil well sites? a~d in the event oil or other
debris was allowed to pollute the water adjacent

BE IT FURTHER RESOLVED that the City 'Council on behalf of th
. citizens of Seal Beach, hereby register a vigorous pr~test with the

War Department against issuance of an application to, the Marine
Exploration Company for the purpose of dril11ng,for oil at the
above location.
BE IT' FURTHER RESOLVED by the City Council tha t ,the Mayor

of the City and the City Attorney of the.City be authorized
and instructed to attend the hearing at,Santa Ana on the 19th

day of May, 194?, to represent the City and register a protest

against the aforesaid application.
BE IT FURTHER RESOLVED that certified eopie,s of this
