HomeMy WebLinkAboutCC AG PKT 2008-01-14 #U e AGENDA REPORT DATE: January 14, 2008 TO: Honorable Mayor and City Council TIIRU: David Carmany, City Manager FROM: Vince Mastrosimone, Director of Public Works SUBJECT: APPROVAL OF PARCEL MAP NO. 2007-145 FOR PROPERTY AT 450 OCEAN AVE, OWNED BY PATRICIA JOAN SMISSEN SUMMARY OF REOUEST: It is requested that the City Council approve Parcel Map No. 2007-145 as presented, instruct the City Clerk to execute said Parcel Map as required, and to forward executed Parcel Map No. 2007-145 to the County of Orange for further processing and recording as required. BACKGROUND: e The subject development is located at 450 Ocean Avenue, which is on the southwest comer of Ocean Avenue and 5th Street. Ocean Avenue is 40 feet wide from property line to the centerline of the street. 5th Street is 12.5 feet wide from property line to centerline of street. The site is 75 feet by 196 feet. The property is bounded by residentially zoned properties. Approval of Parcel Map No. 2007-145 will formally create the two (2) subject lots and will allow the lots to be sold in accordance with the terms and conditions of Tentative Parcel Map No. 2007-145 and will allow the building of residential units on the newly created lots in accordance with Building Codes and City and State regulations. At the June 20, 2007 Planning Commission meeting, the tentative map was approved by Planning Resolution No. 06-11. The engineer on record is Ron Warrecker of R.V. Pearsall, Incorporated of Signal Hill, California. As part of the development, the subdivision has been conditioned to plant 24 inch box trees, lawn, landscaping, and to install irrigation systems within the parkway of each lot and to repair, replace or construct missing, damaged, or broken frontage improvements along the frontage of the lots prior to the final inspection for the residential structures. All required off-site improvements shall be completed prior to the recordation of the final parcel map. e The owner of the lot being subdivided, Pa1ricia Joan Smissen, has requested approval of Parcel Map No. 2007-145, has agreed to these conditions, and will provide improvement plans for the construction of these improvements as part of the plans for building,,grading, Agenda Item LL e and improvements for the residential units. Occupancy of the residential units will not be granted until all of the conditions have been fulfilled, therefore a formal subdivision agreement is not needed to guarantee that the required conditions and improvements for this subdivision will be completed. Parcel Map No. 2007-145 has been reviewed and approved by the County of Orange Public Facilities & Resources Department County Surveyor and the City of Seal Beach City Surveyor for compliance with all required Subdivision Map Act requirements and by the City Engineer and Director of Development Services for compliance with all conditions of approval of Tentative Parcel Map No. 2007-145, and it is appropriate for the City Council to approve Parcel Map No. 2007-145 as presented. FISCAL IMPACT: No fiscal impact. All costs will be paid or be reimbursed by the developer. Appropriate plan check and building permit fees will be charged as costs are incurred. RECOMMENDATION: It is recommended that the City Council: e 1) Approve Parcel Map No. 2007-145 as presented. 2) Instruct the City Clerk to execute Parcel Map No. 2007-145 as required. 3) Instruct the City Clerk to forward executed Parcel Map No. 2007-145 to the County of Orange for further processing and recording as required.
