A RESOLUTION OF THE
ARCHAEOLOGICAL ADVISORY
COMMITTEE OF THE CITY OF SEAL
BEACH RECOMMENDING TO THE CITY
COUNCIL THE ADEQUACY OF "A
RESEARCH DESIGN FOR THE EVALUATION
OF ARCHAEOWGICAL SITES WITHIN THE
HELlMAN RANCH SPECIFIC PLAN AREA",
REVISED BY KEA ENVIRONMENTAL,
SEPrEMBER, 1997
THE ARCHAEOLOGICAL ADVISORY COMMITTEE OF THE CITY
OF SEAL BEACH DOES HEREBY FIND AND RESOLVE:

Section 1. KEA Environmental has submitted "A Research Design for
the Evaluation of Archaeological Sites Within the Hellman Ranch Specific Plan Area",
revised by KEA Environmental, September, 1997, for approval by the City Council. The
"Research Design" is a mitigation measure of the Hellman Ranch Specific Plan
Environmental Impact Report.
Section 2. City Council Resolution 4138, adopted August 24, 1992,
adopted the "Archaeological and Historical Element" of the City of Seal Beach General
Plan. Section 2 of this element of the General Plan sets forth the policies regarding the
preparation and approval of a "Research Design" document.
Section 3. Pursuant to 14 Calif. Code of Regs. ~ 15025(a) and ~ H.C
and ill of the City's Local CEQA Guidelines, staff prepared an Initial Study and a Draft
Environmental Impact Report (DEIR) for the Hellman Ranch Specific Plan, which was
circulated for public review and comment from April 11, 1997 to May 27, 1997, in
compliance with the provisions of the California Environmental Quality Act and the City's
Local CEQA Guidelines. A "Cultural Resources Assessment Report" has been prepared
by SRS, Inc., and recommendations have been made to the City's EIR consultant relating
to cultural resources. Portions of the Draft EIR were re-circulated from June 5 to July 23,
1997. The Final EIR has now been completed.

Section 4. The required DEIR and FEIR was prepared by P&D
\.J Consultants, Inc., and the Cultural Resources chapter, Section 5.8, has been reviewed and
forwarded to the City Council by the Archaeological Advisory Committee with a
recommendation of adequacy to the text of Chapter 5.8 and Cultural Resource Mitigation
Measures CR-3 through CR-12, with amendments as noted in Archaeological Advisory
Committee Resolution 97-1 and 97-2, respectively.
Section 5. Mitigation Measure CR-5 requires the preparation of a
"Research Design" by a City-selected archaeologist, and that document has been prepared
by KEA Environmental.
Section 6. The Archaeological Advisory Committee met on September
17 and October 8, 1997, considered the staff report, including "Responses to Comments",
and the revised document prepared by KEA Environmental, "A Research Design for the
Evaluation of Archaeological Sites Within the Hellman Ranch Specific Plan Area" .
Section 7. Based upon its independent review of the above mentioned
reports, the Archaeological Advisory Committee hereby recommends that the City
Council consider the "Research Design" prepared by KEA Environmental as adequate in
terms of compliance with the Archaeological and Historical Element of the General Plan.
