SUBJECT: 2008 ORANGE COUNTY TRANSPORTATION
AUTHORITY (OCTA) CALL FOR PROJECTS
APPLICATION SUBMITTAL
SUMMARY OF REQUEST:
The City Council is asked to adopt the attached resolution required by Orange
County Transportation Authority (OCT A) for the application grant process under
the Measure M Combined Transportation Funding Program (CTFP).

BACKGROUND:
I n November 2007, OCT A issued a call for projects for the Measure M Combined
Transportation Funding Program (CTFP) to solicit Orange County Cities for
transportation matching grant funds. This current call has four available programs
for funding, Intersection Improvement, Signal Improvement, Growth Management
Areas and Transportation Demand Management.
Staff will be submitting two projects on this current call, which are:
1.Seal Beach Boulevard Bridge Widening over 1-405 Freeway. See Exhibit "A".
2.Seal Beach/Los Alamltos Boulevard Traffic Signal Coordination Improvement
Project. See Exhibit "B".

Project 1, Seal Beach Boulevard Bridge Widening over the 1-405 Freeway project
wili add an additional lane in each direction from two to three lanes. improve
traffic flow, upgrade the traffic signals and widen the on/off-ramps. This wili
increase the level of service and reduce emissions and delays. The application
will apply to all four programs with a total request of $6,055,000. Of the
$6,055,000, $575,000 has been secured and already been granted to the City
through the GMA program. Councilmen Ybaben and Levitt were successful in
securing funding at the GMA No.2 & 6 Elected Officials Meetings.
Project 2, Seal Beach/Los Alamitos Boulevard Traffic Signal Coordination
Improvement Project will coordinate 23 traffic signals along Seal BeachlLos
Alamitos Boulevard from Pacific Coast Highway to Cerritos Avenue in Los

Alamitos, upgrade traffic signal equipment, install new timing and add
communication to all signalized intersections. This improvement will maximize
efficiency, increase the level of service, reduce the congestion and reduce
emissions and delays. The City will work with the City of Los Alamitos as a
cooperative joint project with the City of Seal Beach as the lead agency. Staff
Intends to present a cooperative agreement for approval at the April 2008 City
Council meeting.
Applications will be reviewed by OCTA staff, the Technical Advisory Committee
and with final approval by the OCTA Board of Directors. As part of the process,
aCTA requires the City to pass a resolution approving the submittal of
improvement projects to aCTA for funding under this Measure M program.
The applications will be available in the office of City Engineer for review.
FINANCIAL IMPACT:
Staff will be submitting a total request of $6,055,000 in various programs of the
call. The $6,055,000 will require a match of $2,380,375. The City currently has
$4,779,927 in Developer Fees from Boeing and Bixby, OCTA GMA and Master
Plan of Arterial Highways grant funds to use as matching money. There is no
impact to the City's General Fund.

RECOMMENDATION:
It is recommended that City Council approve the attached resolution as required
for the submittal of improvement projects to the Orange County Transportation
Authority for funding under the Measure M Combined Transportation Funding
Program.

RESOLUTION NUMBER
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CAUFORNIA AUTHORIZING APPLICATION FOR
FUNDS FOR THE INTERSECTION IMPROVEMENT PROGRAM
(liP), THE SIGNAL IMPROVEMENT PROGRAM (SIP), GROWTH
MANAGEMENT AREAS (GMA) AND THE TRANSPORTATION
DEMAND MANAGEMENT (TDM) PROGRAM FOR THE SEAL
BEACH BLVDII-405 APPROACH WIDENING PROJECT
WHEREAS, the Orange County Transportatlon Authority (OCTA) has
established the procedures and criteria for reviewing proposals: and
WHEREAS, the City of Seal Beach Director 01 Public Works possesses authority
to nominate the Seal Beach Blvd/l-405 Approach Widening Project for the liP,
SIP, GMA 2 &6 and TOM Programs and to finance, acquire, and construct the
proposed projects; and
WHEREAS, by formal action the City Council authorizes the nomlnallon of the
Seal Beach BlvdII-405 Approach Widening Project including all understanding
and assurances contained thareln, and authorizes the Director of Public Works
as the official representative of the City of Seal Baach, to actin connection with
the nomination and to provide such addnionallnformatlon as may be required;
and

WHEREAS, the City of Saal Beach win maintain and operate the property
acquired, developed, rehabilitated, or restored for the life of the resultant
facility(les) or activity; and
WHEREAS, with the approval of OCTA, the City of Seal Beach or Its successors
In Interest In the property may transfer the responsibility to malntaln and operata
the property; and
WHEREAS, the City of Seal Beach will give OCT A's representatives access to
and the right to examine all records, books, papers, or documents related to the
liP, SIP, GMA 2 &6 and TOM; and
WHEREAS, the City 01 Seal Beach win comply where applicable with proviSions
of the California Act, and many other federal, state, and/or local laws, rules
and/or regulations; Environmental Quality Act, and the Americans with
Disabilities Act.
NOW, THEREFORE, THE CITY COUNCIL. OF THE CITY OF SEAL BEACH
DOES HEREBY RESOL.VE:
Section 1. That the City of Seal Beach applies for the liP, SIP, GMA 2 & 6 and
TOM Programs for the Seal Beach Blvd/l-405 Approach Widening
Project.
Section 2. That the City of Seal Beach agrees to fund lIS share of the project
costs and eny addltlonal costs ovet the Identified programmed
amount. This action Is In conlormance with the OCT A Combined
Transportation Funding Program (CTFP) guidelines.
