A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SEAL BEACH RECOMMENDING
TO THE CITY COUNCIL DENIAL OF GENERAL
PLAN AMENDMENT 06-2, AMENDING THE LAND
USE AND HOUSING ELEMENTS OF THE CITY OF
SEAL BEACH GENERAL PLAN, 1101 SEAL BEACH
BOULEVARD, SEAL BEACH (SEAL BEACH
TOWNHOMES PROJECT).
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE:
Section 1. On May 12, 2006, Don Wilson Builders submitted requests for a
General Plan Amendment and Zone Change with the Department of Development Services.
Section 2. The proposed project seeks approval of the following actions, as
requested by Don Wilson Builders:
o Amend the Land Use and Housing Elements of General Plan to designate a
4.49 acre property from Light Industry to Residential High Density (RHD);
o Change the zoning designation on this parcel from Light Manufacturing
(M-l) to Residential High Density (RHO), District II to be consistent with
the General Plan revision;
Section 3. Pursuant to 14 Calif. Code of Regs. 9 15025(a) the City prepared
"Initial Study/Mitigated Negative Declaration 07-1, General Plan Amendment 06-2,and Zone
Change 06-2 - Seal Beach Townhomes Project - 1011 Seal Beach Boulevard" (SCH#
2007031115), which was circulated for public review and comment from March 22, 2007 to
April 20, 2007, in compliance with the provisions of the Califomia Environmental Quality Act.
Section 4. A duly noticed public hearing was held before the Planning
Commission on February 6, 2008, to consider the subject Mitigated Negative Declaration and the
requested land use applications. At the public hearing, the Planning Commission invited and
considered any and aU testimony offered in favor or opposition to said Mitigated Negative
Declaration and land use applications.
Section 5.
The record ofthe hearings indicates the following:
(a) The applicant seeks approval of the following actions:
o Amend the Land Use and Housing Elements of General Plan to designate a

o Change the zoning designation on this parcel from Light Manufacturing
(M-l) to Residential High Density (RHD), District n to be consistent with
the General Plan revision;
(b) The project site is generally square in shape, having
approximately 420 feet of frontage on Seal Beach Boulevard and 410 feet of frontage on
Adolfo Lopez Drive, and is located at the northwest comer of the intersection of Seal Beach
Boulevard and Adolfo Lopez Drive.
(c) The slllTolll1ding land uses and zoning are as follows:
NORTH/WEST:
Properties to the north and west of the proposed project site, within
the Boeing Integrated Defense Systems (BIDS) Specific Plan, are
designated for Light Industrial/Business Park/Research and
Industrial uses in both the General Plan and Zoning Ordinance.
These properties are developed with larger warehouse/light
industrial concrete 'tilt-up' buildings. Development in this
Specific Plan Area is limited to 40 feet in height.
EAST:
Properties to the east, separated by Seal Beach Boulevard, are
designated in the General Plan and Zoning Ordinance for "Public
Land Use" and consist of the Seal Beach Naval Weapons Station
facility.
SOUTH:
Properties to the soutll are designated in the General Plan and
Zoning Ordinance for "Public Land Use" uses and are developed
with the Seal Beach Police Department Headquarters, as well as
the City of Seal Beach Public Works Maintenance Yard and the
Seal Beach Animal Care Center.
(d) The requested General Plan Amendment and Zone Change
would amend the Land Use and Housing Elements of General Plan to designate the subject
4.49 acre property from Light Industrial to Residential High Density (RHO) and change the
zoning designation on the subject property from Light Manufacturing (M-l) to Residential
High Density (RHO), District IT to be consistent with the General Plan revision.
Section 6. Based upon substantial evidence in the record of the Planning
Commission hearing regarding the application, including the facts stated in ~3 and ~5 of this
resolution, and in the environmental documentation prepared in conjunction with this project, and
pursuant to ~~28-2600 and 28-2602 of the City's Code, the Planning Commission hereby finds that
General Plan Amendment 06-2, consisting of amendments to the Land Use Element, Land Use
Map, and Table 16 of the Housing Element, will not be beneficial to the short tenn and long term
land use goals of the City of Seal Beach.

Section 7. Based on the foregoing Sections I through 6, the Planning
Commission hereby recommends that the City Council deny General Plan Amendment 06-2.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of Seal Beach
at a meeting thereof held on the 20th day of February 2008 by the following vote:
AYES: Commissioners Roberts, Bello, DeLay, and Massa-Lavitt
