MINUTES OF THE PLANNING COMMISSION MEETING OF APRIL 18 1979
THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY
APRIL 18 1979 IN THE COUNCIL CHAMBERS OF THE CITY ADMINISTRATIO~
BUILDING 211 8th STREET THE MEETING WAS CALLED TO ORDER BY
CHAIRMAN RIPPERDAN AT 7 35 P M AND THE PLEDGE TO THE FLAG WAS
LED BY COMMISSIONER KRAPP

PUBLIC HEARINGS
A Meetlng Tlme Change
Secretary presented a Staff Report outllnlng the proposed tlme change PubllC
Hearlng opened No one from the audlence spoke PubllC Heawlng closed After
conslderable dlScusslon on the posslblllty of changlng the meetlngCtlme~Trom
7 30 P M to 7 00 P M Commlssloners Rlpperdan Cook and Lelbert stated that
they had no preference for any glven tlme ::K~Jla~~retalnlng the current
meetlng tlme due to the fact that people are used to the Commlsslon meetlng at
that hour Covlngton favored a 7 00 P M meetlng tlme so that lnterested persons
could attend meetlngs wlthout staYlng for late meetlngs Knapp moved to
contlnue meetlng at 7 30 P m seconded by Cook and approved by the followlng
vote

A Report onmOld Pollce Structure (Central & 8th Street)
The Plannlng Dlrector and Clty Englneer revlewed reports ~ the Commlsslon relatlng
to Clty Councll concerns as to the future of the Old Pollce BUlldlng After
conslderable dlScusslon the Commlsslon unanlmously favored retentlon of the
bUlldlng The Commlsslon clted the followlng reasons for keeplng the bUlldlng
1 Hlstorlcal Value of the BUlldlng
2 Potentlal use of space by the Clty and/or publlC serVlce groups
3 Cost of refurblshlng the eXlstlng bUlldlng vs cost of new
constructlon should the need arlse for addltlonal Clty Hall offlce
space or storage

The Commlsslon also was of the oplnlon that addltlonal lnformatlon was needed
to determlne actual costs to refurblsh the bUlldlng and make lt safe
Cook moved to strongly recommend to Clty Councll that the bUlldlng be preserved
seconded by Covlngton and unanlmously approved

Covlngton moved to recommend to Clty Councll that the Plannlng Commlsslon be
authorlzed to hold PubllC Hearlngs to obtaln publlC lnput on fundlng sources
avallablllty of grants and potentlal uses for the bUlldlng Seconded by
Rlpperdan and unanlmously approved

B D1Scusslon on Proposed New Industrlal Structure
Secretary presented a Staff Report outllnlnq the proposed development and dlstrlbuted
coples of the draft Negatlve Declaratlon for Commlsslon reVlew The Commlsslon
lnformally revlewed the Tentatlve Parcel Map and plans for the proJect The
proJect wlll be consldered on May 2 1979

Cook suggested that the Plannlng Commlsslon act agaln on the ARB motlons of
Aprll 4 1979 In order to comply wlth Robert S Rules of Order
Rlpperdan announced that the Commlsslon wlll conslder at thelr next meetlng a
motlon to resclnd the motlon made by Commlssloner Cook at the Aprll 4 1979 meetlng
relatlng to the ARB coverage of bew development
Cook noted that trees have been planted at 112 11th Street along the T head
alley and posslbly In the alley rlght of way Matter wlll be referred to the
PubllC Works Department
D1Scusslon followed on Zonlng and BUlldlng vlolatlons as well as lllegal changes
In use of Commerclal establlshments (Retall to restaurant wlth nm permlts)
Covlngton suggested that the Commlsslon mlght beneflt from a JOlnt study seSSlon
wlth the Parks and Recreatlon Commlsslon to reVlew the Coastal Conservancy S DWP
plan
