HomeMy WebLinkAboutCC AG PKT 2008-04-14 #P AGENDA STAFF REPORT e DATE: April 14, 2008 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Vince Mastrosimone, Director of Public Works SUBJECT: APPROVE COMPLETION OF THREE (3) ORANGE COUNTY TRANSPORTATION AUTHORITY (OCTA) FUNDED TRANSPORTATION PROJECTS SUMMARY OF REQUEST: The City Council is asked to: e 1. Adopt resolution No. approving the completion of the Free Flow Lane design study on Seal Beach Blvd., and 2. Adopt resolution No. approving the completion of the Lampson Avenue Interconnect Project, and 3. Adopt resolution No. approving the completion of the Seal Beach Blvd. and St. Cloud Intersection Improvement Study. BACKGROUND: In 2004 and 2005, the City of Seal Beach was awarded Growth Management Area (GMA) grant funds for the following three projects: 1. Free Flow Lane design study on Seal Beach Boulevard 2. Lampson Avenue Interconnect Project Design 3. Seal Beach Blvd and St. Cloud Intersection Improvement study Proiect1. Free Flow Lane design study on Seal Beach Boulevard studied the feasibility, cost and benefit of converting one northbound through lane into a designated free flow lane through five T-Intersections on Seal Beach Boulevard thereby reducing congestion en route to the 405 Freeway. The City secured $30,000 from GMA #6 to complete this study. e The Engineer who completed this study provided the City with four alternative techniques that would be used to provide the lane separation along with cost/benefit analysis of each. After reviewing the engineer's alternative recommendation, staff believes it is in the City's best interest not to construct the project due to the existing Levels of Service of A's on Seal Beach Blvd. The recommendation does not seem feasible with construction costs at over Agenda Item ~ e $100,000 and potential safety impacts associated with unfamiliarity to motorists. The Final study is on file in the office of the Director of Public Works and is available for review. Proiect 2. Lampson Avenue Interconnect Design Project involved the design of installation and integration of fiber optic cable to the signals along Lampson Avenue. Design will also include integration of the signals to the City's current Traffic Management Center. The City secured $50,000 from GMA #2 to complete this project design. The City's engineering consultant has prepared the plans and bid documents which have been approved by the City Engineer and are ready for bidding. The bid documents are available for review in the City Engineer's office. After reviewing the estimated construction costs of over $1.5 million, staff believes the benefits do not support the high cost to construct the project at this time. Therefore, it is in the City's best interests to postpone this project and construct at a future date when this project becomes a higher priority. Project 3. Seal Beach Blvd. and St. Cloud Intersection Improvements studied the feasibility for the design of duel left turn lanes on northbound Seal Beach Blvd. at St. Cloud Drive along with other improvements that would relieve a significant amount of traffic congestion along Seal Beach Blvd. The City secured $45,000 from GMA #2 to complete this study. e The Engineer who completed this study provided the City with four alternative lane configurations and a cosVbenefit analysis of each alternate. After reviewing the engineer's alternative recommendation, staff believes it is the City's best interest not to construct the project due to removing many mature trees, difficult coordination with Caltrans and the cost associated with building the project estimated at over $600,000. The Final study Is on file in the office of the Director of Public Works and is available for review. FINANCIAL IMPACT: There is no fiscal impact to the City associated with these three projects as each are fully funded through GMA funding programs. RECOMMENDATION: It is recommended that the City Council: e 1. Adopt Resolution No. approving the completion of the Free Flow Lane design study on Seal Beach Blvd., and 2. Adopt Resolution No. approving the completion of the Lampson Avenue Interconnect Project, and 3. Adopt Resolution No. approving the completion of the Seal Beach Blvd. and Sl. The Council hereby approves the completion of the Free Flow Lane Design Study Section 2. The Council hereby directs the City Manager to submit a Flnal Report on the project within 120 days of this project's acceptance to the Orange County Transportation Authority for final reimbursement.
