SUBJECT: Amend the ClassIfication Plan by Adding the
Classification of Civil Engineering Assistant
SUMMARY OF REQUEST:
Staff requests that Council adopt the proposed resolution approving the
classification of Civil Engineering Assistant.
e BACKGROUND:
The Engineering Division is currently comprised of one (1) City Engineer and two
(2) Associate Engineers. Recently, one of the incumbents in the Associated
Engineer position vacated the position. Staff took the opportunity to evaiuate the
functions of the department and division and recommends that the vacated
position be amended from an Associate Engineer position to a Civil Engineering
Assistant position.
Seal Beach Engineering Division is responsible for all aspects of civil engineering
including but not limited to Beach, Pier, Parks, Buildings, Facilities, Sanitary
Sewer, Storm Drains, Streets and Water Infrastructure. The Division manages
and analyzes contracts, projects, land development, programs and grants to
ensure the highest quality of life in the most cost effective manner.
The Civil Engineering Assistant classification is the journeyman position of the
engineering series and provides an opportunity for the City to attract new talent
and to train and develop this talent for succession planning. It requires a
minimum of one (1) year of work experience and Bachelor Degree in Civil
Engineering.

The main role of the proposed position would handle all aspects of the
Engineering Division including the Capital Improvement Program (CIP) for
routine type projects like the Annual Slurry Seal Program, Annual Concrete

Repair, Local Paving Program and various smaller CIP's. This would allow the e
Associate Engineer to handle more complicated, technical and larger scale
projects.
The proposed incumbent would also manage the National Pollution Discharge
Elimination System NPDES Program accompanied by our Fats, Oil and Grease
(FOG) Program.
The previous staffing structure with a City Engineer and two (2) Associate
Engineers was management top heavy. By removing and replacing with an entry
level it will promote an effective succession planning by providing levels of
positions for advancement.
For the current and future workload in Seal Beach, this staffing structure is
recommended and will allow the division to run more efficiently and economically.
FINANCIAL IMPACT:
The amendment is projected to be at a cost savings of $25,000 per fiscal year.

BY ADDING THE CLASSIFICATION OF CIVIL ENGINEERING

WHEREAS, the City currentiy has an Associate Engineer vacancy; and
WHEREAS, restructuring the Engineering DIvision Staffing would be more
economical; and
WHEREAS, adding a joumey level position would be more efficient; and
WHEREAS, the Engineering DIvision does not have a joumay level position; and
WHEREAS, adding a joumey level position creates a job series; and
WHEREAS, the creation of the job series creates promotional opportunities and
assists with succession planning.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. The classijlcation plan Is hereby by amended by adding the position of
CIvil Engineering Assistant.

class. Specifications are not intended to reflect all duties performed within the job.
DEFINITION
Under general supervision, the Civil Engineering Assistant is ajourney position in the
engineering job series, performs a variety offield and office civil engineering work including
checking engineering plans and designs; reviews construction of public works projects including
streets, water, drainage, sewer, parks, traffic and other public works facilities and subdivision
projects; assist with overseeing the City's infrastructure management program, performs
administrative duties related to State and federal funding; and does related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Public Works, City Engineer, and Associate
Engineer
May exercise technical supervision over Interns and office support staff.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important
responsibilities and duties may include. but are not limited to thefol/owing:
Essential Functions:
. Assist with the preparation of plans, specifications, and cost estimates for the
construction of public works projects.
. Assist with overseeing the City's infrastructure management program:
. Assists in evaluating project proposals for consultant selection.
. Performs designs, and prepares calculations.
. Coordinates traffic planning and design work with federal, state, county, metropolitan,
and local agencies and community groups.
. Performs engineering design for traffic projects, including roadway lighting, traffic
signals, signing, and striping plans; reviews and processes engineering plans, grading
improvement parcels, deeds, plot plans, tract maps and legal description submittals for
adherence to engineering standards and specifications.
. Reviews project reports and plan submittals from contractors, consultants and other
public agencies; administers public works projects contracts, including preparation,
monitoring, and amending contracts.
. Coordinates projects with contractors, consultants, utility companies, and other public
agencies.
· Prepares and reviews a variety of project, progress and construction reports.
. Conducts, participates, and evaluates field land surveys and traffic studies.

. Assist with engineering studies on assigned projects; assist to perform civil engineering

adjustments, lot merges, soil reports and related documents; ensure compliance with
conditions of approval, prepare reports for finalizing documents; collect bonds, fees and
deposits.

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and
abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: One year of civil engineering support and project administration experience,
including public works construction, land surveying, engineering report writing and the review
of related documentation.
Trainin2:
Equivalent to a Bachelor's degree from an accredited college or university with
major coursework in civil engineering or a related field.
License or
Certificate:
Possession of or ability to obtain registration as a professional engineer in
the State of California is highly desirable.
Possession of a valid driver's license.
