SUBJECT: REQUEST AUTHORIZATION TO CONDUCT STREET
CLOSURES FACILITATING POLICE OPERATIONS
SUMMARY OF REQUEST:
Staff requests City Council approval and authorization through Resolution to
close roadways to through-traffic to facilitate police operations providing for the
public and traffic safety during specified special events within the community.

This type of road closure is authorized under the California Vehicle Code,
~ 21101: Local authorities, for those highways under their jurisdiction,
may adopt rules and regulations by ordinance or resolution on the
following matters:
(e) Temporarily closing a portion of any street for celebrations,
parades, local special events, and other purposes when, in the
opinion of local authorities having jurisdiction or a public officer or
employee that the local authority designates by resolution, the closing
is necessary for the safety and protection of persons who are to use
that portion of the street during the temporary closing.
BACKGROUND:
The City of Seal Beach has a highly involved community that chooses to host
several special events throughout the year. Many of these events have become
community Institutions and are favorably anticipated every year. Staff requests
advance authorization by the City Council, authorizing the Police and Public
Works Departments to close certain roadways facilitating the public and traffic
safety associated with the following special events:

· Annual Holiday Parade
. Spring Fest Celebration
. Annual Chamber of
Commerce Car Show
· Annual Seal Beach 5K-10K

. 13th Street July 4th Block Party

Staff also requests City Council authorization to close additional streets as the
community endorses future, as-yet-unidentified, special events requiring street
closures to ensure the public's safety.
City Councll's enacted authorization at this time will preclude future Council and
Staff time to generate fresh reports and requests for each of these events.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends the City Council authorize the City Manager to close those
portions of certain roadways facilitating the public and traffic safety associated
with those named and as-yet-unidentlfied special events listed above, for the
purposes stated above.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA AUTHORIZING THE CITY MANAGER TO
CONDUCT STREET CLOSURES FACILITATING POLICE
OPERATIONS DESIGNED TO CONTROL ROADWAY AND
PUBLIC SAFETY DURING SPECIFIED SPECIAL EVENTS
WITHIN THE COMMUNITY.
WHEREAS, the City of Seal Beach has a highly Involved community that
chooses to host several special events throughout the year; and
WHEREAS, many of these events have become community Institutions and are
favorably anticipated every year; and
WHEREAS, the City of Seal Beach desires to maintain a safe and peaceful
environment for all lis community members and visitors; and
WHEREAS, the Chief of Pollee has recommended the temporary closure of
roadways associated with specified community spacial events for the purpose of
maintaining the peace and safety of the moto~ng public and panlclpants In the
community spacial events;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. The City Council hereby approves and authorizes the City Manager to
temporarily close roadways associated with specified community special events
for the purpose of maintaining the peace and safety of the motoring public and
participants in the community special events; all pursuant Callfomia Vehicle
Code !i211 01 (e).
Section 2, The specified community special events include the following'
Saint Patrick's Day
Annual Holiday Parade
Spring Fest Celebration
Annual Chamber of Commerce Car Show
Annual Seal Beach 5K.10K Run
13th Street July 4th Block Party
16th Street July 4th Block Party
Section 3. The City Clerk shall certify to the passage and adoption of thIs
resolution.

Beach on the 10th day of March . 2008 by the following vote:
