I WHEREaS, the City of Seal Beach,California,has made Application to the Federal Emergency AdministratIon of PublIc Works,for the ac- q1lisition,construction and oompletion of a oertain munbipal improve- ment;tow1t: The aoquisltion,construction and completion pf breakwaters, levees,bulkheada and walls of rock or other material, extending into the Pacific Ocean at the Westerly line of the entrance to Anaheim Landing Bay,as more particularly set forth in said .application wh1ch is hereby referred to for fUrther partioulars; and, WHER&.S,the United States Glhe1'rllllent has made an allotment Df fUnds under aaid .application and the provisions of a oerta1n Loan and Grant Agreement entered into by and between said City and saId United States.9t America,being Public Works Docket No.64l0,in the amount of ,.B2.000.00;and, WHEREAS,V1ctor Hays,Consulting ~ineer,has pllBpared a hydDo- graphic survey,profiles,eBt1mates of cost and tenative plans for the proposed oonstructlon of such public works and municipal 1m- provement;and said City desires to engage the servioes of said engineer fpr the preparation of final plans and specifications and superviaion of the construction thereof; NOW,THEREFOR, the City Counoil of the City of Seal Beaoh,County of orange;State of Callfornia,does hereby resolve, as followsr - 1. That the Mayor and City Clerk are hereby authorized and direoted to enter into a certain agreement with Victor Hays,Con- sulting ~ineer and a registered civil eng1neer,for and on behalf of said CIty of Seal Beaoh,for the fUrnishing of all eng1neering services,labor,materia1 and supplies in oonnection with the engineer- ing worke,of designing, planning and supervising of constI'llction or said Breakwater in said City of Seal Beaoh,Oalifornia,in aooordance with requirements of the state ~ineer,P.W.A.,Federal Emergenoy Administration of Publio Works,and the terms and provisions of suoh agreement in the form and substanoe submitted herewith. 2.
