DATE: April 14, 2008 TO: Honorable Mayor and City Council FROM: David Carmany, City Manager Linda Devine, City Clerk THRU: SUBJECT: CITY COUNCIL APPOINTMENT - DISTRICT 4 SUMMARY OF REQUEST: Select a replacement for the vacant council seat in District 4. . BACKGROUND: As directed by City Council, staff posted and advertised in the local newspaper a "Notice To Fill A Vacancy" on the Seal Beach City Council in District 4, and that City Council was seeking applicants from District 4 to fill the remaining term of former Council Member Ybaben. In addition, staff prepared an information sheet to assist interested individuals with the process. The application process closed on Thursday, April 3rd, 2008 at 5:00 pm. Five District 4 residents submit1ed let1ers of interest for the vacant City Council seat. The City Clerk verified their residency through the Orange County Voter Registrar's office. The Director of Administrative Services, as a neutral third party, participated in a random drawing, witnessed by the City Clerk, to determine the order of interviews. The interview appointments are: 3:30 p.m. 4:00 p.m. 4:30 p.m. 5:00 p.m. 5:30 p.m. Gary A. Miller Gary Roberts James M. Derry Thom L. Thomas David Hood . The process for the interviews: a two-minute opening statement, 20 minutes for questions and answers, and a two-minute closing statement. In order to help the City Council, staff prepared a list of suggested interview questions for the candidates; however, the City Council has latitude on what questions can be asked during the interview process. Agenda Item -# / . Page 2 Following the completion of the interviews, City Council will begin its deliberation process. If City Council is able to select a replacement, staff has prepared a resolution appointing the individual to the vacant City Council seat. Staff is recommending that the oath of office be administered by the City Clerk following the appointment at the regular City Council meeting and the newly appointed Councilmember be seated at the dais to participate in the regular Council meeting of April 14, 2008.
