6 CERTAIN AREA WITHIN THE CIn OF SEAL BEACH
7 DESCRIBED AS BEGINNING AT THE INTERSECTION
8 OF THE CENTER LINE OF OCEAN AVENUE AND 1ST
9 STllEET, THENCE NORTHEASTEIlLY ALONG THE CENTER
10 LID OF SAID 1ST STREET TO THE CENTER LINE OF
11 OLD COAST HIGHWAY. THENCE EASTEIlLY ALONG THE
12 CENTER LINE OF SAID OLD COAST HIGHWAY TO ITS
13 INTERSECTION WITH THE CENTER LINE OF ;'TH STBEET,
14 THENCE SOUTHWESTERLY ALONG THE CENTER LINE OF
15 ;'TH STREET TO ITS INTERSECTION WJ:TH THE CEIfTER
16 LINE OF SAID OCEAN AVENUE, THENCE NORTRWESTEIlLY
17 ALONG THE CENTER LINE OF SAID OCEAN AVENUE TO
18 THE POINT OF BEGINNING, INCLUDING ALL INTER-

21 WAYS THEREIN AND BY DOING ALL NECESSARY GRADING,

23 OR LAND TO BE SPECIALLY ASSESSED TO PAY THE COST
24 THEREOF; DETERMINING THE STATUTE UNDER WHICH IT
25 IS PROPOSED TO CONDUCT THE PROPOSED PROCEEDINGS,
26 AND APPOINTING THE c:J:TY ENGINEER TO PREPARE A
27 WRITTEN REPORT UPON SAID PROPOSED IMPROVEMENT.
28 The City Council of the City of Seal Beach does hereby

30 Section 1. That the City Council of the Cit,. of Seal
31 Beach proposes to improve a portion of the City by grading and 1m-
32 proving streets and alleys in the Cit,. of Seal Beach, and hereb,y

1 finds and determines that the nature, location and extent of said
2 proposed improvement is mer e particularly described as follows I

2nd Street from the Northerly property line of Ocean
4 Avenue to the Southerly line of Central Avenue. Also 3rd Street
5 lying between the Northerly line of Ocean Avenue and the Southerly
6 line of Central Avenue. '+th Street from the Northerly property
7 line of Ocean Avenue to the Southerly property line of Central
8 Avenue and from the Northerly line of Central Avenue to the Souther-
9 ly line of Old Coast Highway; also Central Way from the Easterly
10 line of 1st Street to the Westerly line of 2nd Street. From the
11 Easterly line of 2nd Street to the Westerly line of '+th Street.
12 From the Easterly line of '+th Street to the Westerly line of 5th
13 Street, including all intersections, streets and alleys; including

14 the alley lying Northerly of Ocean Avenue between the Easterly
15 line of 1st Street, and the Westerly line of 5th Street. The alley
16 lying between 1st Street and 2nd Street and extending from the first
17 described alley Northerly to the Southerly line of Central Avenue;
18 also the alley ~Ying between 2nd and 3rd Street and extending North-
19 erly from the first described alley lying Southerly and parallel
20 to Central Avenue; also that alley lying between 3rd and '+th Street
21 and extending from the alley first described to the first alley
22 lying Southerly of Central Avenue and parallel to Central Avenue;
23 also that alley lying between '+th Street and 5th Street and ex-
24 tending Northerly from the alley first described to the Southerly
25 line of Old Coast Highway; also that certain alley lying Southerly
26 of Central Avenue and extending from the Westerly line or Itth
27 Street to its intersection with the alley lying between 1st and 2nd
28 Street; also that alley lying Northerly of Central Avenue and ex-
29 tending between the Westerly line of '+th Street and Southerly line
30 of Old Coast Highway; also alley lying Westerly of '+th Street
31 and extending from the Southerly line of Old Coast Highway to its
32 intersection with the alley lying Northerly of Central Avenue.

Section 2. That the boundaries or extent ot the district
2 or lands to be specially assessed to pay the cost thereof or such
3 proposed improvement is described as follows.
4 Beginning at the intersection of the center line of
5 Ocean Avenue and 1st Street, thence Northeasterly along the center
6 line of said 1st Street to the center line of Old Coast Highw~.
7 !hence Easterly along the center line of said Old Coast Highway to
8 its intersection with the center line of 5'th Street; thence South-
9 westerly along the center line of 5'th Street to its intersection
10 with the center line of said Ocean Avenue; thence Northwesterly
11 along the center line of said Ocean Avenue to the point of begin-
12 ning.
13 Section 3. The cost and expense of said work or improve-
14 ent shall be paid by special assessments upon the benefited prop-
15 erty.

16 Section '+. It is hereby' determined that the statute
17 under which it is proposed to conduct the proceedings for such
18 proposed improvement is that portion of the streets and highways
19 Code of the State of California, known and designated as the
20 "Improvement Act of 1911," (Statutes of 1911, Page 730), as amended,
21 with bonds to be issued as authorized under the provisions of said
22 Act.

Section 5'. That the City Engineer be and he is hereby
24 appointed and designated to procure such information as may be
25 required, and prepare and deliver to said City Council a written
26 report upon the proposed improvement, and said report shall contain
27 the following intorma~ion, to-wit.
28 (a) A map, plat or diagram showing the general nature,
29 location and extent of the proposed improvement, and the lands to
30 be assessed to pay any part of the cost thereof.
31 (b) The total estimated cost of the proposed improve-
32 ment, stating separatelY the estimated cost of each class of

1 construction proposed such as grading, paving, curbing and the
2 like, and inCluding the incidental expenses of the proceedings,
:5 the total amount of which shall also be separately stated.
4 Cc) i'he assessed value of each parcel of land to be
5 specially assessed, as shown on the last equalized assessment roil
6 of the City of Seal Beach and the total assessed value of said land .
7 It the assessed value of any such parcel of land is not specially
8 assessed, as shown on the last equalized assessment roll of the '
9 City of Seal Beach and the total assessed value of said landS,~I~
10 the assessed value ot any such parcel of land is not separately
)x: 11 shown upon said assessment rOll~ an estimated assessed value ,or 'su
12 parcel shall be made by the City Assessor, and such estimate shall,
13 for the purposes of this report, be considered the assessed value

Cd) The total assessed value of the improvements on
16 all parcels, but not upon,each parcel, of the lands to be assessed,
17 as shown by said assessment roll.
18 Ce) The total true value of said lands, computed in
19 the manner prescribed by that portion of the Streets and Highways
20 C04e of the State of California, known and designated as the
21 "Special Assessment Investigation, Limitation and Majority Protest
22 Act of 1931," approved June 8, 1931 (Statutes of 1931, Page 1372),
23 as amended, particularly Part 8 ot said Act.
24 (f) The true value of each parcel of said landS, computed
25 as provided by said "Special Assessment Investigation, Limitation
26 and Majority Protest Act of 1931."
27 Cg) The amount, as near as may be determined, of the
28 total principal sum of all unpaid speoial assessments and special
29 assessments required or proposed to be levied under any completed
30 or pending assessment proceedings, other than that contemplated
31 in the instant proceedings, whether direct or ad valorem, upon
32 each paroel of the lands proposed to be assessed.

(h) The estimated amount of the assessment for the
proposed improvement to be levied upon each parcel of land to
be assessed, and
(1) The number of years within which the bonds, if
any, to be issued shall mature, and the number of installments
of the principal of such bonds, and the interest rate or maximum
interest rate at which such bonds shall be issued if no definite
interest rate is to be fixed unt11 such bonds are sold.
Section 6. The City Clerk shall certi~ to the passage
of this Resolution by' the City Council of the City of Seal Beach.
