A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, REGULATING AN D
FIXING THE FEES FOR PUBLIC USE OF THE CIVIC
AUDITORIUM, LOCATED IN THE CITY HALL BUILDING
IN SAID CITY
WHE~ the civic auditorium situated upon the second
" .. floor of. the city hall building in the city of Seal Beach,
California, and 8aid city hall building is a public building
erected by and at the oost of the people of said oity for public
and municipal purposes, and it is the desire of this counoil
that said civic auditorium therein shall be at all times, subject
to the neoessary rules md regulations hereinafter specified,
open to the convenient me of the people of said city of Seal
Beach; and,
NOW, THEREFORE, BE IT RESOLVED by the city council
, or the city of Seal Beach, as follows:

section 1.
That the city counoil of sa,id. city. shall
and retain the control of said civic auditorium and shsll from
time to time prescribe its'uses and rules and' regulations govern-
ing the saMe; and,
Sec. 2.
That the chief or polioe of the city
of seal Beach shall be the custodian of the keys to and personal
property of ,said civic auditorium and shall receive all appliea-
--
tions and fees and issue all permits for the use of the same,
and,may, in his discret16n and in the interests of the people
of the city of Seal Beach, subject to the finol decision of the
council, reject any application for the use of said buIlding; and~' ,
!:lec. 3.
That said civio auditorium may be used
by ths people of the' city of Seal Beach for any purpose for which
persons may lawfully assemble together; provided, that no oase
shall said building be used for the regular meeting place of any
person or association, except by special permission of the city
council of the city of Seal Beech; and,
Sec. 4.

auditorium shall first apply to the chief of police therefor
upon ap,application form to be furnished by the chief of
police.
The applicant shall be required to state thel,
day or days, time and pUrpose for which suoh use is desired;
the name, address and oharacter of the person applying. and
shall in writing upon the application agree to assume all res-
ponsibIlity and liability for damage or loss to the 'building or
equipment thereof, and if the applicant is a corporation or
association 6f ~ersons, the chief of poltce may require evidence
of the authority from the person signing the application to bi~d
the corporation or association; and,
Sec. 5. ,That no charge shall be made for the use
of the civic auditorium for any religious, fraternal, civic,

political, aocial, patriotic or educatio~association or society
of the city of Seal BeaCh, whether such use results in profit
to such association or society or not, it being the intent of

this enactment to secure the people of Seal Beach in their

free and unobstructed use of the civic auditorium formall lawful
purposes and for 'their benefit; and,
Sec. 6.
That eny other person, other than those
enumerated in Section 5 hereof, to whom permission shall be hereafter
grAnted by the chief of police or the city council to use said
auditorium for profit or gain. shall pay to the chief at the
time of msking application the following fees:
For each day or fractional day not exceed-
ing two successive days or fractional days the sum of $25.00 per
day; for Bach successive day or'fractional day thereafter
the sum of $40.00; and,
Sec. 7.
That the word IIperson" when used in this

resolution shall include a,firm, co-partnership, association,
society or guild, incorporated or unincp~porated.
Sec. 8.
That any person dissatisfied with the
decision of the chief of police in rejecting any application, or
modifying any application made to him hereunder, may appeal to

the city council from such decision, ;.arid ,the dec:ls ion of the
city oouncil shall be final and conclusive.
Sec. 9.
That the chief of police shall at all times
keep the civic auditorium securely locked when not in use, snd shall
from time to time inspect the premises and th~ personal property
thereof, and shall require the city janitor to report to him,
promptly any and all damages and loss occssioned by the use of
said building and personal property, and shall promptly notify

'8ec., 10. That a deposit of '5.00 shall be placed with
the application for the use of said auditorium as a guarantee
for janitor servicea and broken dishes, etc.
This charge is

intended to cover the actual cost of restoring the kitchen and
equipment to a condition of order and Cleanliness. The
council may, however, in its discretion, ~mit such charge.
Sec. 11.
That any person desiring said auGitorium
must apply in writing not later than 5 ~sys before which time they
wish to use said auditorium, stating the day and hour or hours
d~red.
