A PRELIMINARY RESOLUTION OF THE CITY OF SEAL
BEACH DETERMINING THE NATURE, LOCATION AND EXT~T
OF THE PROPOSED JJ.\PROVEMENT OF A CERTAIN AREA WITHIN
THE CITY OF SEAL BEACH DESCRIBED AS BEDINNING AT THE
INTERSEXJTION OF THE CENTER LINE OF OCEAN AVENUE AND
1ST STREET, THENCE NORl'HEASTERLY ALONG THE CENTER
LINE OF SAID 1ST STREET TO mE CENTER LINE OF OLD
COAST HIGHWAY. THENCE EASTERLY ALONG THE CENTER
LINE OF SAID OLD COAST HIGHWAY TO ITS INTERSECTION
WITH THE CENTER LINE OF Sm STREET, THENCE SOUTH-
WESTERLY AIDNG THE CENTER LINE OF 5TH STREET TO ITS
INTERSECTION WITH THE cmqTER LINE OF SAIDOCEAN
AVENUE, THENCE NORTHWESTERLY ALONG THE CENTER LINE
OF SAID OCEAN AVENUE TO THE POINT OF BEGINNING,
D1CLUDING ALL INTERSECTIONS OF STREETS AND ALLEYS
LYING THEREIN IN mE CITY OF SEAL BEACH, BY PAVING
THE ROAI/Ji'AYS THEREIN AND BY DOING .ALL NECESSARY
GRADING J DEFINDlG THE BOUNDARIF.S OR EXTENT OF THE
DISTRICT OR LAND TO BE SPECIALLY ASSESSED TO PAY
THE COST. THEREOF) DETERMINING THE STATUTE UNDER
WHICH IT IS PROPOSED TO CONDUCT THE PROPOSED PRO-
CEEDINGS, AND APPOINTING THE CITY ENGINEER TO
PREPARE A WRITTEN REPORT UPON SAID PROPOSED IMPROVE-

'1 line of Old Coast Highway, also Central Ws,y from the Easterly line of 1st Street

the WesterJ.y line ot 4th Street. From the EasterJ.y line ot 4th Street to the
WesterJ.y line ot 5th Street, inclUding all intersections, streets and all~s,
including the alley lying Northerly of Oceen Avenue between the Easterly line ot
1st Street and the Westerly line ot 5th Street. ihe Alley lying between 1st
Street and 2nd Street end extending from the tirst described alley Northerly to
the Southerly line of Central Avenue; also the alley lying between 2nd and 3rd
Street and extending Northerly from the first described alley lying Southerly
and parallel to Central Avenue; also that alley lying between 3rd and 4th Street
and extending from the alley first described to the first alley lying Southerly
of Central Avenue and parallel to Central Avenue, also that alley lying between
4th Street and 5th Street and extending Northerly from the alley first described
to the Southerly line of old Coast Highws,y; also that certain alley lymg
Southerly of Central Avenne and extending from the Westerly line of 4th Street
to its intersection with the alley J.ying between 1st and 2nd Street; also that
all~ lying Northerly of Central Avenue and extending between the Westerly line
of 4th Street and Southerly line of Old Coast Highway, also alley lying Westerly

Section 2. That the boundaries or extent of the district or lends

1 of said Old Coast Highway to its intersection with the center line of 5th street;
2 thence Southwesterly along the center line of 5th Street to its intersection with
3 the center line of said Ocean Avelllle; thence Northwesterly along the center line
4 of said Ocean Avenue to the point of beginning.
5 Section 3. The cost and expense of said work or improvement shall
6 be paid by special assessments upon the benefited property.

Section 4. It is hereby detemined that the statute under which
8 it is proposed to conduct the proceedings for such proposed:ilnprovement is that
9 portion of the Streets and Highway Code of the State of California, lmawn and
10 designated as "JiDprovement Act of 1911" (Statutes of 1911, Page 130), as amended,
11 with bonds to be issued as authorized in that portJ.on of the Streets and Highway
12 Code of the State of California, lmown and designated as the "Improvement Bond
13 Act of 1915" (Statutes of 1915, Chapter 133), as amended.
14 Section 5. That the City Engineer be,and he is, hereby appointed
15 and designated to procure such information as may be required, and prepare and
16 deliver to said City Council a written report upon the proposed improvement,

and said report shall. contain the following infonnation, to-wit:
(a) A map, plat or diagram showing the general nature, loc!l,tion
and extent of the proposed improvement, and the lands to be assessed to pay
any part bf the cost thereof.
(b) The total est:lma.ted cost of the proposed improvement, stating
separately the estimated cost of each class of construction proposed such as
grading, pav:lng, curbing and the like, and including the incidental expenses of
the proceedings, the total amount of which shall also be separately statea.
(c) The assessed value of each parcel of land to be specially
assessed, as shown on the last equalized assessment roll of the City of Seal
Beach and the total assessed value of said lands. If the assessed value of a:rry
such parcel of land is not separately shown upon the assessment roll, an esti-
mated assessed value of such parcel shall be made by the City Assessor, and such
est:lma.te shall, for the purposes of this report, be considered the assessed
value of such parcel.
(d) The total assessed value of the improvements on all parcels,

10 (g) The amount, as near as mq be determined, of the total.
11 principal sum of all unpaid special assessments and special assessments required
12 or proposed to be levied under any completed or pending assessment proceedings,
13 other than that contemplated in the instant proceedings, whether direct or ad
14 valorem. upon each parcel of the lands proposed to be assessed.

(h) The estimated amount of the assessment for the proposed
improvement to be levied upon each parcel of land to be assessed; and,
(i) The number of years within which the bonds, if any, to be
issued shall mature, and the number of installments of the princ:q>al of such
bonds. and the interest rate or maxiJDwn interest rate at which such bonds
shall be issued if no definite interest rate is to be fixed until such bonds
are sold.
Section 6. The City Clerk shall certi1'y to the passage of this
Resolution cr,y the City Council of the City of Seal Beach.
