The meeting was held in City Council Chambers and began with the Salute to the Flag. Roll Call Present: Chairperson Voce, Members Barton, Hurley, and Vineyard Also Present: Department of Development Services Jerry Olivera, Senior Planner Absent: Member Neal II Approval of Agenda MOTION by Hurley; SECOND by Vineyard to approve the Agenda as presented. MOTION CARRIED: AYES: NOES: ABSENT: 4-0-1 Voce, Barton, Hurley, and Vineyard None Neal III Oral Communications None. IV Consent Calendar 1. Receive and File Memorandum Re: Update Regarding the "Regional Comprehensive Plan", being prepared by the Southern California Association of Governments, Dated October 2,2007. 3. Receive and File Staff Report - Presentations Re: San Pedro Bay Ports Clean Air Action Activities, Dated October 24,2007. MOTION by Barton; SECOND by Vineyard to approve the Consent Calendar as presented. MOTION CARRIED: AYES: NOES: ABSENT: 4-0-1 Voce, Barton, Hurley, and Vineyard None Neal V Scheduled Matters 1. APPROVAL OF MINUTES - September 26,2007. Recommendation: Approve Minutes subject to any corrections determined appropriate. Member Hurley noted a correction on Page 2, Line 1 to reflect continuation of Item 2 from Page 1 and to correct the number sequence for the two remaining items. He then noted that he would abstain from voting on this item as he was not present at the meeting of September 26, 2007. MOTION by Vineyard; SECOND by Barton to approve the Meeting Minutes of September 26,2007 as amended. MOTION CARRIED: AYES: NOES: ABSENT: ABSTAIN: 3-0-1-1 Voce, Barton, and Vineyard None Neal Hurley Member Neal arrived at 6:38 p.m. VI Staff Concerns Mr. Olivera reported that regarding concerns about the wood pit barbeque at Hennessey's, he has not been able to make contact with representatives at the AQMD, and indicated that after visiting the web site he was not able to find regulations specific to pit barbeques. He said he did locate the standards for smoke and odors, which noted 2of3 City of Seal Beach Environmental Quality Control Board Meeting Minutes of October 24, 2007 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 was comprised of a rather rudimentary grading system. He then indicated that he would continue to attempt to receive a response from the AQMD and might register a complaint as a citizen of Seal Beach. Member Voce stated that there are agencies that will monitor and test the ambient quality of the air. Mr. Olivera noted that there are mobile monitoring stations in Long Beach as well as fixed monitors at the Port of Long Beach, at Bixby Knolls, and on the east side of the city, and this information is made available to the public on the City of Long Beach website. VII Board Concerns Member Barton asked if Mr. Olivera wished to identify the board in his complaint to AQMD. Mr. Olivera said he would state that he is a City employee and will convey that there have been concerns with Hennessey's. Member Hurley stated that SCAG has reported that a Draft Environmental Impact Report (DEI R) is to be released in November 2007, and he asked whether a representative of the City of Seal Beach attends the SCAG meetings regarding the Regional Transportation Plan (RTP) or the Regional Comprehensive Plan (RCP). He also asked what the City's participation is before the DEIR is completed. Mr. Olivera stated that when he was with the City of Long Beach, SCAG would circulate information to the cities for comments, but the bulk of any comments will probably be a part of the DEIR. He noted that when SCAG does compile the RTP and the RCP, the larger cities in Southern California tend to bear the brunt of any proposed standards. VIII Adjournment Chairperson Voce adjourned the meeting at 6:45 p.m. to the next scheduled meeting of November 28,2007.
