Carmany, City Manager FROM: Vince Mastrosimone, Director of Public Works SUBJECT: RECEIVE AND FILE PLANS AND SPECIFICATIONS FOR THE SEAL BEACH BOULEVARD AND LAMPSON AVENUE MEDIAN PROJECT No. 50234 SUMMARY OF REOUEST: The proposed council action will receive and file project plans and specifications for the Seal Beach Boulevard and Lampson Avenue Median Project No. 50234. BACKGROUND: Staff has plan checked and approved the plans and specifications for the Seal Beach Boulevard & Lampson Avenue Median Project No. 50234. The plans were designed by DMS Consulting. The project consists of design of new medians and landscaping along Seal Beach Boulevard from Pacific Coast Highway to Bolsa Avenue and along Lampson Avenue from Seal Beach Boulevard to approximately 400 feet east of Tulip Street. The goal of the project was to beautifY the two corridors by unifying the theme of the landscaping along the medians. The portion along Seal Beach Boulevard from Pacific Coast Highway to Bolsa Avenue has an existing l4-foot wide painted median that is inconsistent with the landscaped median theme along the entire length of Seal Beach Boulevard. The new design will incorporate a new landscaped median with l2-inch wide stamped concrete bands at the back: of the curb and landscape maintenance pads. The median design was coordinated with the Los Alamitos School District to ensure that the existing bus routes would not be adversely affected by the project. This is the final portion of proposed median, landscaping, and irrigation improvements that will match the existing median improvements with the medians north of the project area. The project portion along Lampson Avenue has existing medians and landscaping with mature trees. The proposed project will install new medians, landscaping, and irrigation consistent with the existing median design along Seal Beach Boulevard. Once completed, the medians on Lampson Ave should have a unified aesthetic which should flow and continue down Seal Beach Boulevard and ultimately to Pacific Coast Highway. Agenda Item X e e e Staff will analyze the projects costs, investigate grant opportunities and bring back information to City Council for consideration once a feasible funding strategy has been identified. The plans are in the office of the City Engineer for review. FISCAL IMPACT: No impact at this time. A budget of $115,000 was previously allocated for design of the project. In the event that City Council elects to proceed to construct the project, the construction cost is estimated at $1,000,000. RECOMMENDATION: It is recommended that the City Council receive and file project plans and specifications for the Seal Beach Boulevard and Lampson Avenue Median Project No. 50234.
