SUBJECT: APPLICATION FOR STATE GRANT FUNDS FOR
RUBBERIZED ASPHALT CONCRETE
SUMMARY OF REQUEST:
The City Council is asked to adopt Resolution No. authorizing staff to
submit a grant application to the California Integrated Waste Management Board
(CWIMB) for the use of Rubberized Asphalt Concrete.

BACKGROUND:
The California Integrated Waste Management Board (CWIMB) offers the
Rubberized Asphalt Concrete (RAC) Use Grant Program to promote markets for
recycled-content products derived from waste tires generated in California. The
purpose is to decrease the adverse environment impacts from illegal disposal
and storing of waste tires.
RAC is used for street repair as overlay material. Funding availability for FY
07/08 is expected to be $3,020,583; maximum award per jurisdiction is $250,000.
This is a competitive grant program.

The grant award is based on a reimbursement rate of $5 per ton of RAC used.
Current RAC prices are approximately $80 per ton. That is a savings of 6% per
ton. A minimum of 1,250 tons are required to qualify for the program.
The City will use these funds as part of an overlay project for Seal Beach Blvd.
The limits of this project are from Pacific Coast Highway to Bolsa Avenue.
The major benefrt of using the RAC product is that it lasts longer than
conventional asphalt. The material in RAC is more flexible and resistant to
cracking which saves on maintenance costs. By being more flexible it is also
more durable, safe and quiet. Research has shown that noise can be reduced as
much as 85 percent in some instances. Additionally, RAC provides better traction
in wet weather, which may reduce accidents.

e FINANCIAL IMPACT:
There is no cost to applying for the grant. If successful the City may potentially be
awarded $150,000.
RECOMMENDATION:
It is recommended City Council adopt Resolution No. authorizing staff to submit
a grant application to the California Integrated Waste Management Board.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA AlITHORlZJNG STAFF TO SUBMIT A
GRANT APPLICATION TO THE CALIFORNIA INTEGRATED
WASTE MANAGEMENT BOARD
WHEREAS, Public Resources Code Section (PRC) 42872.5, authorizes the
Call1omla Integrated Waste Management Board (CIWMB) to establish a grant
program to fund rubberized asphalt concrete (RAC) projects as part of the waste
tire recycling program; and
WHEREAS, the CIWMB has been delegated the responsibility for the
administration of the program, setting up necessary procedures govemlng
application by local governments and their subdivisions under the program; and
WHEREAS, CIWMB Is authorized to award grants under the waste tire program
as Identified In Its Rve-Year Plan for the Waste Tire Recycling Management
Program; and
WHEREAS, procedures established by the State of Call1omla and the CIWMB
require each Jurisdiction/applicant to certify by resolution the approval of the
jurlsdictlon/appllcanfs governing body for submittal of a grant application before
submission of said application to the CIWMB; and
WHEREAS, If awarded a grant, City of Seal Beach will enter into a Grant
Agreement with the CIWMB for Implementation of a Rubberized Aspha~
Concrete Use Grant

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. that the City of Seal Beach authorizes the submittal of an application
to the CIWMB for a Fiscal Year 2008- 2009 Rubberized Asphalt Concrete Use
Grant.
Section 2. that the City Manager of the City of Seal Beach or hls/her designee, Is
hereby authorized and empowered to execute In the name of the City of Seal
Beach all necessary grant-related documents, Including, but not limited to,
applications, contracts. agreements, amendments. and payment requests for the
purposes of securing grant funds and to Implement and cany out the purposes
specllled In the grant application.
PASSED, APPROVED and ADOPTED by the City Council of the City of Seal
Beach at a regular meeting held on the 14th day of April . 2008 by the
following vote:
