THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY
JULY 18 1979 IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS-
TRATION BUILDING 211 8th STREET THE MEETING WAS CALLED TO
ORDER AT 7 30 P M AND THE PLEDGE TO THE FLAG WAS LED BY VICE-

Pub11c Hear1ng Opened Cook asked ~f the bU1ld1ng could be used
for any purpose 1n 1tS present cond1t1on Secretary stated that
any human use of the bU1ld1ng 1S proh1b1ted unt1l 1t 1S made safe
Cov1ngton asked about grants and suggested that add1t1onal pub11c
hear1ngs be held after grant ava1lab1l1ty 1S known Secretary
stated that all grant sources are be1ng lnvest1gated Le1bert
favored preservat10n of the bU1ld1ng R1pperdan and Cov1ngton
favored museum and art use of the bU1ld1ng wlth meet1ng rooms made
ava1lable
Cook moved to recommend that the Pol1ce Department be moved back
lnto the bU1ld1ng and the new pol1ce stat10n be sold Motlon d1ed
for lack of second Cov1ngton suggested that the Fosdyke report
be updated based on cost changes 1n f1ve (5) years Mrs Brown
212 14th Street spoke 1n Opposlt1on to the New Po11ce Statlon
and supported mov1ng the po11ce stat10n back to the downtown area

NEW BUSINESS
A Proposed Resolut1on on DWP Restorat1on Plan (off-agenda 1tem)
Secretary stated that 1n order to rece1ve a $450 000 frant for the
s1te the plan must be found cons1stent w1th the General Plan
Cov1ngton moved approval of Resolut1on 1187 seconded by R1pperdan
and unan1mously approved

opened Comm1ss1oner Cook stated that 1n h1s op1n1on the proJect
as rev1sed should st1ll requ1re a Var1ance for excess he1ght
Extens1ve d1scuss1on followed on the Code def1n1t1ons of he1ght and
how they apply to the proJect Cook moved to have the appl1cant
apply for a Var1ance for the bU1ld1ng he1ght Mot1on d1ed for
lack of second

presented responses to the Comm1ss1oner s concerns expressed at the
June 20th meet1ng
BU1ld1ng He1ght The bU1ld1ng has been lowered to 35 w1th 3~

N01se Study ReV1S1ons were made on the bas1s of h1gher traff1c
volumes result1ng 1n one p01nt 1ncrease 1n STC levels STC levels
are now 33 28 and 26
Traff1c & Park1ng Traff1c to be generated by the proJect was not
mod1f1ed The traff1c Eng1neer restated the op1n1on that the
proposed 90 degree street park1ng 1S safe as proposed
Wood vs Concrete BU1ld1ng Concrete bU1ld1ngs would cost 60 more
than wood frame and l1m1t arch1tectural flex1b1l1ty
Four Two Story BU1ld1ngs A plan for 4 two story bU1ld1ngs rather
than 3 three story structures showed the structure footpr1nts to
be exceSS1ve for the s1te and s1te requ1rements
Add1t1onal Elevators Add1t1onal elevators are poss1ble but the
only advantage would be a back up 1f one was not funct1on1ng
After d1scuss1on on the 1nformat1on presented Cov1ngton address1ng
the 1ssue of n01se suggested that the glaz1ng schedule for all
street fac1ng glass enclosed open1ngsO be upgraded In add1t1on
Cov1ngton asked 1f the elevators were to be des1gned to accomodate
the hand1capped The proJect arch1tect stated that the elevators
were over S1ze and des1gned for hand1capped

MOTION FAILED
The proJect manager Lee M1ller rev1ewed the eX1st1ng pr1vate open
space areas 1n Le1sure World and 1nformed the Comm1SS1on that the
proposed proJect must buy 1nto the eX1st1ng pr1vate Le1sure World
fac111t1es at a cost of between $3000 - $4000 per un1t Therefore
due to the amount of pr1vate open space and recreat10nal fac1l1t1es
1n Le1sure World the app11cant requested that some or all of the
requ1red ded1cated open space or 1n-11eu fees be wa1ved The
Comm1SS1on stated that the full 1n-11eu fee should be collected
The proJect by bUY1ng 1nto the Le1sure World fac1l1t1es d1d not
e11m1nate 1tS ab1l1ty or r1ght to use eX1st1ng C1ty recreat10nal
