A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEAOH.
COUNTY OF ORArlGE, STATE OF OALIFORNIA, INSTRUOTING THE OITY CLERK
TO MAIL NOTICES AS PRESCRIBED IN SECTION 13 OF THE "SPECIAL
ASSESSMENT INVESTIGATION, LII,IITATION AIm MAJORITY PROTEST ACT OF
1931", STATUTES OF 1931, c.HAPTER 642, OF THE STATE OF CALIFORNIA.
The O~ty Council of the City of Seal Beach resolves
as follows:
Section I: That the City Council of the Oity of Seal
BeaCh, County of Orange, State of California, finds after deter-
mining the nature, location and extent of the proposed improvement
of Central Avenue in said oity from the westerly line of Eighth
Street to the southerly line of the State Highway, and of First
Street from Ocean Avenue to the State llighway, and after defining
the boundaries of the distriot or lands to be specially assessed to
pay the coat thereof or any part of such cost and after determining
that no' part of the cost of such improvement shall be_pa~d from any_
source other than speoia1 assessments upon benefited property, pro-
vided that any funds allocated to the proposed improvement by the
Oounty Supervisors of Orange may be used to pay the cost of said
improvement, and after determining the statute under whioh it is
proposed to conduct the proceedings relative to the improvement of
said Central Avenue and said First Street, that the initial view
of this City Council and of the members thereof is that the said
contemplated improvement is one in which the probable assessments
will not exceed the limitations set up by "Special Assessment
Invest1gation, Limitation and Majority Protest Aot of 1931",

Statutes of 1931, Chapter 642 of the State of California, and
particularly the limitation set up in Section 10 of said act.
Section II: The City Clerk of the City of Seal
Beach, California, is hereby instructed to mail to each person
to whom land in the proposed assessment district is assessed

on the last equalized county assessment roll at his address as
shown upon such roll and to any person whether owner in tee or
having a lien upon or legal or equitable interest in apy land
within said proposed district who hss filed his name and ad-
dress and the designation of the land in which he is interested
with the City Clerk of SealBeach a prepaid post card, each
with an addressed reply post card attached thereto with the
return postage thereon guaranteed, giving notice of the action
contemplated by the City Council of the City of Seal Beach of
passing a resolution of intention to improve Central Avenue
from Eighth street to the State Highway and First Street from
Ocean Avenue to the State Highway in said city of Seal Beach.
Said notice shall be substantially in the following form:
"NOTICE OF PROPOSED ASSESSMENT.
Notice is hereby given that the City Council
of the City of Seal Beach, County of Orange, State
of California. prowoses to adopt a resolution of in-
tention under the Improvement Act of 1911" approved
April 7, 1911, Statutes of California. 1911, Page 730,
and Acts Amendatory thereto, cover~ng the improvement
of Central Avenue in said city from the intersection
of Eighth Street to the State Highway and the improve-
ment of First Street in said City from the intersection
of Ocean Avenue to the State Highway in said city. Your
land will be assessed to pay a part of the cost thereof.
This questionnaire is sent to the property owners in-
terested to ascertain whether or not the owners of as
much as fifteen per cent of the area o~ the proposed
district demand proceeding under the "Special assessment
investigation, limitation and majority protest act of
1931". Under said investigation aot information will
be obtained and a report thereon made, open to public
inspection, and stating amoD8 other things (1) the
estimated cost of the proposed proJect; (2) the es-
timated amount of existing assessments upon aacn parcel
of land in the district; (3) the estimated assessment
upon your lands for the proposed project. In the
event that you desIre the proceeding under said inves-
tigation act, so indicate on the attached card and
return the same to the clerk within thirty days from
(here set forth the date, not earlier than one day
subsequent to the mailing of the cards). Sign you:!'

a guara!'ltee of the pa-yment of tl:e postage for the return thereof
and on the reverse side shall contain the following:

Section III: The City Clerk shall oertify to the
passage and adoption of this resolution by a vote of two-thirds
of all of the members of the City Council and thereupon and
