A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH CERTIFYING THAT SEAL BEACH HAS THE RESOURCES
TO FUND THE PROJECTS SUBMITTED FOR INCLUSION IN THE
FY 2008109 - 2013/14 TRANSPORTATION IMPROVEMENT
PROGRAM AND AFFIRMING ITS COMMITMENT TO
IMPLEMENT ALL OF THE PROJECTS SUBMITTED IN THE
PROGRAM
WHEREAS, Seal Beach desires to include the submitted projects in the Orange County
Transportation Authority's (OCTA) Regional Transportation Improvement Program; and
WHEREAS, Seal Beach warrants that full funding is committed and available for projects
submitted for programming in the first four years (FY 2008/09 through FY 2011112) of the
Regional Transportation Improvement Program; and that Seal Beach accepts responsibility
for fuU funding of said projects and warrants that no additional funding aUocations are
required of OCT A for Seal Beach to fuUy implement said projects therefore committing that
the first four years of the RTIP are financiaUy constrained; and
WHEREAS, projects programmed in years 2012113 - 2013/14 are projects expected to
receive future funding through anticipated revenues, therefore aU projects submitted for
inclusion in the 2008 RTIP are financially constrained; and

WHEREAS, OCT A as the agency responsible for short-range capital and service planning
and programming for the-Qrange County area, requires an approved Resolution from the
governing body of the Leaa- Agency .for all projects included in the Transportation

WHEREAS, OCTA als~ -requires that the Lead Agency include a financial plan that
demonstrates how the projects submitted for inclusion in the Transportation Improvement
Program can be implemented; and
WHEREAS, the City of Seal Beach, as the Lead Agency, possesses the legal authority to
submit the project for inclusion in the Transportation Improvement Program and to finance,
acquire, and construct the project.
NOW, THEREFORE, THE CITY COUNCll.. OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE:
SECTION 1. Affirm its continuing commitment to the projects submitted for inclusion in
the 2008 Regional Transportation Improvement Program; and
SECTION 2. Commit that the City of Seal Beach, as Lead Agency for the projects, will
carry out the projects consistent with the project implementation schedule;
and

SECTION 3. Certify that the City of Seal Beach will enter into a contract with OCTA
committing that it will carry out the projects identified as transportation
control measures (TCM) in the South Coast Air Basin consistent with the
project implementation schedule; and '
SECTION 4. Certify that the City of Seal Beach will allocate the necessary local match
funds contained within the project to carry out any federaUy approved project;
and
SECTION 5. Certify that the City of Seal Beach, as the Lead Agency, will comply with
applicable provisions of the Califomia Environmental Quality Act, the
National Environmental Policy Act, the Americans with Disabilities Act, the
Resolution Number 5656
Secretary of the Interior's Standards and Guidelines for Archaeology and
Historic Preservation, and any other Federal, State, and/or local laws, rules
and regulations.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Seal Beach on
the 14th day of Januarv, 2008 by the following vote:
