HomeMy WebLinkAboutCC AG PKT 2008-04-14 #R AGENDA STAFF REPORT e DATE: April 14, 2008 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Vince Mastrosimone, Director of Public Works SUBJECT: PLANS AND SPECIFICATIONS FOR SLURRY SEAL PROJECT No. ST0803 SUMMARY OF REQUEST: The City Council is asked to consider a request to approve the plans and specifications for the Slurry Seal Project No. ST0803 and authorize staff to solicit for bids. BACKGROUND: e On June 26, 2006, the City Council approved an update to the City's Pavement Management System (PMS). The system was also approved by the Orange County Transportation Authority (OCTA) as part of Measure M funding eligibility. Slurry seals extend the effective life of asphalt concrete pavements by placing a protective seal over existing pavement surfaces that are just beginning to show signs of wear. Slurry seals allow the City to stretch pavement rehabilitation funds and maintain a higher level of pavement quality by protecting pavement from oxidation. Any dollar spent on keeping pavements in good condition (slurry seal) will save from five to twenty dollars in rehabilitation repairs that must be made on pavement in poor condition. It is standard practice to slurry seal every 5 to 8 years. In FY06/07, College Park West and some of College Park East was completed. For budget purposes, the City is divided into seven grids that provide a planning and programming mechanism to optimize the budget. Grids one through seven are as follows: e Grid No. 1 2&3 4&5 6&7 Location College Park West College Park East Old Town and Bridgeport The Hill Fiscal Year 2006/07 06/07 & 07/08 08/09 & 09/10 10/11 & 11/12 Agenda Item ~ e By strategically utilizing the programming grid system, the city saves on construction cost by having the contractor concentrate in one area of the city. The contractor does not have to mobilize his equipment for one area to the next. The grid system also informs the public of when the next streets and areas will be improved. As identified in the PMS, this project wili slurry seal grid number three in College Park East. See attached map. The plans and specifications have been completed and approved by the City Engineer and staff is ready to solicit for bids. Plans and specifications are available for review in the City Engineer's office. FINANCIAL IMPACT: In the approved 2007/08 - 2008/09 Budget, Capital Improvement Project funds are budgeted for Project No. 50245, now Specification NO,ST0803, in the amount of $150,000. Additionally, $64,352.25 was carried over from last fiscal year's Paving project to this year's Slurry Seal Project. The engineer's estimate for the Slurry Seal is $209,770. Fundina Measure M Turnback Carryover funds $150,000 $ 64.352 $214,532 e Expenses Design Construction Inspection in-house $209,770 in-house RECOMMENDATION: It is recommended City Council adopt Resolution No. approving the plans and specifications for the construction of the Slurry Seal Project and authorizing the solicitation for bids.
