RESOLUTION NO. ~o~ I A RESOlUTION OF TaB: CI'l'Y OF SEo\L BEACH, CAJ.IFORVIA OPPOSING SENATE CO>JSTITU'I'IONAL AH:NDi"ENT NO. 22 APPEARIJTIJ ON THE NovmmER BAI,WT, SEEKDIG TO DIVERT CERTAnr FRANCHISE TAXES. BE IT RESOJNED by the Board of Trustees and City Coun- .. cil of-the City of-Seal-Beach, California, as follows: WHEREAS, motor vehlcles are now subject to general property taxes for local purposes, and I WHEREAS, in addition, motor vehicles are subject to registration fees and gasoline taxes imposed by the Legis- lature for the specific purpose of construction, maintenance .. and repair of highways, and WHEREAS, proposal has bee~ msde for diversion of a psrt of such special motor vehicle ,revenues into the general fund of the State, particularly for che purpose of paying ~he princip~J and interest upon outstanding state highway bonds, and WHEREAS, any suoh diversion of special motor vehicle revenues ~as not been sanctioned by the Legislature or the people of thia State and is not to the best interests of the paopJe of this State; and , WHEREAS, verlous proposals have been made for additional taxes on motor vehicles which would apIBRr unjust and un- necessary; NOW, THEREFORE, BE IT RESOLVED, by this Board of I - - - Trustees and City Council: That it will oppose any increase in the gasoline tax, motor vehicle lie ense fees 01' other fonns of motor vehicle taxes and wilJ further oppose the use of motor vehicle revenues to pay the principal or interest upon State highway bo~ds and wil] oppose the use of special motor vehicle revenues for any purpose or purposes other than thoqe now specified by law, and ~ ' IT 16 FURTHER RESOLVED that sa id Board of T1'ustees and 1. 1 . ,;:,>1 ") ... . .. ... .
