MITIGATED NEGATIVE DECLARATION 07 -2 — LAMMON AVENUE WELL
PROJECT:
Proiect Overview:
Proposed Lampson Avenue Well Project Location-
The proposed location for the Lampson Avenue Well Project site is located on Lampson Avenue,
about 4,500 feet east of Seal Beach Boulevard and immediately east of Old Ranch Country Club
and about 2,600 feet north of the I -405 Freeway and SR -22 Freeway interchange. The site is
triangular in shape with a hypotenuse length of about 443 feet along Lampson Avenue by 183
feet (height) on the west and 403 feet (base) on the north adjacent to the Los Alamitos Joint
Forces Training Base (JFTB). The site is enclosed by a chain link fence and totals 25,362 square
feet. Access to the site is through a gate from Lampson Avenue.
The Site Vicinity Map is shown in Figure 1, and the Proposed Lampson Avenue Well Site
Layout is shown in Figure 2 Initial Study/Mitigated Negative Declaration 07 -2.

Statement of Need/Project Description:
The City currently has three active wells with a total capacity of 8,000 gallons per minute.
Should one of the three wells require maintenance or be out of service, the local supply capacity
may be as low as 4,800 gallons per minute. This closely matches the maximum day demand of
4,773 gallons per minute. With the addition of the Lampson Avenue Well, anticipated to have a
pumping capacity between 4,000 and 5,000 gallons per minute, the City will have local supplies
that can meet the system's maximum daily demand in the situation when not all wells are
available for use.
Additionally, most of the water supplied to the College Park East area is provided by the Bolsa
Chica Well facility If this facility were to be out of service, the College Park East area of the
City would be without adequate fire flow capacity. With the completion of the well, the City will
have a sufficient, firm source of local supply capacity, and enhance the fire flow capacity in the
northerly portions of the City's system.
The proposed well facility is an approximately 3,300 square foot cement masonry unit (CMU)
enclosed building composed of four rooms/areas. The building is proposed to receive a stucco
coating on the exterior that will cover the CMU walls. Additionally the building is proposed to •
have a cement/clay tile roof. There is a generator room which houses a natural gas generator set;
a pump room that houses the well pump /electric motor assembly, discharge piping and valves,
pump to waste piping and valves, motor control center, and other appurtenant facilities; a
disinfection equipment room which houses an on -site disinfection unit, and an office for City
maintenance and operations personnel /staff. The overall height of the building would be
approximately 18 -feet in height which is compatible with nearby structures in the area. Metal
doors would allow access in and out of the building.
The building would be situated on the westerly portion of the property and located approximately
20 feet from the northerly property line, approximately 20 feet from the southerly property line,
approximately 55 feet from the westerly property line, and approximately 275 feet from the
easterly property line.
Existing General Plan, Zoning and Other Land Use Regulations
A. City of Seal Beach:
The City of Seal Beach General Plan land use designation is Open Space -Golf (OS -G).
The zoning land use designation is Recreational -Golf (R -G). Although the potable water
well facilities are not explicitly identified as permitted uses, these types of uses are a

necessary and anticipated part of community development. The proposed uses are
considered consistent with applicable City land use plans and policies.
Summary of Mitigated Negative Declaration Preparation and Public Review
Process:
The Mitigated Negative Declaration for the Lampson Avenue Well project has been prepared by
city staff and has completed the required 30-day time period for receipt of comments. Comments
were received by the City from August 14 to September 14, 2007, in accordance with the
provisions of the California Environmental Quality Act A copy of the subject document has
previously been provided for the i iformation of the City Council. The Initial Study, proposed
lbtlgated Negative Declaration, and required public notices are on file at the Department of
Development Services.
The Initial Study/Mitigated Negative Declaration was distributed for review and comment to the

newspaper, The Sun, on August 14, 2007. Copies of the Mitigated Negative Declaration were

also made available for public review at the Development Services public counter and at each
library within the City.
The City of Seal Beach received 4 comment letters on the Mitigated Negative Declaration from
public agencies and also received comments from the Environmental Quality Control Board
during the public comment period.
CEQA section 21091(d)(1) requires that the City, as Lead Agency, must consider any comments
on the proposed Mitigated Negative Declaration that are received within the public review
period. The City also received a comment letter from the State of California Native American
Heritage Commission on September 20, 2007, after the close of the public comment period on
September 14, 2007. Although CEQA does not require Lead Agencies to respond to late
comments, the letter and its comments are addressed herein. Pursuant to CEQA, the Lead
Agency is only obligated to respond to comments on an Environmental Impact Report, not for a
proposed Mitigated Negative Declaration. However, the City does so voluntarily in order to
acknowledge public input and fully address any issues raised.
In addition, the City further determined to have the draft mitigated Negative Declaration
reviewed by the Planning Commission on October 3, 2007. Mailed copies of notice of Planning •
Commission consideration on October 3, 2007 of this matter and the Notice of Intent to Adopt a
Mitigated Negative Declaration were provided to 32 property owners adjacent to the project site
and across Lampson Avenue that were within a 300 -foot radius of the exterior boundaries of the
project site on September 17, 2007. At the October 3, 2007 meeting the City received comments
from members of the Planning Commission and 1 public comment from a private citizen.
Staff Recommendations reeardine Negative Declaration 07-2 -- Lamnson Avenue
Well Proiect.
The required environmental review process has been completed and the analysis has indicated that
the proposed project will not have any significant effects on the environment if the mitigation
measures proposed in the IS /MND document are implemented.
The California Environmental Quality Act (CEQA) requires that all public agencies establish
monitoring and/or reporting procedures for mitigation measures (MMs) adopted as conditions of
approval in order to mitigate or avoid significant project impacts. Specifically, Section
21081.6(a)(1) states:
"The public agency shall adopt a reporting or monitoring program for the changes made
to the project or conditions of project approval, adopted in order to mitigate or avoid

significant effects on the environment. The reporting or monitoring program shall be
designed to ensure compliance duringproject implementation."
A Mitigation Monitoring and Reporting Program has been prepared in compliance with the
requirements of CEQA, and includes all mitigation measures from the Final Initial Study/Mitigated
Negative Declaration addressing the Lampsoa Avenue Well Project The Mitigation Monitoring
and Reporting Program also identifies the required timing and responsible parties for
implementation and monitoring. The mitigation measures have been sorted by topical area in the
order presented in the IS/MND. A copy of the Mitigation Monitoring and Reporting Program is
provided as Attachment 5 for the information of the City Council.
Staff recommends the City Council adopt a resolution that will memorialize the following
determinations of the Council:
❑ The City Council hereby affirms that it independently reviewed and analyzed Mitigated
Negative Declaration 07 -2 and finds as follows:
❑ Initial Study/Mitigated Negative Declaration 07 -2 — Lampson Avenue Well project was
prepared by a city staff and therefore reflects the independent judgment of the City;
is El There is no substantial evidence in the record that would support a fair argument that
approval of the project might have a significant environmental impact;
❑ Adoption of the proposed "Mitigation Monitoring and Reporting Program ", dated
January 3, 2008 as conditions of approval for the proposed project will mitigate or avoid
significant project impacts.
❑ Approval of this project involves no potential for adverse effects, either individually or
cumulatively, on wildlife resources and will not have an adverse impact on fish and
wildlife. The project consists of the constructing new municipal water well at a location
with no existing sensitive vegetation or wildlife, and has no impact on wildlife
resources, since there are no identified wildlife resources on or adjacent to the site. The
City Council directs the Director of Development Services to file the appropriate De
Minimis Impact Finding for the California Department of Fish and Game Certificate of
Fee Exemption.
❑ The City Council approves the "Notice of Determination" and "California Department of
Fish and Game Certificate of Fee Fxemption" and instructs the Director of Development
Services to execute and file these documents in accordance with the provisions of CEQA.

None. Approval of Mitigated Negative Declaration 07 -2 will allow this project to proceed to
preparation of final construction plans and specifications and eventual construction upon approval
of a construction bid by the City Council, and compliance with the adopted Mitigation Monitoring
Program.

application to construct a new municipal water supply well with a pumping

WHEREAS, the City Council considered the adoption of the subject Mitigated
Negative Declaration 07 -2, Lampson Avenue Well Project Mitigation
Monitoring and Reporting Program, and Responses to Comments
documents, along with a Staff Report on January 14, 2008, and received
additional public comments, and
WHEREAS, the City has addressed each of these concerns within the Initial
Study/Mitigated Negative Declaration document. Moreover, although
CEQA does not require responses to comments made concerning a
negative declaration, the City responded in writing to comments received,
in the "Responses to Comments for hitial Study/Mitigated Negative
Declaration 07 -2, Lampson Avenue Well Pmjecf' document dated January
3,2008
NOW, THEREFORE BE IT RESOLVED, that the City Council hereby.
• 1 Finds that there is substantial evidence in the record that the project may have a
significant effect on the environment, but mrbgation measures imposed herein would
avoid or mitigate the effects to a point where clearly no significant effect would
occur and there is no substantial evidence in the record that any significant effect
would remain after mitigation
2. Finds that there has been no evidence presented that Mitigated Negative Declaration
07 -2 has been "substantially revised" so as to require recirculation under the
California Environmental Quality Act.
3. Adopts Mitigated Negative Declaration 07 -2 — Lampson Avenue Well Project
4. Approves and adopts as conditions of approval the Mitigation Measures set forth in
"Exhibit A" of this resolution for the Lampson Avenue Well Project.
5. Determines that approval of this project involves no potential for adverse effects,
either individually or cumulatively, on wildlife resources and will not have an
adverse impact on fish and wildlife. The project consists of the concocting new
municipal water well at a location with no existing sensitive vegetation or
wildlife, and has no impact on wildlife resources, since there are no identified

Introduction
The following Initial Study has been prepared to address the proposed Lampson Avenue
Well Project. This Initial Study has been prepared in accordance with the requirements of
the City of Seal Beach's procedures for implementation of the California Environmental
Quality Act (CEQA), particularly CEQA Guidelines § 15063. Included in this Initial Study
is a description of the proposed project and the environmental setting, as well as
evaluation of whether the proposed project could have a significant effect on the
environment. The results of the analysis are documented in the Appendix on the
included checklist form from Appendix G of the CEQA Guidelines and an accompanying
explanation of checklist responses.
II. Project Location and Environmental Setting
The proposed Lampson Avenue Well Project is located on Lampson Avenue, about 4,500
feet east of Seal Beach Boulevard and immediately east of Old Ranch Country Club and
about 2,600 feet north of the 1-405 Freeway and SR -22 Freeway interchange. The site is
triangular in shape with a hypotenuse length of about 443 feet along Lampson Avenue by
183 feet (height) on the west and 403 feet (base) on the north adjacent to the Los
Alamitos Joint Forces Training Base (JFTB). The site is enclosed by a chain link fence
and totals 25,362 square feet. Access to the site is through a gate from Lampson
Avenue.

Layout is shown in Figure 2.
111. Statement of Need/ Project Description
The City currently has three active wells with a total capacity of 8,000 gallons per minute.
Should one of the three wells require maintenance or be out of service, the local supply
capacity may be as low as 4,800 gallons per minute. This closely matches the maximum
day demand of 4,773 gallons per minute. With the addition of the Lampson Avenue Well,
anticipated to have a pumping capacity between 4,000 and 5,000 gallons per minute, the
City will have local supplies that can meet the system's maximum daily demand in the
situation when not all wells are available for use.
Additionally, most of the water supplied to the College Park East area is provided by the
Bolsa Chica Well facility. If this facility were to be out of service, the College Park East
area of the City would be without adequate fire flow capacity. With the completion of the
well, the City will have a sufficient, firm source of local supply capacity, and enhance the
fire flow capacity in the northerly portions of the City's system.
The proposed well facility is an approximately 3,300 square foot cement masonry unit
(CMU) enclosed building composed of four roomsfareas. The building is proposed to
• receive a stucco coating on the exterior that will cover the CMU walls. Additionally the
building is proposed to have a cement/clay file roof. There is a generator room which

houses a natural gas generator set; a pump room that houses the well pump /electric •
motor assembly, discharge piping and valves, pump to waste piping and valves, motor
control center, and other appurtenant facilities; a disinfection equipment room which
houses an on -site disinfection unit, and an office for City maintenance and operations
personnel/staff. The overall height of the building would be approximately 18 -feet in
height which is compatible with nearby structures in the area. Metal doors would allow
access in and out of the building.
The building would be situated on the westerly portion of the property and located
approximately 20 feet from the northerly property line, approximately 20 feet from the
southerly property line, approximately 55 feet from the westerly property line, and
approximately 275 feet from the easterly property line.
A CMU wall is proposed to be constructed around the easterly, westerly, and southerly
sides of the property. Access to the site will be from Lampson Avenue through a
concrete driveway and motorized gate situated at the easterly portion of the property.
Landscaping that closely matches and assimilates the adjacent parkway landscaping is
planned for the parkway areas between the back of the curb and the front face of the
CMU wall. To minimize water use, no landscaping is planned on site.
The project will require a 480 -volt, 3 -phase electric service for operating the well pump,
disinfection equipment, lighting, and appurtenant facilities; a natural gas service for the
emergency generator set fuel supply; and a telephone service for an auto dialer. •
Coordination with applicable utility and service providers is planned as part of the
Proposed project. in addition, the project will require an 18 -inch RCP storm drain for the
Pump-to-waste line and site surface drainage to convey drainage southwesterly for
connection to the City's other storm drain facilities; a 16 -inch potable water transmission
main to convey water southwesterly for connection to the City's other transmission
facilities; and an 8 -inch gravity sewer connection for sewering of the on -site restroom
facilities.

The following analysis is based on the items checked on the completed Environmental
Checklist attached as an Appendix. Discussion is included in several categories to
identify design standards, ordinances, and building practices that will be implemented to
ensure the project's compliance with all relevant environmental issues.
Aesthetics
a) Would the project have a substantial adverse effect on a scenic vista? (Less Than
Significant impact)
The project will not have a substantial adverse effect on a scenic vista. The
proposed well building facility is bordered by existing residential houses (across
Lampson Street; the homes already have an existing CMU wall.. that -prevents
viewing of the pump station), along the north the Los Alamitos Joint Forces Training
Base borders the site, and to the west the Old Ranch Country Club Golf Course
borders the project.

site and its surroundings? (Less Than Significant lmpeco
The conceptual project plans do not yet provide for building elevations or details.
The project proposes a new building to house the well, chlorination, office, and
emergency generator equipment. The new building will be approximately 3,320
square feet in area and approximately 18 feet in height as conceptually described
herein. An existing chain link fabric fence with landscaping surrounds the proposed
construction area and it is proposed to be replaced with a CMU wall. The proposed
facilities will improve the visual character of the site and closely match the adjacent
architectural and construction features of the surrounding homes (across Lampson
Avenue). Matching the style and construction of the adjacent homes will provide for
an aesthetically pleasing facility and will upgrade the existing visual character of the
undeveloped site. To ensure the project will not degrade the visual character of the
area the following mitigation measure is recommended:
A -1 Prior to approval of construction documents, project plans
including building elevations, wall details, and landscaping shall
be submitted for review and approval by the Director of
Development Services to ensure the proposed design is com-
patible with adjacent development.
• d) Would the project create a new source of substantial light or glare which would
adversely affect day or nighttime views in the area? (No Impact)
As more precise plans are defined for the proposed project, security lighting may be
proposed as part of the project. To ensure all project lighting will not adversely affect
the Los Alamitos Joint Forces Training Base and adjacent residents, the following
mitigation is recommended:

Recreational Golf (R -G).

The project will not involve other changes in the existing environment that could
result in conversation of Farmland to non - agricultural use. The well is surrounded by
urbanized uses and the Los Alamitos Joint Forces Training Base.
Air Cluality
a) Would the project conflict with or obstruct implementation of the applicable air
quality plan? (No Impact)
The project will not conflict with or obstruct implementation of the applicable air
quality plan. The short-term effects of proposed construction will be controlled by
measures adopted from the South Coast Air Quality Management District's •
(SCAQMD) 2003 Air Quality Management Plan.
b) Would the project violate any air quality standard or contribute substantially to an
existing or projected air quality violation? (Less Than Significant Impact)
The proposed project is located in the South Coast Air Basin (SCAB) and is subject
to standards and practices of the South Coast Air Quality Management District
(SCAQMD) and the California Air Resources Board (CARB). The AQMD establishes
and enforces regulations for stationary pollution sources in the basin. The CARB is
responsible for regulating and controlling motor vehicle emissions. Additional air
quality regulations are governed by the U.S. Environmental Protection Agency
(EPA) and the Southern California Association of Governments (SCAG). SCAG is
the primary agency responsible for writing the federally mandated Air Quality
Management Plan (AQMP), which outlines the actions required to achieve ambient
air quality standards.
The South Coast Air Basin has been designated by the EPA as a non - attainment
area for ozone, carbon monoxide, and suspended particulates. The overall strategy
for the area's Air Quality Management Plan is to meet applicable state and federal
requirements and to demonstrate attainment of the ambient air quality standards.
The new well pump is electric powered and the proposed emergency generator •
equipment is fueled by natural gas. The generator will operate infrequently; when

mode. No significant emissions are anticipated. The generator equipment to be
utilized will be on SCAQMD's approved /permitted list and, prior to installation, the
generator will be permitted by SCAQMD.
c) Would the project result in a cumulatively considerable net increase of any criteria
pollutant for which the project region is non-attainment under an applicable federal
or state ambient air quality standard? (No Impact)
The project will not result in cumulatively considerable net increase of any criteria
pollutant as discussed in b) above.
d) Would the project expose sensitive receptors to substantial pollutant
concentrations? (Less than Significant Impact)
Exposure of sensitive receptors will have a less than significant impact with the
implementation of standard short-term construction- related air quality management
measures.
e) Would the project create objectionable odors affecting a substantial number of
people? (No Impact)
• The project will not create objectionable odors. Although the AQMD construction -
related emission thresholds are not anticipated to be exceeded, the project- related
construction may result in noticeable short-term dust and PM10 emissions. Through
the implementation of standard construction practices these impacts are anticipated
to be less than significant.

a) Would the project have a substantial adverse effect, either directly or through
habitat modifications, on any species identified as a candidate, sensitive, or special
status species in local or regional plans, policies or regulations, or by the California

The project will not have a substantial adverse effect on any species identified by
California Dept. of Fish and Game and U.S. Fish and Wildlife Services as a species
for concern. There are no known species identified as species for concern existing
on the site. No wetlands and no riparian habitat or community exist on the site.

sensitive natural community identified in local or regional plans, policies, regulations
or by the California Department of Fish and Game or U S. Fish and Wildlife

All of Southern California, including the project site, is subject to the effects of
seismic activity. The project itself will not expose people or structures to potential
• adverse effects, including the risk of loss, injury, or death involving the rupture of a
known earthquake fault, strong seismic ground shaking, seismic- related ground
failure, including liquefaction or landslides. However, the project must adhere to the
City's adopted Building Code regulations that pertain to mitigating the potential
effects of fault ruptures and ground shaking or failures caused by a seismic event.
The site does not appear to be located within an Earthquake Fault (Aliquist- Priolo
Zone). Fault ruptures and ground shaking or failures that are associated with a
seismic event occurring along one of these faults or fault zones represents a
significant impact unless mitigated by adhering to the pertinent Building Code
sections.
A project geotechnical report will be prepared and the recommendations and
conclusions will be adhered to as the project is further developed.
b) Would the project result in substantial soil erosion or the loss of topsoil? (Less Than
Significant Impact)
Due to the size of the site and scope of the project, significant soil erosion or the
loss of topsoil is not anticipated. However, to ensure project erosion impacts are
less than significant, the following mitigation measure is recommended:

Such plan shall clearly identify all best management practices to •
be implemented during construction and their location. Such
plans shall contain provisions for specifically identifying and
protecting all nearby drainage features (with sand bag barriers,
filter fabric fences, straw bale filters, etc.) to prevent construction
related runoff and sediment from entering into these drainage
features that ultimately deposit runoff into the Pacific Ocean.
The drainage and erosion control plan should make it clear that
(a) dry cleanup methods are preferred whenever possible and
that if water cleanup is necessary, all runoff shall be collected to
settle out sediments prior to discharge from the site; all de-
watering operations shall require filtration mechanisms; (b)
concrete rinsates shall be collected and shall not be allowed into
storm drains; (c) good construction housekeeping shall be
required (e.g., clean up all leaks, drips, and other spills
immediately; refuel vehicles and heavy equipment off -site; keep
materials covered and out of the rain (including covering
exposed piles of soil and wastes); dispose of all wastes properly,
place trash receptacles on site for that purpose, and cover open
trash receptacles during wet weather); and (d) all erosion and
sediment controls shall be in place prior to commencement of •
grading and /or construction as well as at the end of each day.
C) Would the project be located on a geologic unit or soil that is unstable, or that would
become unstable as a result of the project, and potentially result in on- or offs to
landslide, lateral spreading, subsidence, liquefaction or collapse? (Less than
Significant Impact)
The current site is flat and no adjacent or adjoining properties have steep or loose
slopes that are indicative of landslides, lateral spreading, etcetera. Moreover,
several visits to the project site and general observation of the surrounding areas
yielded no -signs of any subsidence, liquefaction, or collapse. These concerns will
all be investigated and addressed during the preparation of the project geotechnical
report.
d) Would the project be located on expansive soil, as defined in Table 18 -1 -B of the
Uniform Building Code (1997), creating substantial risks to life or property? (Less
Than Significant Impact)
This concern will be investigated and addressed during the preparation of the
project geotechnical report. If expansive soil, as defined in Table 18 -1 -13 of the
Uniform Building Code (1997), is found on the project site proper mitigation
measures (complete removal or removal of such soil to sufficient depth) will be •
employed to minimize the risks to life and property.

sewage generated on the project site shall be connected to the City of Seal Beach's

The Joint Forces Training Base, Los Alamitos (JFTB) is located immediately north
of the City of Seal Beach corporate limits and is also located immediately to the
north of the project site. Flight operations from the JFTB generally take off over the
City of Seal Beach, resulting in a potential for aircraft emergency responses,
particularly in the case of an aircraft accident.
An Airport Environs Land Use Plan has been adopted by the Orange County Airport
Land Use Commission (ALUC) for the JFT13.1 The Airport Environs Land Use Plan
gives the ALUC the authority to prohibit any object that would interfere with the
established, or planned airport flight procedures, patterns, or navigational systems.
The ALUC established criteria for building height restrictions in the vicinities of
airports based on the Federal Aviation Regulations Part 77 (FAR Part 77) entitled,
'Objects Affecting Navigable Airspace! As a result, structures should not exceed
the elevations defined in FAR Part 77. Additionally the ALUC uses FAR Part 77 to
determine if a structure is an "obstruction." The project site lies within the AELUP
Height Restriction Zone for JFTB, FAR Part 77 Notification Area for JFTB Los
Alamitos: 20,000 -foot radius at 100:1 slope. Therefore the proposed project shall
be reviewed by the ALUC for land use compatibility; refer to Mitigation Measure
HAZ -1.
HAZA As the project site lies within the AELUP Height Restriction
Zone, it shall be reviewed by the ALUC for land use
compatibility prior to the issuance of a building permit.
Further, the site is located approximately 1,150 feet from the nearest point of the
Los Alamitos Army Airfield runway and the following mitigation measure shall be
incorporated as follows:
HAZ -2 The contractor must file notification of proposed construction
via Federal Aviation Administration (FAA) Form 7460 -1,
Notice of Proposed Construction at least 30 days before the

equipment, etcetera as required by the FAA.
This is recommended for submittal as one package to the FAA to minimize
confusion.
The reason necessitating the filing of Form 7460 -1 is per the Advisory Circular,
dated 3/1/00, initiated by ATA -400, Subject: Proposed Construction or Alteration of
objects that may affect the navigable airspace, Section 5, part (b), Subsection
(2),(a),(1). It states that if the construction falls near a Public -Use of Military Airport,
Heliport, or Seaplane base .... or near an airport operated by an armed force of the
United States; proposed object within: 20,000 feet of an airport of seaplane base
with at least one runway more than 3,200 feet in length and the object would exceed
a slope of 100:1 horizontally from the nearest point of the nearest runway. The well
drilling and equipping equipment and the building are all expected to be in excess of
11.5 -ft tall (1 percent (100:1) of the 1,150 feet distance to nearest point of the
runway).
It should be noted Form 7460 -1 is a notice. The FAA utilizes Form 7460 -1 for
issuance of a Notice to Airmen (NOTAM) to alert pilots to airspace or procedural
change made as a result of the structure /equipment.

the Lampson Avenue well will be equal to the amount of water not pumped from

groundwater level will ensure that the groundwater supplies

(BMP's) shall be implemented as identified in the project drainage and erosion plan •
required under Mitigation Measure G -1.
The drainage and erosion plan will describe the construction site area (including
area of immediate construction, ail off -site staging, storage and stockpile areas), will
name the persons assuming responsibility for full compliance with the submitted
plans for NPDES requirements, and will include topography for the entire project
limits. The drainage and erosion control plan will clearly identify all BMP's to be
implemented during construction and their location. The plan will contain provision
for specifically identifying and protecting all nearby drainage features (with sand bag
barriers, filter fabric fences, straw bale filters, etc.) to prevent construction - related
runoff and sediment from entering into these drainage features that ultimately
deposit runoff into the Pacific Ocean.
The drainage and erosion control plan should make it clear that: (a) dry cleanup
methods are preferred whenever possible and that if water cleanup is necessary, all
runoff shall be collected to settle out sediments prior to discharge from the site; all
dewatering operations shall require filtration mechanisms; (b) concrete rinsates shall
be collected and shall not be allowed into storm drains; (c) good construction
housekeeping shall be required (e.g., clean up all leaks, drips, and other spills
immediately; refuel vehicles and heavy equipment off -site; keep materials covered
and out of the rain) including covering exposed piles of soil and wastes; dispose of
all wastes properly, place trash receptacles on site for that purpose, and cover open •
trash receptacles during wet weather); and (d) all erosion and sediment controls
shall be in place prior to commencement of grading and /or construction as well as at
the end of each day.

Project construction activities may produce ground bome vibration, as a result of the
well drilling activities that will be part of the facility construction. People can perceive
vibrations from construction activities at significantly lower levels than might cause
cosmetic damage to structures. Transient vibrations, such as resulting from
construction activities, may be noticeable. Compliance with the City regulations with
regard to limitations on construction hours and noise restrictions will reduce
potential project impacts to less than significant levels. However, notification is
.recommended to adjacent residents to provide information regarding dates and •

Phase 2 is anticipated to take 150 days, 5 months, for completion. Construction
noise represents a short -term impact on ambient noise levels. The primary source is
heavy equipment such as trucks, concrete mixers, jackhammers, and the like.
Typical sound levels for such equipment can range from 70 dBA to nearly 100 dBA
at 50 feet. The nearest residential uses are located approximately 80 feet away from
the project site, across Lampson Avenue. All applicable regulations and standards
are required to be met to control and restrict noise to acceptable conditions. Please
refer to b) above for discussion of noise mitigation measures.

Pump-to-waste line and site surface drainage to convey drainage southwesterly for

main to convey water southwesterly for connection to the City's other transmission
facilities; and an 8 -inch gravity sewer connection for sewering of the on -site restroom
facilities.

V. Lampson Avenue Well Project Mitigation Monitoring and
Reporting Program
Introduction
The project proposes construction of a potable water well in the College Park East region
in the City of Seal Beach. The proposed well is located on Lampson Avenue, about 4,500
feet east of Seal Beach Boulevard and immediately east of Old Ranch Country Club and
about 2,600 feet north of the 1-405 Freeway and the SR -22 Freeway interchange.
The City currently has three active wells with a total capacity of 8,000 gallons per minute.
If one of the three wells is out of service, the local supply capacity may be as low as 4,800
gallons per minute, which is less than the projected maximum day demand. The City
should have local supplies that can meet the system's ultimate maximum day demand.
With the addition of the Lampson Avenue Well, anticipated to have a pumping capacity
between 4,000 and 5,000 gallons per minute, the City will have local supplies that can
meet the system's maximum daily demand in the situation when not all wells are available
for use.
Additionally, most of the water supplied to the College Park East area is provided by the
Bolsa Chica Well facility. Its outage leaves`fhis area of the City without adequate fire flow
capacity. With the completion of the well, the City will have a sufficient ,firm source of local
supply capacity, and enhance the fire flow capacity in the northerly portions of the City's •
system.
The proposed well facility is an approximately 3,300 square feet cement masonry unit
(CMU) enclosed building composed of four roomstareas situated on a 27,362 square foot
project site. The building is proposed to receive a stucco coating on the exterior that will
cover the CMU walls. The triangular project site is enclosed on two sides with a CMU
garden wall and on the third side with an existing chain link fabric fence.
The project will require a 480 -volt, 3 -phase electric service for operating the well pump,
disinfection equipment, lighting, and appurtenant facilities; a natural gas service for the
emergency generator set fuel supply; and a telephone service for telemetry transmission.
Coordination with applicable utility and service providers is planned as part of the proposed
project. In addition, the project will require an 18 -inch RCP storm drain for the pump -to-
waste line and site surface drainage, a 16 -inch potable water transmission main to convey
water southwesterly for connection to the City's other transmission facilities, and an 8 -inch
gravity sewer connection for sewering of the on -site restroom facilities.
The California Environmental Quality Act (CEQA) requires that all public agencies
establish monitoring and /or reporting procedures for mitigation measures (MMs) adopted
as conditions of approval in order to mitigate or avoid significant project impacts.
Specifically, Section 21081.6 (a)(1) states:

area of the City would be without adequate fire flow capacity. With the completion of
the well, the City will have a sufficient, firm source of local supply capacity, and
enhance the fire flow capacity in the northerly portions of the City's system.
Project Description
This is to advise that the City of Seal Beach (Lead Agency) has approved the above -
described project on _January 14. 2008 and has made the following determinations
regarding this project:

The proposed well facility is an approximately 3,300 square foot cement masonry unit
(CMU) enclosed building composed of four rooms /areas. The building is proposed to
receive a stucco coating on the exterior that will cover the CMU walls. Additionally the
building is proposed to have a cement/clay tile roof. There is a generator room which
houses a natural gas generator set; a pump room that houses the well pump /electric
motor assembly, discharge piping and valves, pump to waste piping and valves, motor
control center, and other appurtenant facilities; a disinfection equipment room which

houses an on -site disinfection unit, and an office for City maintenance and operations
personnel/staff. The overall height of the building would be approximately 1 8-feet in
height which is compatible with nearby structures in the area. Metal doors would allow
access in and out of the building.
Findings of Exemption (attach as necessary):
Approval of this project involves no potential for adverse effects, either individually or
cumulatively, on wildlife resources and will not have an adverse impact on fish and
wildlife. The project consists of the constructing new municipal water well at a location
with no existing sensitive vegetation or wildlife, and has no impact on wildlife resources,
since there are no identified wildlife resources on or adjacent to the site.

capacity, and enhance the fire flow capacity in the northerly portions of the City's
system.
The proposed well facility is an approximately 3,300 square foot cement masonry
• unit (CMU) enclosed budding composed of four roams/areas. The building is
proposed to receive a stucco coating on the exterior that will cover the CMU walls.
Additionally the building is proposed to have a cement/clay tile roof. There is a
generator room which houses a natural gas generator set; a pump room that
houses the well pump /electric motor assembly, discharge piping and valves, pump
to waste piping and valves, motor control center, and other appurtenant facilities; a
disinfection equipment room which houses an on -site disinfection unit, and an office
for City maintenance and operations personneVstaff. The overall height of the
building would be approximately 18 -feet in height which is compatible with nearby
structures in the area. Metal doors would allow access in and out of the building.

The California Environmental Quality Act (CEQA) requires that all public agencies
establish monitoring and /or reporting procedures for mitigation measures (MMs)
adopted as conditions of approval in order to mitigate or avoid significant project
impacts. Specifically, Section 21081.6(a)(1) states:

Section 1. Introduction
This document has been prepared to respond to public comments received on
Mitigated Negative Declaration 07 -2 for the proposed City of Seal Beach
Lampson Avenue Well Project. The Mitigated Negative Declaration was subject
to a 30 -day public review period from August 14, 2007 to September 14, 2007.
The California Environmental Quality Act (CEQA) Guidelines Section 15073(a)
states that the Lead Agency shall provide a public review period of not less than
30 days for a proposed Mitigated Negative Declaration when review by state
agencies is required.

The Notice of Intent to Adopt a Mitigated Negative Declaration was published in
the local newspaper, The Sun, on August 14, 2007. Copies of the Mitigated
Negative Declaration were also made available for public review at the
Development Services public counter and at each library within the City.
The City of Seal Beach received 1 comment letter on the Mitigated Negative
Declaration from public agencies and also received comments from the
Environmental Quality Control Board during the public comment period.
• CEQA section 21091(d)(1) requires that the City, as Lead Agency, must consider
any comments on the proposed Mitigated Negative Declaration that are received

within the public review period. The City also received a comment letter from the •
State of California Native American Heritage Commission on September 20,
2007, after the close of the public comment period on September 14, 2007.
Although CEQA does not require Lead Agencies to respond to late comments,
the letter and its comments are addressed herein. Pursuant to CEQA, the Lead
Agency is only obligated to respond to comments on an Environmental Impact
Report, not for a proposed Mitigated Negative Declaration. However, the City
does so voluntarily in order to acknowledge public input and fully address any
issues raised.
In addition, the City further determined to have the draft mitigated Negative
Declaration reviewed by the Planning Commission on October 3, 2007. Mailed
copies of notice of Planning Commission consideration on October 3, 2007 of
this matter and the Notice of Intent to Adopt a Mitigated Negative Declaration
were provided to 32 property owners adjacent to the project site and across
Lampson Avenue that were within a 300 -foot radius of the exterior boundaries of
the project site on September 17, 2007. At the October 3, 2007 meeting the City
received comments from members of the Planning Commission and 1 public
comment from a private citizen.
CEQA Guidelines Section 15204(b) provides that in reviewing negative
declarations, persons and public agencies should focus on the proposed finding
that the project will not have a significant effect on the environment. If persons •
and public agencies believe that the project may have a significant effect, they
should 1) identify the specific effect, 2) explain why they believe the effect would
occur, and 3) explain why they believe the effect would be significant.
CEQA Section 15204(c) further advises: "Reviewers should explain the basis for
their comments, and should submit data or references offering facts, reasonable
assumptions based on facts, or expert opinion supported by facts in support of
the comments Pursuant to Section 15604, an effect shall not be considered
significant in the absence of substantial evidence. Section 15204(d) also states,
"each responsible agency and trustee agency shall focus its comments on
environmental information germane to that agency's statutory responsibility."
Section 15024(e) states, "this section shall not be used to restrict the ability of
reviewers to comment on the general adequacy of a document or the lead
agency to reject comments not focused as recommended by this section."
Each comment letter received during the public review period is included in its
entirety in this document. Each letter is followed by responses corresponding to
comments submitted in the letter. Responses are provided for all comments
submitted. No new significant environmental impacts are raised by the submitted

3 -1 The comment provides an overview of cultural resource provisions set
forth in CEQA and information regarding investigation and research
techniques regarding cultural and archaeological resources. The
comment raises no environmental issues regarding the proposed project.
No response is necessary.
3 -2 The comment recommends contact with identified Native American
Contacts to solicit input on areas of potential project effect. The Mitigated
Negative Declaration was forwarded to the 3 most active tribal groups
regarding projects in Seal Beach as part of the initial distribution, and no
comments were received from those tribal representatives. Those tribal
groups were:

Archaeological and Historical Element, and other applicable •

Though I am sure you took noces as I was making my remarks
• last dtreninq about the above- referenced project, I write to
reiterate those remarks so Lc-can facilitate your preparation of
responses and any appropriate modifications of the NW. AS I said,
a major concern of mine was that, for safety reasons, the
interruption in the median divider of Lampoon Avenue directly
behind my home should be eliminated by removing the asphalt paving
in this interrupted area, replacing the temporary asphalt curbing
extensions with permanent concrete curbing, and filling in the area
with dirt and landscaping consistent with the way the rest of the
Lampoon Avenue median area between Candleberry and Heather has been
landscaped. That would include planting of trees in the filled -in
area, which hopefully will survive to maturity and not be wiped out
by an out -of- control vehicle crossing through the ff*dien.
•
As part of this, the existing curb cut into the triangular
area of land which matches up with the break in the median would
also be eliminated. The median was interrupted to accommodate a
plan, thankfully never implemented, for possible building of a
°convenience store° on the subject land so that eastbound care on
Lampoon could turn left, in the heart of the curve, into the land
and customers departing the store could cross the westbound lanes
to proceed -eastbound. The plan was simply nuts and invited
catastrophic accidents ae'vehieles crossing the westbound lance,
with poor vilsibility of- oncoming -traffic due to the natur6 Af the
curve =4 -the height of the. existing •landoce' ping in the`. isdian
area, ran'•tbe risk of being struck by oncoming vehicles. I+ampeon
Avenue is an "outlaw" street with negligible police patrol and is

notorious for having vehicles speed through this stretch at speedo
in excess of 70 miles per hour.
Nevertheless, the City never fully abandoned the concept and
left the interruption in place. When the Patty Campbell Towne
Center was tinder construction, dirt hauling trucks would stockpile
mounds of dirt on this land and, unbelievably, these huge trucks
with trailers would drive over theme asphalt curbs across the
interrupted area of the median and oa to the triangular strip of
land. I've also seen some vehicles use the interrupted area to
make a u -turn, With as many accidents, including fatal accidents,
as have occurred on and about this curve since I bought my home in
1970, I believe it to be imperative that this ill- conceived
interruption in the median strip be eliminated once and for all.
Aar to access onto and egress from the land, I believe that an
entrance driveway at the easterly end which would allow a westbound
truck to get off of the street before having to activate an entry
or security gate, would be far safer than a driveway /curb cut which
would require the truck to make a sharp right turn -- thereby
having its back end hang out into the most northerly of the two
westbound lanes. An agrees driveway /curb cut should be built at
the westerly and so that a truck exiting to proceed westbound
doesn't have to awing wide across both westbound lanes in order to
get off the property. That would require an activatable security
gate at each driveway to be placed far enough back from the street
curb so that the vehicle can be completely off the street and lined
up fairly well with the direction it will travel when it enters the
roadway. The easterly entrance gate should have reflectors on it
so westbound vehicles won't be misled through inattention to shoot
out of the northerly westbound lane and on to the entrance driveway
before realising the driveway isn't a traffic lane.
At the westerly exit driveway, the perimeter wall should be
angled in enough that as an exiting truck driver prepares to enter
the roadway, his view to his left at oncoming westbound traffic
isn't obstructed.
Turning, next, to the building height, I infer this will be a
single story structure erected toward the westerly and of the land
with only enough separation from the golf course pzoperty line to
enable a maintenance truck to get on the westerly aide of the
building so it can access equipment rooms on that aide. I also
infer the tile roof will be pitched like the roofs of single story
homes in the tract are, and the eighteen feet height is the height
from the peak of the roof to the grand.

Obviously, obstruction of my existing view across Lawapeou is
of concern to me and, presumably, to the owners of other tyro -story
homes which back on to Lampecn in the vicinity of the curve. I
trust, therefore, that the height of the building will not be
gieater than a typical single story home and that it will not be
erected atop raised foundations. if you could clarify that issue,
it would be helpful. I dontt know where the other City wells and
associated buildings are located, but I would like to see what they
look like. The MID in its present form erroneously presupposes
tb&i;_on]y single -story homeq exist on the scuth side of Lampoon and
that the perimeter tract wall already blocks any view from those
homes across Lampoon. The reality is that the view from the second
story of two -story home which back onto Lampoon will be impaired
by this proposed structure, and from my home I can look across
Lampoon over the tract perimeter fence from the first story of my
home. The Cornell model, such as my home, is a tri -level with the
kitchen and living room floor about 3' above grade thus
facilitating a view over the tract wall. Indeed, it is from my
kitchen that I have observed over the years the dirt hauling trucks
clunking over the interrupted area of the median directly behind my
house and the occasional idiot car driver using the area to make a
u -turn in the middle of a blind curve.
So long as the structure is built as far to the westerly and
of the triangle, my view should not be dramatically impaired. The
shape of the parcel pretty much dictates that the structure be
built where shown, and my aancera is that the building indeed be
constructed as far to the west as possible.
I am concerned, as indicated, by the coverage of the present
open land area with hardscape, whether it be the building or
concrete driveways. At perhaps 45,000 total square feet presently
available for rainwater to percolate into the gro,nnd, coverage or
as much as 8,000 square feet of that area with hardscape will cut
down on the existing capacity of that ground to absorb water.
You've indicated the land will be graded to confine water to the
land itself where it will be drained into some sort of run -off
drain pipe so as to not be allowed to run over an to the traffic
lanes from the parcel. That condition should be spelled out in the
MD.

westbound lanes are sloped downward from south to north to cause 6-5
water to flow toward the northerly curb from where it then flows
west toward a catch basin that feeds into the golf course. In hard

westbound lanes. Westbound cars hit bat water, hydroplane and wind
up sliding into the northerly curb whereupon the typical such
driver overstears, 10009 control and winds up crossing over the
median into the eastbound lanes. On several occasions, a westbound
car has come into the curve so fast that it winds up hydroplaning
straight into the corner of the golf course. I, of course, would 6 — 5
like to see the City install catch basins and drain pipes on the
northerly side of the median and then resurface the westbound lanes Costa
so that water flows across the lanes from north to south, leaving
the. slope of the lanes such -as co assist a driver in maintaining
control whereas the present slope of these lanes exacerbates the
centrifugal force on a westbound vehicle and promotes a loon of
control.
The FIND makes reference to an won-site disinfection system,
but then states that it ■will not emit hazard emissions or handle
hazardous materials." So far as I know, City water is chlorinated
and the FIND should reconcile those two conflicting statements.
Chlorine can disinfect, but it is certainly hazardous in sufficient
concentrations. The MW should disclose what chemicals will be
used to °disinfect^ the water, in what quantities such chemicals •
will be stored at the site, how such chemicals will be brought to
the site, and how such chemicals will be applied at the site to 6-6
°disinfect■ the water. An overturned 55- gallon barrel of chlorine,
or a ruptured chlorine tank, could certainly be hazardous. Since
the site will be unmanned, I infer the injection of chemicals into
the pumped water to disinfect it will be automated and that
injection process would be coordinated to commence when the pumps
themselves come on.
All rotating equipment which has the capacity to generate
noise or vibration should be installed in such a manner as wily 6-7
confine noise to within the building and to dampen vibration from
working its way across the street to the homes.
Since this site is beneath 'the helicopter flight path of the
JTFB, and they were flying with tremendous noise when I got back
home last night about 9.30 p.m., the building should have
appropriate sound - proofing to amain noises which the machinery
within it generates, and to mitigate noise intruding into it from
the outside. The Base personnel claim they can fly wherever they 6 — g
want to, though we both know that if they overflew old Town the
citizens down there would be demanding the purchase and
installation of Patriot missile batteries to shoot the helicopters
down: Thus, they primarily encroach out of their claimed pattern
and overfly College Park Bast. Certainly however, they overfly

this strip of land and do so at low enough altitudes as to create 6— 8
tremendous noise at ground level. Coned
I believe the input of the JTFB should be obtained before =y 6-9
money is spent on the project, not just after it is approved and
designed but simply before construction starts.
My concern about the quality of the water to be pumped out of
the aquifer from this proposed am well, is that this site is
closer to.the areas on the Base where jet fuel and h}drocarbons
have been dumped on the ground for decades. If you take a pot of
water and deposit a drop of cooking oil on one side, that drop does
not immediately distribute itself uniformly throughout the entire
body of water. Thus, I believe the closer a well is located to
where hazardous materials have historically been dumped on the
ground, the higher the chance that the water drawn from it will
have contamination. The problem, however, is that until the well
is drilled, one cannot determine whether the level of contamination
in this well's water will be higher than that of existing wells
drawing from the same aquifer.
I believe the MND should take a position, and impose a
limitation, as to how long the well - drilling phase will take, and
bow long coe building
drilled before the building is erected atop he

wellhead. But, I don't think those of us closest to this site
should have to endure looking at a 50' high well drilling apparatus
for six months to be followed by intermittent construction for who
knows how much longer. Do you foresee any possibility, after the
well is drilled and begins operation, the well - drilling apparatus
would have to be returned to the site, e.g., to pull a length of
leaking pipe, to drill further down, etc.? If that is a
possibility at ail, what kind of provision is being made for it,
e.g., is the roof over the wellhead to be constructed so it can be
removed if needed?
I cannot agree with the MRID'e statement that this project is
compatible with the present R -G zoning of this land. My concern is
the precedential effect of allowing a use on R -G zoned land, i.e.,
a water extraction well and associated equipment /distribution
building, on the rest of the R -G zoned land. If R -G zoning is
interpreted j;hlt loosely, the present owners of the Solt course
could some day argue that office buildings could be built on the
golf course without getting a zoning change because some of the
projected occupants of such buildings play golf, or because some
golf equipment manufacturer will be renting one of the offices. I
believe the zoning must be changed.

6 -1 The comment states the concern of an existing condition along Lampson
Avenue and previous land use development plans that is not related to the
proposed project. In response to the stated concerns, the Public Works
Department will recommend the following changes to the project for City
Council consideration:
a.lnstall trees and landscaping in the subject median area. Trees and
landscaping shall be consistent with the existing medians along
Lampson Avenue.
b Install irrigation as necessary to accommodate the new trees and
landscaping.
With regards to the asphalt curbing, the subject median area currently has
new concrete curb and is not in need of replacement.
6 -2 The comment states concerns regarding the proposed ingress/egress drive
and gate location at the east end of the property. The Public Works
Department will recommend the following changes to the project to City
Council:
a. Install a 20 -foot wide ingress /egress driveway at the easterly portion
of the property. Driveway will be designed to optimize any Lampson
• Ave turning movements.
b. Install a motorized double leaf swing security gate approximately 55
feet further to the west to allow for service vehicles to enter the
project site and be totally on the project site prior to having to access
the gate at the new proposed location.
c Install visible warning signage and lighting as necessary.
6 -3 The building will be a single story structure with a pitched tile roof and is
designed to be constructed on the westerly portion of the site, leaving only
enough room for a maintenance truck. However, the proposed building
height is approximately 20 -feet and 7- inches to accommodate the use and
the building foundation will be designed according to code. The building
has been relocated to as far to the west as possible to reduce view impacts,
as suggested by the commentor.
6-4 Please refer to the last paragraph on page 2 of the document, which
indicates the project will require an 18 -inch RCP storm drain for the pump -
to -waste line and site surface drainage. The Public Works Department will
recommend the following changes to the project to City Council.
a.lnstall a catch basin in the southwest portion of the property.
b.Connect catch basin to proposed 18 -inch RCP storm drain.
• 6 -5 The comment relates to an existing road condition on Lampson Avenue that

crown section to a super - elevated section for the purposes of changing the
drainage is not economically feasible. •
6 -6 The comment relates to the type of on -site disinfection system that will be
utilized as part of the water treatment process at the project site. A sodium
hypochlorite solution (with 0 8% available chlorine) will be used as the
disinfectant and is classified with the OCFA (CAS 7681529) as an "irritant
liquid" (not a hazardous material). The sodium hypochlorite solution is
generated onsite by electrolysis of a sodium chloride solution with
specialized equipment that only requires salt and electricity The resultant
solution is diluted with water in a mixing /holding tank and automatically
injected into the water supply system via an automatic pump. Two 1,500
gallon sodium hypochlorite tanks are anticipated for the Lampson Avenue
Well, however the sizes may be adjusted to accommodate the final well
design.
There are two 1,800 gallon sodium hypochlorite tanks at the Beverly Manor
Well and although the tanks for the Lampson Avenue Well have not been
sized yet, they should be similar in size.
6 -7 All well construction and operation shall be in compliance with City of Seal
Beach ordinance requirements.

greater sound level reduction for both exterior and interior noise generation
sources than does typical wood frame construction. The facility will not be
manned -by service personnel on a daily work schedule, thereby greatly
reducing any potential noise exposure concerns.
6 -9 The Joint Forces Training Base (JFTB) was provided a copy of the complete
Mitigated Negative Declaration as part of the initial distribution on August
14, 2007 and the City did not receive any comments from the JFTB
regarding the proposed project.
6 -10 The well facility will be drilled to a depth of 1,000 feet into an aquifer that the
City currently extracts potable water from at the Bolsa Chica well site,
located on the south side of the of the 1-405 Freeway at Bolsa Avenue.
The "Proposed Plan for the JP -4 Tank Farm at the Joint Forces Training
Base" indicates that:
"Free -phase product monitoring had identified up to 5 feet of
floating fuel on the water table. This fuel was since removed
by Interim Remedial Action (IRA) activities conducted since
1998 and residual dissolved compounds are the target of

and 10 ft bgs and extends over the former area of free -phase

Since the identified contamination level is between 5 and 10 feet below
ground surface, and the proposed depth for domestic water extraction is at
approximately 1,000 feet below ground surface there is no likelihood of
contamination form the JP-4 Tank Farm impacting the quality of water
extracted by the Lampson Avenue well facility
6 -11 The specifications state that the drilling phase of the project will be
completed within 90 working days. The design of the building is still in its
preliminary phase of the project and the construction duration has not been
finalized yet. When the building design is finalized, a construction duration
can be chosen and enforced via the contract specifications.
At this time, well drilling phase of the project will be proceed to investigate a
depth of 1,000 -feet and only one drilling phase if anticipated for successful
completion of the Lampson Ave Well project. However, there will be a
• series of water quality and soil samples tests along with pumping tests and
calculations to analyze before the feasibility of the water well can be
finalized. In the event that the water well is not feasible at the location
chosen, staff will evaluate the need to drill a second hole at a different
location should they choose to continue the project.

19 capacity for the CPE neighborhood. He noted that should one of the three existing Cgy
20 wags be out of service for any reason, this new fac8gy would provide approximately an

Philip Fie stated that he inns in College Peck East (CPE) In a hvostory home directly
across from the proposed site. He expressed several concerns regarding this project as
follows:
1. The proposed building for this facility will obstruct the view of the golf course from
many of the two-story homes abutting Lampson Avenue.
2. Thera have been marry car accidents along the born Avenue am and it would
make it easier for eastbound traffic making a left turn onto the Lampson Well
property I the asphalt area in the center median were removed and the median
landscaped to make It easier to Identity this as a left turn area.
3. He assumes chlorine wil be used in the "disinfecting staten,• but Staff should
ascertain the type and concentration of disinfectant to be used.
4. Contrary to what the Mitigated Negative Declaration (MND) states, there will be
runoff onto Lampson Avenue, as the facft win largely be constructed of conaete.
Pooling of water In this area of Lampaw Avenue Is already a frequent problem
creating traffic hazards and the potential for cars to hydroplane.
5. CPE residents are exposed'to noise from aircraft leaving and landing at the Jokd
Forces Training Bass (JFTB) on a daily basis and employees at the wail fecilly wil
also be exposed to this nolse. Adequate soundproofing should be included in the
construction of the facility, both for employees and surrounding residences.
8. Provisions for an emergency power source should be made in the event of an
earthquake or broken power main.
7. What will I the level of ambient vibration be from operation of the pump to surrounding
residents?
8. What will the height of the well drilling rig and what is the schedule for completion of
the drilling?
9. With the eAstng aquifer that underlies seat Beach running under the JFT% and with
aircraft having dumped jet fuel and hydrocarbons onto the ground In this area since
1942, what will be the quality of the water pumped from this wall?
Chairperson Deacon asked that Stmt respond to some of these concerns. Mr.
Whr'tbanberg stated that he would have to meet with the project engineers and with
general contractors to acquire this infounaton. He stated that Staff must provide written
responses, and will provide these to the PC and to anyone making commends tonight
He noted that the plains do provide for an emergency ganerebr. Chalgmrson Deacon
asked N the facility parking lot Is to have permeable surfaces. Mr. Whiltenherg stated
that peMo s mnpere material or pervious asphalt surfaces can be used. He Indk:ated
that the main issue Is the dimensions of the site, and because of the size of vehicles
and equipment accessing this faclity it would be difficult to add landscaping, particularly

safety, consklaraton should be given to filling In the asphalt triangle and landscaping

25 Commissioner Massa- Lavilra comment on allowing for stacking Is a good one, and
28 recommended having an atilt driveway on the westerly end of the %drily that aims for

28 direct center of the median at the center of the Lampoon curve should be eliminated.
29 He then stated that he hoped the faclity would not have large, glaring fights on top or
30 the buikfthg. Mr. Whitenbwg stated that lighting would not be a problem.

8 -1 Staff responded during the Planning Commission consideration that the
allowed construction hours would be 7 AM to 8 PM on weekday, and 8 AM
to 8 PM on Saturday. After discussing this matter With the Public Works
Department, the well drilling operation must be a continuance operation and
will therefore be conducted on a 24 hour daily basis for an estimated
days.
8 -2 This comment is the Planning Commission discussion of Phillip K. Fife, and
these "same matters are responded to in response to Mr. Fife's following
letter of October 4. Please refer to Responses 6 -1 through 6 -12, above.
8 -3 The driveway gates will be motorized to allow for ingress and egress without
having to exit a service vehicle to open the gates.
8-4 The gate location will be proposed to be moved to a point 55 feet west of
the west edge of the entry drive to allow a sufficient area for a service
vehicle to pull off of Lampson Avenue while entering the site, and to allow
