Carmany, City Manager FROM: Vmce Mastrosimone, Director ofPubl1c Works SUBmCf: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH CERTIFYING THAT SEAL BEACH HAS THE RESOURCES TO FUND THE PROJECTS SUBMITTED FOR INCLUSION IN THE FY 2008/09 - 2013/14 TRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMING ITS COMMITMENT TO IMPLEMENT ALL OF THE PROJECTS SUBMITTED IN THE PROGRAM e SUMMARY OF REQUEST: City Council to adopt Resolution No. cerllfying that Seal Beach has the resources to fund the projects submitted for mc1usion in the Fiscal Year 2008/09 - 2013/14 Transportation Improvement Program and affmmng Its conumtment to implement all of the projects submitted m the program. BACKGROUND: Orange County Transportation Authority (OCfA) has submitted a letter dated October 23, 2007, requesting local agencies to adopt a resolution certifymg that agencies has the resources to fund the matching porllon of the project programmed in the Regional Transportation Improvement Program (RTIP). See attached letter. The RTIP is a comprehenSive programnung document that contains detailed project listmgs for all state and federally funded local (roads), state (roads and highways), transit and regionally sigmflcant projects Within the Southern California ASSOCiation of Governments (SCAG). Adoption of the RTIP IS reqwred to receive state and federal funding and is required to be updated every two years. e The October 23,2007 OCfA letter also requested City of Seal Beach to review and update the one project listed in the RTIP and adopt a resolution to certify that Seal Beach has the resources to fund the matclung porllon of the project. Agenda Item Y e The project is the Seal Beach Boulevard Overpass Bridge Widening, Lengthening and Ramps Realignment from Beverly Manor Road to Old Ranch Parkway. Staffhas updated the furm to resubmit to OCT A and attached a ResolutIOn fur adoption. FISCAL IMPACT: None at this time. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: SECTION 1. Affirm Its conbnuing COlDlDltment to the projects sublDltted for inclUSIon In the 2008 Regtonal Transportation Improvement Program, and SECTION 2 CommIt that the CIty of Seal Beach, as Lead Agency for the proJects, WIll carry out the proJects consIstent WIth the project unplementabon schedule; and SECTION 3. Certify that the CIty of Seal Beach WIll enter Into a conb'act with OCT A cOlDlDltbng that it WIll carry out the projects Idenbfied as tnmsporlabon control measures (TCM) In the South Coast AJr Basin ConSIStent WIth the project IlDplementabon schedule; and SECTION 4. Certlfy that the Ctty of Seal Beach wtll allocate the necessary local match funds contained WIthtn the project to carry out any federally approved project; and e SECTION S. The RTIP is a comprehensive programming document that contains detailed project listings for all state and federally funded local (roads), state (roads and highways), transit, and regionally significant projects within the Southem California Association of Governments (SCAG) region. Development and adoption of the RTIP is required in order to receive State and Federal funding. Federal law requires that the RTIP be updated at least every two years and the current RTIP was last updated in 2006. The 2008 RTIP will cover federal fiscal year 2008-09 through 2013-14. The RTIP Will be developed by OCTA and then forwarded 10 SCAG for approval and indusian in the regional Federal Transportation Improvement Program (FTIP). The FTIP will then be forwarded to the California Department of Transportation (Caltrans) for review and approval. Caltrans will then forward the FTIP to the Federal Highway Administration (FHWA) for review and inclusion in the Federal State Transportation Improvement Program (FSTIP). The 2008 FTIP is anticipated to be adopted in October 2008. OCTA requests that you review your City's respective projects that are Included in the current FTIP. This would include review of the description, budget, schedule/status and environmental document. This is also the time for you to submit new projects for inclusion in the FTIP. These would include projects that are regionally significant, have state/federal funding, or anticipate receiving statelfederal funding in the future. As required by FHWA, the RTIP/FTIP must be a financially cDnstrained document, which means that programming cannot exceed actual funds available or reasonably anticipated to be available. In cases where a project is considered a transportation control measure (TCM) the City will also certify to complete that project or nominate a substitute project that will result in equal or greater emissions benefits. Due to time constraints, a draft resolution (enclosed) may be submitted by local agencies, and a FINAL resolution should follow by December 31, 2007. If your updated projects and resolution are not submitted on time, the City will be in jeopardy of losing all state and federal funds (AHRP). e We request that you retum updated project sheets to acTA by November 19, 2007 via mail or email to Ben Ku atbkulWocta.net.
