" RESOLUTION NO,228 WHEREAS, the City of Seal Beach is intensely interested in seeing a broad and beautiful, s@ndy beach at the ocean, which is the Southerly boundary of said city; and WHEREAS, since the construction of the jetties whIch form a part- of th~ general plsn and scheme of the Los Angeles Flood Control,which said jetties are eBtended into the ocean on either side of the mouth of A1amitos Bay, and which said jetties are entirely located within the City of Seal Beach and were constructed by the said Los Angeles County Flood Control District through a permit given by said City of Seal Beach, the beach on the East side of said jetties and In the City of Seal Beach has not been filled in as anticipated, while adjacent to the West jetty and in the City of Long BeaCh, the beach has been made by sand to the end of said jetty; and WHEREAS, it is the opinIon of the City EngIneer of the City of Seal Beach and others that said beach wIll never be extend4d and that __ .there 111'.111 'b,e no acc:ret;!,oR~_ )1n..!;1i;L an immense flow of water used for - .. --- - -~ -- . -~-~-i --- -.--...... -, , cooling the generators in the Los Angeles Gas and Eleotric Company plant, adjacent thereto, have been diuerted from Its present 9utlet, which is adjacent to and Easterly from the East jetty of said Flood Control, as the continuous flow of the large volume of water prevents the settling of any sand in the immediate location of said jetty;and WH~S, it is the opinion of the City Engineer of the City of Seal Beach and others that if the said cobling waters can be diverted so that they will be emptIed into the channel of Alamitos Bay or some other suitable manner evolved to dispose of saId cooling water other than by an open ditch adjacent to and Easterly from sald,EQst ijetty, that accretion would immediately follow, and the said City of'Seal . Beach would be much benefited thereby, and that a considerable tract of land would be made in the form of a broad and beautifUl beach, and which would become the property of the State of California, and could be utIlized by it for state park ,purposes. '" ... ~ .~ -, quest that they investigate ways and means of proceeding by law. or obherwise, to cause the said Los Angeles Gas and Electric Company to abandon theIr present method of disposing of the cooling water from their generators to the end that the best interests of the City of Seal Beaca and the State of CalIfornia may be subserved.
