HomeMy WebLinkAboutPC Min 1979-03-07 e MINUTES OF THE PLANNING COMMISSION MEETING OF MARCH 7 1979 \ THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY MARCH 7 1979 IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS TRATION BUILDING 211 8th STREET THE MEETING WAS CALLED TO ORDER BY CHAIRMAN RIPPERDAN AT~7 30 P M AND THE PLEDGE TO THE FLAG WAS LED BY VICE CHAIRMAN COVINGTON PRESENT Cook Lelbert Rlpperdan ~ovlngton ABSENT Knapp Mlnutes of the February Zl 1979 meetlng were approved as corrected PUBLIC HEARINGS d A Archltectural Revlew Board (contlnued) Secretary presented a Staff Report lndlcatlng that the purpose of the PubllC Hearlng lS to recelve publlC testlmony on the concept of the ARB rather than wlth speclflc prOV1Slons In the draft ordlnance PubllC Hearlng Opened James Francls 635 Sandplper spoke In Opposltlonkto the proposed concept statlng he was opposed to regulatlons}for mlnor alteratlons to houses such as palntlng He also stated he felt that such an ordlnance would be dlfflcult to admlnlster f '\ i' ........ .n ~ .- ~ Larry Welr 636 Beachcomber spoke In Opposltlon to the concept statlng there was too much regulatlon presently and that new laws reflect a fallure of leadershlp He also pOlnted out that a new board was lnconslstent wlth the dlrectlon expressed In Proposltlon 13 and that peole should dlSCUSS problems wlth thelr nelghbors rather than create another board ~ e ~ Jlm Hadlfor 408 Emerald Place spoke In favor of the concept uSlng examples of the recent 7 11 approval and ana second story addltlon constructed WhlCh adversely affects hlS house Cook asked If an ARB could preclude a second story addltlon Secretary stated that an~ARB could not lf other factors were lnvolved Jlm Watson 101 Maln Street spoke In favor of the concept and expressed concern about the posslbllty that an ARB could be arbltrary Mr Watson suggested that approval be kept at Staff level wlth the exceptlon of extreme cases Mr Watson also spoke on the eXlstlng dlverslty wlthln the Clty whlch should be preserved wlth the exceptlon of regulatlng slgns landscaplng and llghtlng D1Scusslon followed on the procedures for obtalnlng publlC lnput on the draft ordlnance PubllC Hearlng closed Cook spoke In Opposltlon to the concept of an ARB questlonlng the need for such a board and restated hlS concerns about the use of general terms In the draft ordlnance wlth no deflnltlons or perl meters for 1 nterpretatl on Extenslve dlScusslon followed on a varlety of potentlal changes to the draft ordlnance ~ -- Rlpperdan moved to approve the concept of an ARB wlth the followlng added to Sectlon B under Jurlsdlctlon Palntlng repalntlng texturlng and retexturlng of eXlstlng slngle famlly resldences shall be exempt from the Archltectural ReVlew requlrements Furhter Staff was dlrected to prepare the detalled crlterla for Plannlng Commlss10n and Clty Councll reVlew and approval motlon seconded by Lel bert ..... .... .i ..... .( ...... ~ .,.. e Mot1on passed by the follow1ng vote AYES NOES ABSENT R1pperdan Le1bert Covlngton Cook Knapp MINUTE ORDER In response to a questlon Secretary stated that the draft ord1nance would rema1n before the Plann1ng Commlsslon untll forwarded by the Comm1sslon to the C1ty Counc1l \ ORAL COMMUNICATIONS J1m Watson 101 Maln Street presented the f1nal plans for the Edlson Tr1angle (Bay C1ty Plaza) for Commlsslon reVlew and comment The Comm1sslon re~lewed the plans prov1dlng a number of comments -( ..
