RESOLUTION 192
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, COUNTY OF ORANGE, STATE OF CALIFORNIA, DETERMINING
THAT THE PUBLIC INTEREST AND CONVENIENCE REQUIRE THE IMPROVEMENT
OF CERTAIN STREETS IN SAID CITY, TO-WIT: CENTRAL AVENUE IN
SAID CITY FROM EIGHTH STREET TO THE STATE HIGHWAY, AND FIRST
STREET IN SAID CITY FROM OCEAN AVENUE TO THE STATE HIGHWAY:
THAT THE EXPENSE OF SAID WORK AND/OR IMPROVEMENT IS TO BE
CHARGEABLE ON A DISTRICT: THAT SERIAL BONDS SHALL BE ISSUED TO
REPRESENT THE EXPENSE OF SAID IMPROVEMENT.
BE IT RESOLVED AND DETERMINED by the City Counoil
of the City of Seal Beaoh, California, as follows:
SECTION I: That the public interest and oonvenience
require and that it is hereby found and determined that the publio
interest and neoessity reqUire, and that it is the intention of
the Counoil of the City of Seal Beach, California, to order the
following improvement to be made, to-wit:
First: That the roadway space of Central Avenue
in the said city from the westerly line of Eighth
Street to the aoutherly line of the State Highway
inoluding the interseotion of streets be graded and
paved with a six (6) inoh Portland Conorete Cement
pavement excepting certain interseotions that have
already been graded and paved.
Seoond: That oonorete ourb be oonstructed
at certain places along eaoh line of the roadway of
said Central Avenue within the limits above defined
including ourb returna at oertain street intersections.
Third: ThaD concrete aidewalk be oonstruoted
at certain places along each side of said Central
Avenue within the limits above defined including the

area within the Ildjacent curb retuDns and the pro-
longation of the aide line of interaecting streets
at certain street intersections within said limits.
Fourth: That the roadw.y space of First
Street in said City from the Northerly line of Ocean
Avenue to the Southerly line of the State Highway,
including the intersectiom of streets, be graded
and paved with six (6) inoh Portland Conorete Cement
pavement, exoepting, however, fram all of the above
described work, such portions of said roadway which
have already been graded end paved.
Fifth: That concrete curb 'be constructed at
certain p1aoes along each line of the roadway of said
First street within the limits above detined, ino1uding
curb returns at certain intersections within the said
limits.
, - Sixth: That concrete sidewalk be constructed at
certain p1aces'a1ong each side of said First'Street
within the limits above defined, ino1uding the area
within the adjacent ourb returns end the prolongation
of the aide lines of the intersecting streets at
certain street interseotions within said limits.
SECTION II: Reference is hereby made to Plana and Profiles
Number 1. (1931 Series), approved by the City Council of the City of
Seal Beach, California, on the 2nd day of July, 1931, and on file in
the office of the City Engineer of said city, for a full and de-
tailed description of said proposed work and/or improvement.
SECTION III: Said work shall be done to new grades or
grades different from those already adopted or established for
said streets and reference is hereby made to said Plans ~ Profiles
Number 1. (1931 Series) on file in the offioe of the City Engineer

work is to be done.

Sl!:CTION IV: That the contemplated work and/or improvement,
in the opinion'of said City Council, is of more than local or or-
dinary public benerit and the expense of such work and/or improve-
ment shall be chargeable upon a district; that the district in
said city of Seal Beach to be benerited by said work and/or im-
provement, and to be assessed to pay the cost and expense thereof,
is described as follows:
All that portion of the said City of Seal Beach, included
within the following described exterior boundary line, to-wit:
Beginning at the southeasterly corner of Lot 5, Block 1
of Bay City, as shown on a map thereof recorded in Book 3,
page 19, Miscellaneous Records of Orange County, California,
and running thence Westerly in a direct line to a point on
the Northerly froperty line of Ocean Avenue extended, one
hundred-fifty 150) feet more or less Westerly from the
Westerly line of First Street as shown on said map of Bay
City; thence Northerly on a line parallel to and one-hun-
dred-rifty (150) feet Westerly of said First Street to its
~tersection with the Southerly line of Lot 1, Block 100,
Tract 698 as per map thereof recorded in Book 31, Page 27,
Miscellaneous Maps, Records or Orange County, Ca1irornia;
thence Westerly along the Southwesterly line of Lots 1, 2,
and 3, Block 100 in said Tract No. 698 to the Northwesterly
corner of said Lot 3; thence Easterly along the Northerly
line of said Lot 3 to its intersection with a line One
'hundred-firty (150) feet Westerly and parallel to the West-
erly line of said First Street; thence Northerly a1 ong said
parallel line to its intersection with the State Highway,
as deeded to the State of Calirornia by a deed recorded
September 11, 1922, in Book 436, page 107 of Deeds, Records
of Orange County, California; thence Northeasterly on a
line normal to said Southerly line of the State Highway,
to its intersection \~th the Southerly line of the existing
pavement on said State Highway; thence Easterly along the
Southerly line of said State Highway pavement to a point
opposite the intersection of the Southerly line or the alley
in Block 203 or said Tract No. 698, and the Southerly line
of said State Highway; thence Southerly in a direct line,
to the intersection of the said Southerly alley line and
the Southerly line or the said State Highway; thence East-
erly along the Southerly line of said alley to the North-
easterly corner of Lot 19, Block 203, of said Tract No.
698; thence Northeasterly in a direct line to the North-
westerly corner of Lot 14, Block 104, of aaid Tract No.
698;' thence Easterly along the Northerly line of said Lot
14, to its Northeasterly corner; thence northeasterly in
a direct line to the Northwesterly corner of Lot 39,
Block 104, as shown on a map of Stanton & Lothian'a Second
Addition to Bay Oity, recorded in Book 4, page 19, Mis-
cellaneous Maps, Records or said Orange County; thence
Baster1y along the Northerly line or aaid Lot 39 to its
Northeasterly corner; thence Northeasterly in a direct
line to the Northwesterly corner or Lot 30, Block 105, of
Bay City, as per map recorded in Book 3, page 19,

said City of Seal Beach and more particularly deacribed as Lots
One (1), Three (3), Five (5) and Seven (7) in Block 107, Bay City
Tract, in said city of Seal Beach, County of Orange, State of

California, as per map thereof recorded in Book 3, Page 19, of

Miscellaneous Maps, Records of aaid county, said lots being in use
in the performance of a public function and lying within the dis-
trict to be assessed to pay the cost and expense' of the proposed
work and/or improvement, shall be omitted from the aasessment to
be made to cover the cost and expense of aaid work and/or im-:-
provement.
SECTION V: That it is hereby deter.mined and declared and
notice is hereby given that serial bonds to represent unpaid
assessments, which shall be made to pay for the costs of said im-
provement, will be isaued in the manner and form as provided in
the Act of the Legislature of the State of California, approved
June 11, 1915, Statutes 1915, Page 1441 and acts amendatory thereto,
known and designated as the "Improvement Bond Act of 1915", aaid
bonds to bear intereat at the rate of seven per cent (7%) per
annum and the last installment thereof shall mature ten years
from the second day of July next succeeding ten months from their
date.
SECTION VI: That the proceedings for the aforesaid im-
provement, shall, except aa provided in Section V hereof, be
taken under and in accordance with the proviaions of the Act of
the Legislature of the State of California, approved April 7, 1911,
Statutes 1911, Page 730 and acta amendatory thereto, known and
designated as "Improvement Act of 1911".
SECTION VII: That Thursday, December 17, 1931, at the hour
of 7:~O 01 clock P.M. of aaid day, is the day and hour, and the
Council Chamber in the City Hall of the City of Seal Beach is the
place fixed by the City Council when and where any and all persons
having any objections to the proposed work or improvement may
appear before the City Council of Seal Beach, California, and show
cause why said propoaed improvement should not be carried out in
accordance with this resolution.
SECTION VIII: That the Superintendent of Streets shall
cause to be conspicuoualy posted along the line of said contemplated

work and/or improvement and along all the open atreets of the pro-

poaed distriot upon which the said work and/or improvement is to
be chargeable, notioes of the passage of this Resolution, the
posting to be in the manner and in the form required by law.
SECTION IX: That the City Clerk is hereby direoted to mail
notioes of the adoption of this Reaolution of Intention to all

persons owning real property proposed to be assessed whoae names
and addresses appear on the last equalized assessment roll for oity
taxes priortbereto or as known by the olerk, said notioes to be
mailed in the manner and in the form as required by law.
SECTION X: The City Clerk shall oertify to the passage of
this Resolution and shall oause the same to be pub1iahed twioe
in the Seal Beaoh Post and Wave, a weekly newspaper published and
oiroulated in the City of Seal Beach, and hereby designated for
that purpose by the City Counoil.
